MINUTES OF REGULAR MEETING

March 10, 2016, 7:00 PM

The meeting was called to order at 7:09 p.m., and upon roll call the following members were present: Supervisor Anne Flanigan Bassi, Trustees Olga Gomez Aguilar, Dwayne Douglas and Amy Zisook; Absent: Trustee Cindy Wolfson. Also present: Clerk Gail Feiger Brown, and Videographer Joseph Chevalier.

Public Comment
There was no comment from the public.

Approval of Minutes
Trustee Aguilar moved, seconded by Trustee Douglas, approval of the Regular Meeting Minutes of February 25, 2016. The motion passed unanimously by voice vote.

Approval of Bills
Trustee Douglas moved, seconded by Trustee Zisook, Approval of the Bills, February 23- March 7, 2016: $5,874.44 General Assistance, $37,235.64 Town Fund. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Aguilar, Douglas and Zisook; Voting Nay: none.

Action Items

  • Resolution Proclaiming April as Fair Housing Month
  • Trustee Zisook moved, seconded by Trustee Aguilar, Adoption of a Resolution Proclaiming April as Fair Housing Month. The motion passed unanimously by voice vote.

  • Motion to Post Proposed Budget for FY16-17
  • Trustee Douglas moved, seconded by Trustee Zisook, to Post the Proposed Budget for FY16-17. A discussion on the proposed Budget was held. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Aguilar, Douglas and Zisook; Voting Nay: none.

  • Adoption of Agenda for Annual Town Meeting to be held on April 12, 2016
  • Trustee Aguilar moved, seconded by Trustee Zisook, Adoption of Agenda for Annual Town Meeting to be held on April 12, 2016. The motion passed unanimously by voice vote.

  • Resolution Concerning Semi-Annual Review of Closed Session Minutes
  • Trustee Douglas moved, seconded by Trustee Zisook, Adoption of a Resolution Concerning Semi-Annual Review of Closed Session Minutes. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Aguilar, Douglas and Zisook; Voting Nay: none.

  • Supervisor's Report Anne Flanigan Bassi
    • Trustees were given a monthly Township services report for February, 2016, and a twelve-month report for March, 2015-February, 2016. February highlights include 27 VITA appointments, a slight decrease in Pantry usage, and increases in Door-to-Door van service rides.
    • Trustees are reminded that Statements of Economic Interest are due May 1.
    • Clerk Brown and staff are distributing election materials to election judges for Township polling places. Everyone is reminded to vote on Election Day, Tuesday March 15. Polls are open 6:00 a.m. to 7:00 p.m.
    • Thanks to videographer Joseph Chevalier.
    • Trustee Zisook will be in charge of the Township's role in the July 4 parade.
    • Master gardeners and Sam Piro are now planning for the Pantry Plants Garden. Preparation day is May 14 and planting day is May 21.
    • Thanks to Marissa Hopkins, who held a Spring Vegetable Gardening Workshop on March 6 that included a food drive for the Township.
    • Thanks to the Ark for supplying Kosher for Passover food. There will be a dedicated shelf in the Pantry before and during Passover.
    • Moraine Township is receiving 200 pounds of chicken from the Hunger Resource Network Community Outreach Day on April 2. Thanks to Victor Bassi for making the 7:00 a.m. pick-up and delivery.
    • April is Child Abuse Prevention Month. The Township is participating in the Lake County Blue Kids Project. There will be a Blue Kids display in the front window of the office and educational materials will be available.


  • Latino Advisory Committee Report
  • No report.

  • Food Insecurity Issues Report Amy Zisook
  • The due date for responses for spring break breakfast/lunch bags is March 11. The bags will be distributed March 22 and 24. We're at 126 bags now. Vacations are difficult times for the students and their families who are fed lunch, and some breakfast during school days but not during vacations.

    Trustee Zisook and Clerk Brown are meeting with North Shore School District 112 social workers on March 21 to discuss the summer vacation breakfast/lunch bag program and other food insecurity issues.

  • Senior Services Task Force Report Anne Flanigan Bassi
  • Supervisor Bassi and General Assistance Manager Paula Peddle attended the Task Force Meeting held February 10.

  • Lake County Coordinated Transportation Services Committee (LCCTSC) Amy Zisook
  • The Ride Lake County Central PACE Dial-a-Ride ribbon cutting was held March 1. Participating townships include Fremont, Libertyville and Shields, and villages of Libertyville and Mundelein.

  • Community Family Center (CFC) Report
  • No report.

  • Human Relations Commission Report Gail Feiger Brown
  • Clerk Brown attended the Human Relations Commission Meeting on March 10. Character Counts and the Humanitarian Award will be presented on April 20 at 7:00 p.m. at Highland Park High School.

  • Cemetery Report Anne Flanigan Bassi
  • There was a burial at Mooney Cemetery on March 4.

  • Citizen Grant Advisory Committee Report Gail Feiger Brown
  • Clerk Brown distributed a draft summary report to the Trustees of the Committee's grant recommendations. The final report will be presented at the April 21 Board Meeting when the Budget is voted on.
