MINUTES OF REGULAR MEETING

February 11, 2016, 5:30 PM

The meeting was called to order at 5:30 p.m., and upon roll call the following members were present: Supervisor Anne Flanigan Bassi, Trustees Dwayne Douglas and Amy Zisook; Absent: Olga Gomez Aguilar and Cindy Wolfson. Also present: Clerk Gail Feiger Brown, Lisa Adelmund (Highland Park Community Nursery School and Day Care), Susan Resko (Josselyn Center), Gabrielle Rousso (The Art Center), Assessor Cynthia Plouche and Janet Freed.

Public Comment
There was no comment from the public.

Agency Presentations

  • Lisa Adelmund, Highland Park Community Nursery School and Day Care (Community)
  • Community offers partial and full day programs for children aged 2-5, kindergarten enrichment for District 112 students, and before-school care for children up to age 10. 94% of their students are Township residents. The Township was thanked for its grant which enables Community to offer scholarships. The agency has been working to increase other grants and funding to mitigate the state budget shortfalls.

  • Susan Resko, Josselyn Center
  • Josselyn Center offers mental health services on a sliding-fee scale. The Township was thanked for its FY2015-16 grant. 177 Township residents are served through outpatient psychiatric services, and group and individual therapy. The agency has been affected by state budgetary issues regarding community mental health funding, and is unable to accept new psychiatric patients.

  • Gabrielle Rousso, The Art Center (TAC)
  • TAC is a non-profit arts organization that offers education, outreach programs, exhibits and on-site arts festivals. The Township was thanked for its grant which helped fund 20 children of working parents attend day-long arts camp for eight weeks over the summer, taught by bilingual teachers.

Approval of Minutes
Trustee Zisook moved, seconded by Trustee Douglas, approval of the Regular Meeting Minutes of January 28, 2016. The motion passed unanimously by voice vote.

Trustee Douglas moved, seconded by Trustee Zisook, approval of the Executive Session Meeting Minutes of January 14, 2016. The motion passed unanimously by voice vote.

Approval of Bills
Trustee Douglas moved, seconded by Trustee Zisook, Approval of the Bills, January 29- February 11, 2016: $5,350.52 General Assistance, $36,161.85 Town Fund. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Douglas and Zisook; Voting Nay: none.

Reports

  • Assessor's Report Cynthia Plouché
  • Assessor Plouche distributed to the Trustees a Preliminary Report from the Quadrennial assessment appeals.

  • Supervisor's Report Anne Flanigan Bassi
    • Trustees were given a Township services monthly report for January, 2016 and a twelve-month report for February, 2015 through January, 2016. Pantry numbers are going up steadily.
    • Staff Linda Contreras will be out on three-week leave as of February 17. Elysa Alvarez has been hired as a full-time temporary replacement.
    • The Volunteer Income Tax Assistance (VITA) program is underway and we are grateful for the tremendous efforts of our volunteers. The Township's three years of health insurance enrollment assistance have been invaluable with addressing health insurance subsidies and the individual mandate issues on tax returns.
    • Supervisor Bassi submitted a grant application to MB Financial for the school vacation breakfast/lunch bag program.
    • Supervisor Bassi will represent Moraine Township at the February 22 board meeting of the District 113 Board of Education and accept a certificate of recognition. The Township, West Deerfield Township, and the District 113 Education Foundation will be recognized and thanked for their continued support.
    • The building housing West Deerfield Township offices suffered devastating damage as a result of a hydrostatic pressure backup, resulting in a loss of pantry reserves of four to six months. West Deerfield Township Supervisor Alyson Feiger has been notified that their clients are welcome to use our Food Pantry and come to the Township office for any other services.
    • The Township is still seeking a part-time driver for the Door-to-Door Van Services program, for two mornings a week.
    • Trustees are invited to attend a March 18 education district program in Lisle and Township Topics Day on April 6 in Springfield, both sponsored by Township Officials of Illinois TOI.
    • The Annual Town Meeting will be held on April 12 at 6:00 p.m. at the Highland Park Police Department, 1677 Old Deerfield Road, Highland Park. The Township will recognize its amazing volunteers.
    • Supervisor Bassi learned today that Land of Lincoln Health Insurance may not be in the North Shore Hospital network for Township employees any longer. The Township's insurance agent will determine other options.

  • Supervisor Bassi and General Assistance Manager Paula Peddle attended the Task Force Meeting held February 10.

  • Cemetery Report Anne Flanigan Bassi
  • There was a burial at Mooney Cemetery this week. There have been three burials since December. Trustee Wolfson has sought bids for treatments for invasive species.

  • Citizen Grant Advisory Committee Report Gail Feiger Brown
  • Thanks to Committee Chair Joel Carp, for his service. He is stepping down as chair. Welcome to new chair John Ropieque. The Committee will hold its first meeting February 22.

  • Discussion of Grant Amounts for FY16-17
  • With the lack of a state budget having an impact on the agencies that help provide a safety net for our residents, the Trustees indicated that the grant amount should not be reduced in the FY16-17 budget

With no further business to conduct, Trustee Douglas moved, seconded by Trustee Zisook, that the meeting be adjourned at 6:51 p.m. The motion passed unanimously by voice vote.
