The meeting was called to order at 5:30 p.m., and upon roll call the following members were present: Supervisor Anne Flanigan Bassi, Trustees Cindy Wolfson and Amy Zisook; Absent: Trustees Olga Gomez Aguilar and Dwayne Douglas. Also present: Assessor Cynthia Plouche, Clerk Gail Feiger Brown, Administrator Donna Novickas, and Citizen Grant Advisory Committee Chair John Ropiequet.

Approval of Minutes
Trustee Zisook moved, seconded by Trustee Wolfson, approval of the Regular Meeting Minutes of April 21, 2016. The motion passed unanimously by voice vote.

Trustee Wolfson moved, Seconded by Trustee Zisook, approval of the Executive Session Minutes of April 21, 2016. The motion passed unanimously by voice vote.

Approval of Bills
Trustee Wolfson moved, seconded by Trustee Zisook, Approval of the Bills, April 15-May 9, 2016: $14,091.30 General Assistance, $72,061.11 Town Fund. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Wolfson and Zisook; Voting Nay: none.

Citizen Grant Advisory Committee Report John Ropiequet
Citizen Grant Advisory Committee Chair John Ropiequet reported that the Committee recommended grants for FY2016-2017 totaling $225,000 as directed by the Township Board. The Board kept the amount the same as the prior year, due to uncertainty/reductions in State of Illinois funding for human service agencies. This year, the Township received requests from 23 agencies for 26 programs, totaling $326,807. Chair Ropiequet and the Committee members were thanked for their efforts and hard work in making thoughtful and difficult decisions.

  • Assessor's Report Cynthia Plouche
    • Tax bills were received by residents this week, generating a high volume of activity.
    • Letters are being sent to new homeowners including the property record card (PRC), exemption reminders such as senior citizen homestead exemptions, and informing them to come to the Assessor's office for an adjustment if the property price is lower than the assessed value or if the property record card has inaccuracies.
    • Commercial property owners are receiving letters to remind them about vacancy policy guidelines.
    • Blue assessment cards should be mailed in early August, which will trigger the 30-day period for appeals.

  • Supervisor's Report Anne Flanigan Bassi
    • Trustees were given a monthly report for April, 2016 and twelve-month report for May, 2015-April, 2016. VITA and ACA Health Insurance enrollment programs have concluded. Pantry usage and van ridership were reduced in April.
    • Supervisor Bassi and Assessor Plouche met with Mike Mazursky of North Star Benefits, LLC to discuss getting quotes from multiple carriers for the Township's employee health insurance policy August 1, 2016 to July 31, 2017.
    • When the 2017 Regular Board Meeting Schedule is approved, it will reflect a change in the 2017 Annual Town Meeting date to April 25, 2017, due to the Passover Holiday.

  • No report.

  • Food Insecurity Issues Report Amy Zisook
    • Moraine Township will be distributing four sets of breakfast/lunch bags to families invited by School District 112 and Highland Park High School to participate in the school vacation food program. Food has been purchased from the Northern Illinois Food Bank.
    • Trustee Zisook and Clerk Brown met with Oak Terrace Elementary School Principal Jim Kallieris on May 12 to review the backpack food program launched at Oak Terrace during this school year.
    • Supervisor Bassi spoke at the May 9 Highland Park City Council Meeting to commend the 6th grade Elm Place Middle School Project Citizen students researching food insecurity in the community.

  • Food Pantry Report Anne Flanigan Bassi
    • May 14 is the Stamp Out Hunger Letter Carriers' food drive. Residents will leave donations at their mail boxes, which will be transported by mail carriers to the Township office.
    • Supervisor Bassi, Trustee Zisook and Clerk Brown met on May 6 with staff at Ravinia Festival about holding a Saturday food drive weekly throughout the season. Ravinia Festival will email ticket holders will be emailed a shopping list each Thursday before the Saturday concert. Food collection bins will be at the Information kiosk on Saturdays from 4:00 p.m. to 8:00 p.m. The drive will be staffed by 3-4 Township volunteers per week, who will collect the donations and transport them to the Township.
    • Supervisor Bassi has been in discussion with the District 112 Foundation to hold a food drive at the Kids Go Classic event at Ravinia Festival on Tuesday July 26.
    • The Township has been receiving five pallets of food from the Northern Illinois Food Bank on the first Wednesday of every month.

  • Pantry Plants Garden Report Anne Flanigan Bassi
  • Thanks to Sam Piro, Sandy Washburn and Linda Mihel for again leading the Pantry Plants Garden for the Food Pantry. Volunteers will be doing preparation work on May 14. Planting day is May 21.

  • Senior Services Task Force Report Cynthia Wolfson
  • Trustee Wolfson attended the Welfare Council Meeting on Hoarding.

  • Lake County Coordinated Transportation Services Committee (LCCTSC)
  • No report.

  • Community Family Center (CFC) Report Gail Feiger Brown
  • Clerk Brown attended the May 3 CFC Board Meeting. Work on the project continues.

  • Human Relations Commission Report Gail Feiger Brown
  • Clerk Brown attended the May 5 Board Meeting. She will be serving on a subcommittee to review HRC the grant application and guidelines.

  • Cemetery Report Cindy Wolfson and Donna Novickas
    • Thank you to Donna Novickas for her work on the cemetery.
    • Thanks to American Legion members Larry Sassarossi and Larry Pasquesi, who will be putting flags on graves of veterans on the Saturday before Memorial Day weekend.
    • The flagpole has been repaired with new workings. Two new flags were ordered. Larry Sassarossi will help when flag needs to be set at half-mast.
    • New "Pick Up After Dogs" signs will be made and posted at the Cemeteries.
    • There were six burials in FY2015-2016, four of which were cremains, and four properties changed hands.
    • Trustee Wolfson and Administrator Novickas are working on developing standards for monument foundations and pursuing headstone restoration approved in the Budget.
    • Costs of replacing the gravel pull-offs with permeable pavers will be explored.

New Business
Trustee Zisook is submitting an application for Township participation in City of Highland Park Fourth of July parade. Elected officials, staff and volunteers will march with the van.

Executive Session

With no further business to conduct, Trustee Wolfson moved, seconded by Trustee Zisook, that the meeting be adjourned at 7:18 p.m. The motion passed unanimously by voice vote.
