MINUTES OF REGULAR MEETING

November 10, 2016, 7:00 PM

The meeting was called to order at 7:00 p.m., and upon roll call the following members were present: Supervisor Anne Flanigan Bassi, Trustees Olga Gomez Aguilar, Dwayne Douglas, and Amy Zisook. Absent: Trustee Cindy Wolfson, Clerk Gail Feiger Brown. Also present: Deputy Clerk Donna Novickas, videographer Clyde Jennings, Marissa Gray (A Safe Place), Jan Leahy (Career Resource Center), Lisa Adelmund (Highland Park Community Nursery School and Day Care Center), and Jason Herbert (Highland Park resident).

Agency Presentations

  • Marissa Gray, A Safe Place
  • A Safe Place is the sole provider of services addressing domestic violence in Lake County. In the past 6 months, A Safe Place served 211 Moraine Township clients through the crisis line, emergency shelter, counseling, transitional and permanent housing, court advocacy, education, supervised family visitation, and supervised custodial exchanges.

  • Jan Leahy, Career Resource Center
  • The Career Resource Center assists with all aspects of securing employment. This past year, 79 residents of Moraine Township were served by the Career Resource Center. Jason Herbert, a Highland Park resident, related his positive experience with the Career Resource Center and excellence of the courses, counseling, and networking.

  • Lisa Adelmund, Highland Park Community Nursery School and Day Care Center)
  • Highland Park Community Nursery School and Day Care Center serves 120 children who are low and moderate income, 96% who are Moraine Township residents.

Approval of Minutes
Approval of minutes was postponed until the next Regular Board Meeting due to Clerk Brown's absence.

Approval of Bills
Trustee Douglas moved, seconded by Trustee Aguilar, Approval of the Bills for the period October 25 to November 7, 2016 in the following amounts: $6,397.61 General Assistance, $29,943.38 Town Fund. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Aguilar, Douglas, and Zisook; Voting nay: none.

Action Items

  • Adoption of Resolution No. 11-10-16-1: Setting Compensation of Township Officials for the Four Year Term Beginning May 15, 2017
  • Trustee Zisook requested that the resolution be divided into two resolutions in order to vote separately on Trustee salaries; the Board concurred. Elected Official compensation resolutions reflect a 20% reduction in base salaries for elected officials, 28% in total compensation.
    • Adoption of Resolution 11-10-16-1A: Setting compensation for Supervisor for an annual base salary of $45,000 with no eligibility for health insurance or IMRF, an annual base salary for the Clerk of $12,000 with no eligibility for health insurance or IMRF for the four-year term beginning May 15, 2017, and an annual base salary for the Assessor of $74,000 with eligibility for health insurance but no eligibility for IMRF, for the four-year term beginning January 1, 2018.
    • The motion was moved by Trustee Douglas, seconded by Trustee Aguilar.
      Voting aye by roll call vote: Supervisor Bassi, Trustees Aguilar, Douglas, and Zisook;
      Voting nay: none.

    • Adoption of Resolution 11-10-16-1B: Setting compensation for Trustees for an annual base salary of $1,500 per with no eligibility for health insurance or IMRF for the four-year term beginning May 15, 2017.
    • The motion was moved by Trustee Douglas, seconded by Trustee Aguilar.
      Voting aye by Roll Call Vote: Supervisor Bassi, Trustees Aguilar, and Douglas;
      Voting nay: Trustee Zisook.


  • Adoption of Moraine Township Tax Levy Ordinance No. 11-10-16-2
  • The Township Levy presented reflects a 5% decrease over the prior year and reflects a cumulative 9% reduction from the amount of the Levy amount four years ago.
    The motion was moved by Trustee Zisook, seconded by Trustee Douglas.
    Voting aye by Roll Call Vote: Supervisor Bassi, Trustees Aguilar, Douglas, and Zisook;
    Voting nay: none.

  • Adoption of Ordinance No. 11-10-16-3: Establishing the Reimbursement of All Travel, Meal and Lodging Expenses of Officers and Employees
  • The motion was moved by Trustee Aguilar, seconded by Trustee Zisook.
    Voting aye by Roll Call Vote: Supervisor Bassi, Trustees Aguilar, Douglas, and Zisook;
    Voting nay: none.

  • Adoption of Amended 2017 Regular Board Meeting Schedule
  • The motion was moved by Trustee Zisook, seconded by Trustee Aguilar.
    The motion passed unanimously by voice vote.

    • Monthly service report for October, and 12-month report November 2015 to October 2016 was distributed to the Board.
    • Supervisor Bassi will be attending the IRS VITA site coordinator training in Chicago Saturday November 12.
    • Trustee Zisook and Supervisor Bassi met with Elm Place Principal Heather Schumacher and Eunice Pamiagua today to discuss partnership opportunities.

  • Food Pantry Report Anne Flanigan Bassi
    • Ravinia District Food Drive - November 7 - Dec 16; 11 businesses participating.
    • HPHS Food Drive M-F next week - Baseball team coming the following Monday to sort the food.
    • Hunger Resource Network - will be delivering 5 cases of chicken to Township Saturday.
    • 50 Turkeys donated by Highland Park Ford Mercury will be delivered between 6 and 9 next Thursday morning for distribution to Pantry clients.
    • Highland Park Chamber of Commerce Holiday Gala December 7 - asking attendees to bring baking supplies for holiday baking.
    • Highland Park/Highwood Lions Club - Assembling ingredients for pumpkin pies.
    • Zumba food drive November 19 - Free Zumba with donation to Food Pantry.
    • Goodie's Food Drive November 19
    • Body Evolve hosting food drive over the holiday season-pilates and physical therapy studio.
