Moraine Township

The meeting was called to order at 7:00 p.m., and upon roll call the following members were present: Supervisor Anne Flanigan Bassi, Trustees Olga Gomez Aguilar and Dwayne Douglas; Absent: Cindy Wolfson and Amy Zisook. Also present: Clerk Gail Feiger Brown, Micky Baer and Jori Rosenblatt (JCYS Champ Camp), Assessor Cynthia Plouché, Namrita Narula and members of her family, and Janet Freed.

Public Comment
There was no comment from the public.

Recognition of Namrita Narula
Supervisor Bassi read a Resolution in Recognition of Super Volunteer Namrita Narula, praising her efforts last summer growing 93 pounds of produce for our Food Pantry and her Feed the Meter project in downtown Highland Park. The Feed the Meter project collects money which is used to purchase produce for the Food Pantry. Namrita is a student at Highland Park High School.

Agency Presentations

  • Micky Baer and Jori Rosenblatt, JCYS Jon Vegosen Champ Camp (Champ Camp)
  • Champ Camp offers a traditional camp experience, including instruction in swimming, tennis and nutrition. In 2015, 100% of the 72 campers were Moraine Township residents.
    The Township was thanked for its grant which enabled 89% of the campers to attend on scholarship. The camp day can be extended to 6:30 p.m. to accommodate working parents. Many of the camp counselors are former campers and participants in College Bound Opportunities, another program supported by the Township.

    Approval of Minutes
    Trustee Aguilar moved, seconded by Trustee Douglas, approval of the Regular Meeting Minutes of February 11, 2016. The motion passed unanimously by voice vote.

    Approval of Bills
    Trustee Douglas moved, seconded by Trustee Aguilar, Approval of the Bills, February 12- February 22, 2016: $5,506.79 General Assistance, $28,039.94 Town Fund. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Aguilar and Douglas; Voting Nay: none.


    • Assessor's Report Cynthia Plouché
    • Board of Review decisions are being mailed on February 29, which triggers the 30-day clock if property owners want to take their appeal to the State of Illinois.

    • Supervisor's Report Anne Flanigan Bassi
      • Volunteer Income Tax Assistance (VITA) volunteers continue to assist income qualified residents complete and file tax returns. The program is available at the Township through April 9.
      • The District 113 Board of Education recognized the Township at its February 22 Board Meeting for its partnership with Highland Park High School.
      • Congratulations to Township Attorney Charles Smith, who was appointed Circuit Judge of the 19th Judicial Circuit Court of Lake County of February 22. His law partner James Hartman will continue as the Township's attorney.
      • A position is available as a part-time driver for the Door-to-Door van service.
      • Trustees are invited to attend the Township Officials of Illinois (TOI) educational district program on March 18 and Springfield Legislative Day on April 6.
      • The Annual Town Meeting will be held on April 12 at 6:00 p.m. Township volunteers will be recognized and honored. To accommodate the large number of attendees, the Meeting will be held at the Highland Park Police Station Community Room, 1677 Old Deerfield Road, Highland Park.
      • Township employees' dental insurance issues have been resolved.

    • The Committee met on February 22 and discussed the grant applications. A final report will be submitted to the Trustees at the March 10 meeting. Thanks to our dedicated community volunteers: Chair John Ropiequet, Laura Biagi, Joel Carp, Bill Laegeler, Erika Moran, and Beth Olderman.

    • Budget DiscussionAnne Flanigan Bassi
    • Supervisor Bassi distributed to Trustees for review a draft of the proposed Township Budget for FY16-17. The Board will vote at the March 10 Board Meeting to post the proposed Budget, and at the April 21 Board Meeting will vote to adopt.

    • Change Regular Board Meeting from April 28, 2016 at 7:00 p.m. to April 21, 2016 at 7:00 p.m.
    • The Board concurred that the Meeting should be changed to April 21, 2016, setting the Meeting time at 5:30 p.m. instead of 7:00 p.m.

    Executive Session

    With no further business to conduct, Trustee Douglas moved, seconded by Trustee Aguilar, that the meeting be adjourned at 7:38 p.m. The motion passed unanimously by voice vote.
