The meeting was called to order at 5:32 p.m., and upon roll call the following members were present: Supervisor Anne Flanigan Bassi, Trustees Dwayne Douglas, Cindy Wolfson and Amy Zisook; Absent: Trustee Olga Gomez Aguilar. Also present: Assessor Cynthia Plouche, Administrator Donna Novickas, and Clerk Gail Feiger Brown

Approval of Minutes
Trustee Wolfson moved, seconded by Trustee Zisook, approval of the Regular Meeting Minutes of May 26, 2016. The motion passed unanimously by voice vote.

Trustee Zisook moved, seconded by Trustee Douglas, approval of the Executive Session Minutes of May 26, 2016. The motion passed unanimously by voice vote.

Approval of Bills
Trustee Douglas moved, seconded by Trustee Wolfson, Approval of the Bills, May 20-June 6, 2016: $4,079.36 General Assistance, $28,517.37 Town Fund; and June 8, 2016 $225,000.00 Town Fund Grants to area agencies providing services for our residents. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Douglas, Wolfson and Zisook; Voting Nay: none.


  • Assessor's Report Cynthia Plouche
    • Property owners turning 65 this year are reminded to come to the Assessor's office and apply for their senior homestead exemption.
    • Seniors earning $55,000 or less may be eligible for an assessment freeze, and are encouraged to bring their 2015 tax return to the Assessor's Office.
    • Property Record updates are being done as the Assessor's Office prepares to close the books in July. As discussed at prior meetings, this primarily means recording any new additions or rehab work done based on field inspections and permit.
    • The Assessor's Office is expecting to "close the books" sometime in August. Taxpayers wishing to appeal their assessment have only 30 days from the date Assessments are published to file.

  • Supervisor's Report Anne Flanigan Bassi
    • Trustees were given a monthly report of services for May, 2016, and a twelve-month report for June, 2015 through May, 2016. Food pantry numbers are up and van rides are down, probably because we have been short a driver.
    • Thank you to Northbrook Mariano's for scheduling a food drive on June 11. Police officers will load the food donations at the store and bring to the Township.
    • Supervisor Bassi has been coordinating the volunteer schedule with Ravinia Festival. Supervisor Bassi and other elected officials will be on call during the concerts and to arrange for delivery of the food to the Township.
    • Door-to-Door van service surveys are being distributed to riders, along with a stamped envelope to return to the Township.
    • All three responses to the VITA survey were positive and complimentary.
    • Supervisor Bassi and General Assistance Manager Paula Peddle attended the Healthcare Foundation of Highland Park breakfast on June 9.
    • Supervisor Bassi attended the Lake County Agency Partners breakfast on June 3.
    • Thank you to Braeside School 3rd graders for supplying 40 birthday bags for children with summer birthdays whose parents will be picking up summer breakfast/lunch bags. Thanks also to the Park District of Highland Park, Dunkin Donuts, Dairy Queen and McDonalds for contributing coupons for the bags.
    • Thank you to Avery Garcia who played his violin next to the carrot-shaped "Feed the Meter, Feed Your Neighbor" meter at Port Clinton and solicited donations for the Food Pantry, raising $27.
    • Thank you to Northwood School for raising $829 for the Food Pantry at their faculty-student dodgeball tournament.
    • Thank you to Ravinia School 5th graders for their food drive for the Food Pantry.

  • The summer break bag program begins June 21.

  • Food Pantry Report Anne Flanigan Bassi
    • Thank you to postal carriers for their annual food drive on May 14.
    • Thank you to Heinen's for their weekly donations.
    • Thanks to a new partnership with the Food Connection, the Food Pantry is getting a lot more donations weekly from Whole Foods.
    • Thank you to the Park District of Highland Park for holding a food drive for the Food Pantry July 4-August 5 at the Recreation Center, West Ridge, Heller and Centennial facilities.
    • Thanks to Namrita Narula for purchasing 176 pounds of produce for $122 collected through the "Feed the Meter, Feed Your Neighbors" program she initiated.

  • University of Chicago medical residents will be volunteering at the garden.

  • Senior Services Task Force Report Anne Flanigan Bassi
  • Supervisor Bassi and Staff Peddle attended a meeting for the Senior Services Task Force on June 8. Catholic Charities gave a presentation about senior abuse and neglect.

  • Human Relations Commission Report Gail Feiger Brown
  • No report.

  • Cemetery Report Cindy Wolfson and Donna Novickas
    • Trustee Wolfson and Administrator Novickas toured the Vernon Township Cemetery.
    • Trustee Wolfson and Administrator Novickas are investigating options for headstone restoration at Mooney and Daggitt Cemeteries.
    • Administrator Novickas is investigating substituting permeable pavers for the gravel pull offs at Mooney Cemetery.

Old Business
The Door-to-Door Van Service questionnaire includes a question on residents' need or use for Saturday service.

New Business Anne Flanigan Bassi

  • Trustees were given an elected official salary survey prepared by Township Organization of Illinois. This fall, the Board must approve salaries for the Moraine Township elected officials' next four-year term.
  • Staff Linda Contreras is researching the Township offering Passport services. Other Townships indicate Passport services are a profit center to help defray overall Township administrative costs.
  • Supervisor Bassi is following up on Taxi company complaints from two riders.
  • Supervisor Bassi and Assessor Plouche have met with a new insurance broker regarding health and dental insurance for employees.

Executive Session
Trustee Douglas moved, seconded by Trustee Zisook, to enter into Executive Session pursuant to 5 ILCS 120/2(c)11 to discuss pending or threatened litigation. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Douglas, Wolfson and Zisook; Voting Nay: none.

Executive Session was entered into at 7:17. Executive Session was adjourned at 7:25 p.m.

The Board Meeting resumed at 7:26 p.m.

With no further business to conduct, Trustee Wolfson moved, seconded by Trustee Douglas, that the meeting be adjourned at 7:30 p.m. The motion passed unanimously by voice vote.
