MINUTES OF REGULAR MEETING

July 14, 2016, 5:30 PM

The meeting was called to order at 5:30 p.m., and upon roll call the following members were present: Supervisor Anne Flanigan Bassi, Trustees Dwayne Douglas, Cindy Wolfson and Amy Zisook; Absent: Trustee Olga Gomez Aguilar. Also present: Assessor Cynthia Plouche, Clerk Gail Feiger Brown, and Moraine Township Attorney Jim Hartman.

Public Comment
There was no comment from the public.

Executive Session pursuant to 5 ILCS 120/2(c)(5)

  • Discussion of purchase or lease of real property. Trustee Zisook moved, seconded by Trustee Wolfson, to enter into Executive Session pursuant to 5 ILCS 120/2(c)(5) for discussion of purchase or lease of real property. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Douglas, Wolfson and Zisook; Voting Nay; None.

Executive Session was entered into at 5:32 p.m. and adjourned at 6:58 p.m.

The Board Meeting resumed at 6:59 pm.

Approval of Minutes
Trustee Zisook moved, seconded by Trustee Wolfson, approval of the Regular Meeting Minutes of June 23, 2016. The motion passed unanimously by voice vote.

Approval of Bills
Trustee Douglas moved, seconded by Trustee Wolfson, Approval of the Bills, June 17 - July 11, 2016: $8,225.97 General Assistance, $47,619.13 Town Fund. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Douglas, Wolfson and Zisook; Voting Nay: none.

Action Items

  • Motion to approve offering Moraine Township employees the choice of the following Humana Major Medical Health Insurance Plans August 1, 2016 to July 31, 2017. Moraine Township will pay 100% of employee premium and 50% of premium for dependent coverage. Trustee Douglas moved, seconded by Trustee Zisook, approval of the Motion. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Douglas, Wolfson and Zisook; voting Nay: none.
    • Approve Humana IL Simplicity CPOS 16 OPT 4 Silver Employee Major Medical Health Insurance Plan August 1, 2016 to July 31, 2017 (this plan is HRA compatible-see below)
    • Approve Humana IL ENDHP 16 CPOS OPT 4 Silver Employee Major Medical Insurance Plan August 1, 2016 to July 31, 2017 (this plan is HSA compatible-see below)

  • Motion to approve offering Moraine Township employees Principal Dental Insurance Plan August 1, 2016 to July 31, 2017. Trustee Douglas moved, seconded by Trustee Zisook, approval of the Motion. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Douglas, Wolfson and Zisook; Voting Nay: none.
  • Motion to change employee Life Insurance coverage from Fort Dearborn to Principal Group Term Life which creates a premium savings for the Township of almost $250 per month for the same coverage. Trustee Douglas moved, seconded by Trustee Zisook, approval of the Motion. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Douglas, Wolfson and Zisook; Voting Nay: none.
  • Motion to approve adoption of a Health Reimbursement Account (HRA) with maximum reimbursement for the plan year of $2,000 employee only or $4,000 family for employees who select the Humana IL Simplicity CPOS 16 OPT 4 Silver Plan, which is not HSA compatible. Trustee Douglas moved, seconded by Trustee Zisook, approval of the Motion. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Douglas, Wolfson and Zisook; Voting Nay: none.
  • Motion to approve Health Savings Account contribution (HSA) of $2,000 employee only or $4,000 for employees who have family coverage, payable in two installments August 1, 2016 and February 1, 2017 for employees who select the Humana IL ENDHP 16 CPOS OPT 4 Silver Plan. Trustee Douglas moved, seconded by Trustee Zisook, approval of the Motion. Voting Aye By Roll Call Vote: Supervisor Bassi, Trustees Douglas, Wolfson, and Zisook; Voting Nay: none.
  • Summer electricity assistance for LIHEAP eligible seniors Trustee Wolfson moved, seconded by Trustee Douglas, approval of the Motion to offer $150.00 per household summer electricity assistance for LIHEAP-eligible seniors living in free-standing units. Voting Aye By Roll Call Vote: Supervisor Bassi, Trustees Douglas, Wolfson and Zisook; Voting Nay: none.

Reports

  • Assessor's Report Cynthia Plouche
    • The Township's Assessor's office has closed their books and notified the Lake County Board of Review.
    • PTAB hearings will be held in Springfield.


  • Supervisor's Report Anne Flanigan Bassi
    • Trustees were given a monthly service report for June, 2016, and a twelve-month report for July, 2015 through June, 2016.
    • Supervisor Bassi spoke at the Chantilly Homeowner's Association Meeting on June 16. Their hospitality committee subsequently brought in a check for $500.00 for the Food Pantry for the "Happy Day" cards their residents purchase.
    • Supervisor Bassi received a formal request from the Moraine Township Democratic Organization to reserve a room for them to hold their Township Slating Caucus on December 6, 2016 for the 2017 Consolidated Election. Per 60 ILCS 1/45-45, the Township is required to pay for such room rental. Supervisor Bassi reserved the public room at the Highland Park Police Station at no charge.
    • Thanks to Trustees Douglas, Wolfson and Zisook, Staff Paula Peddle and family, Door-to-Door Van Driver Harry Powell, Shari, Jayla, and Micah Marcus, Sheri Tisdahl and Diane Beckway for marching with Moraine Township in the Highland Park Fourth of July Parade. The Township handed out miniature American flags to parade attendees.


  • Latino Advisory Committee Report
  • No report.

  • Food Insecurity Issues Report Amy Zisook
  • 134 bags were distributed in June for the Summer Bag Breakfast/Lunch Program and were well received. Children with June birthdays enjoyed the birthday bags assembled by Braeside Elementary School 3rd graders.

  • Food Pantry Report Anne Flanigan Bassi
    • Thanks to Sheri Marcus, Jayla Marcus and Cindy Guerrero who are again holding a bake sale at the Township to benefit the Food Pantry. The bake sale will be held July 30 during Sidewalk Sale Days. Thanks to Sunset Foods for providing signage.
    • Thanks to the Cleaning Authority, who left bags with a Summer Food Drive shopping list with their customers, and brought in many bags of food.
    • Thanks to the Moms Clean Air Force for holding a food drive for the Pantry.
    • The Ravinia Festival Food Drive is a work in progress; donations continue to increase.


  • Pantry Plants Garden Report Anne Flanigan Bassi
  • The first crop of produce was delivered to the Pantry. Trustees were shown photos of the Garden.

  • Senior Services Task Force Report
  • No report.

  • Lake County Coordinated Transportation Services Committee (LCCTSC)
  • No report.

  • Community Family Center (CFC) Report Gail Feiger Brown
  • Clerk Brown attended the CFC Board Meeting on July 13. The CFC Board will continue to explore potential sites.

  • Human Relations Commission Report
  • No report.

  • Cemetery Report Cindy Wolfson and Donna Novickas
    • There will be a burial of cremains at Mooney Cemetery on July 25.
    • Trustee Wolfson and Administrator Donna Novickas continue to obtain estimates for replacing the gravel pull-offs at Mooney Cemetery with permeable pavers.

New Business Anne Flanigan Bassi
Trustee Dwayne Douglas attended the Lake County Townships of Illinois (LCTOI) Association quarterly meeting on June 29. He will serve the Association as Moraine Township's representative. Trustees Aguilar and Douglas will take a shift at the LCTOI table at the Lake County Fair on July 30.

Adjournment
With no further business to conduct, Trustee Wolfson moved, seconded by Trustee Zisook, that the meeting be adjourned at 7:38 p.m. The motion passed unanimously by voice vote.
