MINUTES OF REGULAR MEETING

July 28, 2016, 7:00 PM

The meeting was called to order at 7:02 p.m., and upon roll call the following members were present: Supervisor Anne Flanigan Bassi, Trustees Olga Gomez Aguilar, Dwayne Douglas, and Cindy Wolfson; Absent: Trustee Amy Zisook. Also present: Assessor Cynthia Plouché, Clerk Gail Feiger Brown, Attorney Jim Hartman, and Administrator Donna Novickas.

Public Comment
There was no comment from the public.

Approval of Minutes
Trustee Wolfson moved, seconded by Trustee Aguilar, approval of the Regular Meeting Minutes of July 14, 2016. The motion passed unanimously by voice vote.

Approval of Bills
Trustee Douglas moved, seconded by Trustee Wolfson, Approval of the Bills, July 12 - July 25, 2016: $7,016.84 General Assistance, $30,664.18 Town Fund. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Aguilar, Douglas, and Wolfson; Voting Nay: none.

Reports

  • Assessor's Report Cynthia Plouché
    • Moraine Township Blue Card Assessment notices will be mailed out August 3. Publication date will be August 4. The last day to file appeals is September 6.


  • Supervisor's Report Anne Flanigan Bassi
    • The Township services report for July, 2016 has been revised to reflect that there were eight cemetery contacts in July, rather than zero, as originally stated in the report. Over 17,000 services were provided by the Township in the last 12 months.
    • Supervisor Bassi and the Township received thanks from Pablo Alvarez, Chair of the Latino Advisory Committee, for assistance to a family displaced by fire.
    • Supervisor Bassi distributed a summary of Door-to-Door Van Service survey responses received to date. Riders were asked to rate timeliness, courtesy, etc. on a scale from one to ten. Most scores were between nine and ten;availability received the lowest score of 8.3.
    • General Assistance Manager Paula Peddle was thanked by a client for her kindness during the end of her mother's life.
    • Supervisor Bassi submitted a grant application to Healthcare Foundation of Highland Park for the Door-to-Door Van Service.
    • Supervisor Bassi is awaiting approval by Humana for an August 1 start for employee heath insurance.
    • The Ravinia Festival Food Drive continues and is growing weekly thanks to the tremendous efforts of our army of volunteers.
    • Thanks to Shari Marcus, Jayla Marcus and Cindy Guerrero for holding a Bake Sale will be held at the Township office on July 30. Thank you to T. J. Tazioli from Sunset Foods for making street signs for the sale. Thanks to Trustee Wolfson and Clerk Brown for assisting with the sale.

  • Latino Advisory Committee Report
  • The Committee met immediately prior to the Board Meeting on July 28. The Committee will hold a community open house at the Township office, date to be determined. School administrators and agency representatives will be invited.

  • Food Insecurity Issues Report Gail Feiger Brown
  • 233 summer breakfast/lunch bags have been distributed in July.

  • Food Pantry Report
    • Thanks to Mike Babian for picking up produce weekly at the conclusion of the Ravinia Farmer's market, and a big thank you to Klug Orchards for their very generous produce donations.
    • Thanks to North Shore Congregation Israel for the vegetables from their garden delivered weekly by Bob Levi.
    • Thanks to the 112 Foundation for partnering with the Township at the July 26 Kids Go Classic event at Ravinia Festival. 40-50 bags of food were donated to the Pantry.
    • Thanks to Namrita Narula for coordinating an Empty Bowls event on October 20, 5:30 p.m. to 7:30 p.m. to benefit the Pantry. Attendees will purchase ceramic bowls made by Braeside and Lincoln students and soup and bread donated by local restaurants. There will be live entertainment.

  • The Pantry is receiving weekly produce from the garden.

  • No report.

  • Lake County Coordinated Transportation Services Committee (LCCTSC)
  • No report.

  • Community Family Center (CFC) Report Gail Feiger Brown
  • Clerk Brown attended the City of Highland Park Committee of the Whole Meeting on July 25, where CFC Chair Herb Wander made a presentation to the City Council. Potential sites continue to be explored.

Executive Session
Trustee Douglas moved, seconded by Trustee Wolfson to enter into Executive Session, pursuant to 5 ILCS 120/2(c)(5) to discuss purchase, lease or sale of real property. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Aguilar, Douglas and Wolfson; Voting Nay: none.

Executive Session was entered into at 7:19 p.m. and adjourned at 7:47 p.m.

The Board Meeting resumed at 7:48 p.m

Action Items

  • Resolution 072816A Authorizing Supervisor to Execute Real Estate Purchase Contract Trustee Wolfson moved, seconded by Trustee Aguilar, Adoption of the Resolution Authorizing Supervisor to sign a contract to purchase 794-800 Central Avenue, Highland Park, in the amount of $1,650,000.00 to be used as a permanent location for the Moraine Township office and food pantry. The contract is subject to a 45-day due diligence period to obtain an inspection, appraisal, environmental report, survey and title search. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Aguilar, Douglas and Wolfson; Voting Nay: none.
  • Resolution 072816B Authorizing Display of Proposed Amended FY2016-2017 Moraine Township Budget & Appropriation Ordinance for Public Review Trustee Wolfson moved, seconded by Trustee Douglas, Adoption of the Resolution Authorizing Display of Tentative Amended FY2016-2017 Moraine Township Budget & Appropriation Ordinance for Public Review. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Aguilar, Douglas and Wolfson; Voting Nay: none.

Adjournment
With no further business to conduct, Trustee Douglas moved, seconded by Trustee Aguilar, that the meeting be adjourned at 8:14 p.m. The motion passed unanimously by voice vote.
