MINUTES OF REGULAR MEETING

June 23, 2016, 7:00 PM

The meeting was called to order at 7:00 p.m., and upon roll call the following members were present: Supervisor Anne Flanigan Bassi, Trustees Olga Gomez Aguilar, Cindy Wolfson and Amy Zisook; Absent: Dwayne Douglas. Also present: Administrator Donna Novickas, Clerk Gail Feiger Brown, and videographer Clyde Jennings.

Public Comment
There was no comment from the public.

Recognition of Mariano's Northbrook
Thanks to Mariano's Northbrook and their customers for donating 70 bags of groceries for the Food Pantry.

Approval of Minutes
Trustee Aguilar moved, seconded by Trustee Zisook, approval of the Regular Meeting Minutes of June 9, 2016. The motion passed unanimously by voice vote.

Trustee Wolfson moved, seconded by Trustee Zisook, approval of the Executive Session Minutes of June 9, 2016. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Aguilar, Wolfson and Zisook; Voting Nay: none.

Approval of Bills
Trustee Zisook moved, seconded by Trustee Wolfson, Approval of the Bills, June 9-June 16, 2016: $7,136.32 General Assistance, $37,642.59 Town Fund. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Aguilar, Wolfson and Zisook; Voting Nay: none.

  • Approval of Employee Major Medical Health Insurance Plan August 1, 2016-July 31, 2017 Trustee Aguilar moved, seconded by Trustee Zisook, Approval of Employee Major Medical Health Insurance Plan August 1, 2016-July 31, 2017 Land of Lincoln Plan HSA PPO 80/20 Plan including employee premium and half of dependent premium. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Aguilar, Wolfson and Zisook; Voting Nay: none.
  • Approval of Contribution of Employee Health Savings Accounts August 1, 2016-July 31, 2017 Trustee Aguilar moved, seconded by Trustee Zisook, Approval of Contribution of Employee Health Savings Accounts August 1, 2016-July 31, 2017. Voting Aye By Roll Call Vote: Supervisor Bassi, Trustees Aguilar, Wolfson and Zisook; Voting Aye: none.
  • Approval of Employee Dental Plan August 1, 2016-July 31, 2017 Trustee Wolfson moved, seconded by Trustee Zisook, to postpone consideration of the Approval of Employee Dental Plan August 1, 2016-July 31, 2017, until Board Meeting of July 14, 2016. Voting Aye By Roll Call Vote: Supervisor Bassi, Trustees Aguilar, Wolfson and Zisook; Voting Nay: none.
  • Approval of Other Employee Ancillary Benefit Plans Trustee Wolfson moved, seconded by Trustee Zisook, to postpone consideration of Approval of Other Employee Ancillary Benefit Plans. Voting Aye By Roll Call vote: Supervisor Bassi, Trustees Aguilar, Wolfson and Zisook; Voting Nay: none.

  • Supervisor's Report Anne Flanigan Bassi
    • Supervisor Bassi attended Highland Park Mayor Nancy Rotering's meeting with local clergy on June 15.
    • Township Food Pantry T-shirts have been ordered for use by Ravinia Festival volunteers and for other off-site Food Pantry events.
    • Trustee Douglas will attend the quarterly Townships of Lake County meeting on June 29.
    • Thank you to Highland Park News columnist Lane Young for noting Moraine Township human services efforts in his column in the June 23 issue.
    • On July 15, the Township and Lions Club and others co-sponsored vision and hearing screenings outside the North Shore Health Center.
    • Supervisor Bassi spoke at the Chantilly Homeowner's Association meeting at Congregation Solel on June 16. Thanks to their welcoming committee for creating honor and memorial cards for Chantilly residents and donating the proceeds to the Township.
    • Thanks to Trustee Zisook for coordinating the Township's participation in the Highland Park 4th of July parade. Staff and Elected Officials will distribute miniature American flags to attendees.
    • Thank you to videographer Clyde Jennings.


  • Latino Advisory Committee Report Anne Flanigan Bassi
  • The Committee met on June 16. An open house for families and seniors will be planned for the fall.

  • Food Insecurity Issues Report Amy Zisook
    • The summer breakfast/lunch bag program is underway.
    • Thank you to Braeside School 3rd graders for assembling birthday bags, to the Park District of Highland Park for selling Braeside discounted waterpark passes for birthday celebrants, and to Namrita Narula for obtaining coupons from Casa de Isaac, Dairy Queen, Dunkin Donuts, and Michael's for distribution with the birthday bags.


  • Food Pantry Report Anne Flanigan Bassi
    • Thanks to Ravinia Festival for the Saturday summer food drive. Food donations have increased as awareness grows.
    • Thanks to Kelly Nichols and the Moms for Clean Air Force for holding a food drive in June.
    • Thanks to the Park District of Highland Park for holding a food drive July 4-August 5 at their facilities. Thanks to graphic designer Georgann Humphrey for designing flyer to advertise the drive.
    • On June 15 the Township co-sponsored a mobile food pantry at the Nuestro Center with the Northern Illinois Food Bank.
    • Thanks to North Shore Congregation Israel and chief gardener Bob Levy for growing fresh produce for the Food Pantry.
    • Thanks to Lakeside Congregation for their donation of 12 large bags of cereal.

  • Community Family Center (CFC) Report Gail Feiger Brown
  • Clerk Brown attended the CFC Board Meeting on June 16. The Karger site may no longer available for the CFC project. The City of Highland Park plans to explore expansion of the Highland Park Public Library to include youth and senior services, and may be able to house some of the CFC agencies there.

  • No report.

  • Cemetery Report Cindy Wolfson
    • Thanks to Al Novickas, husband of Administrator Donna Novickas, for correcting Google Maps' information on Mooney Cemetery's location.
    • Administrator Novickas will be taking the cemetery manager certification course on July 14.
    • The replacement of the gravel pull-offs with permeable pavers at Mooney Cemetery continues to be investigated.
    • Trustee Wolfson and Administrator Novickas will meet with Gravehuggers in August to discuss headstone restoration at Mooney and Daggitt Cemeteries.
    • Correction to a statement made in the May 26 Cemetery Report: Laurence Pasquesi and his brother George Pasquesi, who are veterans and Legionnaires, were solely responsible for placing flags on the graves of veterans at Mooney and Daggitt Cemeteries on the Friday afternoon of Memorial Day weekend, and removing them on Tuesday immediately following the holiday weekend.
