MINUTES OF REGULAR MEETING

September 8, 2016, 5:30 PM

The meeting was called to order at 5:30 p.m., and upon roll call the following members were present: Supervisor Anne Flanigan Bassi, Trustees Cindy Wolfson and Amy Zisook (Trustee Olga Gomez Aguilar arrived at 6:00 p.m.). Absent: Trustee Dwayne Douglas. Also present: Laurence Pasquesi, Clerk Gail Feiger Brown, and Assessor Cynthia Plouche.

Public Comment
There was no comment from the public.

Recognition of Laurence Pasquesi and George Pasquesi for their assistance honoring veterans buried at Mooney and Daggitt Cemeteries on Memorial Day
Supervisor Bassi read a certificate of appreciation to Laurence Pasquesi and George Pasquesi for their efforts to honor Veterans buried at Mooney and Daggitt Cemeteries over the Memorial Day Holiday; Mr. Laurence Pasquesi accepted on their behalf.

Recognition of Kevin Klug Orchards for his generous produce contributions to the Food Pantry at the weekly 2016 Ravinia Farmers' Market
Supervisor Bassi announced that Kevin Klug, unable to attend the Board Meeting, would receive his recognition from her at the Farmers' Market on September 14. Mr. Klug was recognized and thanked for his generosity in providing organic produce weekly.

Approval of Minutes
Trustee Wolfson moved, seconded by Supervisor Bassi, Approval of the July 28, 2016 Regular Board Meeting Minutes and the August 11, 2016 Regular Board Meeting Minutes. The motion passed unanimously by voice vote; Trustee Zisook abstained.

Trustee Wolfson moved, seconded by Trustee Zisook, Approval of the July 14, 2016 Executive Session Minutes. The motion passed unanimously by voice vote.

Trustee Wolfson moved, seconded by Supervisor Bassi, Approval of the July 28, 2016 Executive Session Minutes. The motion passed unanimously by voice vote; Trustee Zisook abstained.

Approval of Bills
Trustee Zisook moved, seconded by Trustee Wolfson, Approval of the Bills, August 9 –August 18, 2016: $7,648.75 General Assistance, $33, 447.55 Town Fund. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Wolfson and Zisook; Voting Nay: none.

Action Items

  • Semi-Annual Review of Closed Session Minutes Trustee Wolfson moved, seconded by Trustee Zisook, Adoption of a Resolution Concerning Semi-Annual Review of Closed Session Minutes. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Wolfson and Zisook; Voting Nay: none.
  • Approval of 2017 Regular Board Meeting Schedule Trustee Zisook moved Approval, seconded by Trustee Wolfson, Approval of the 2017 Regular Board Meeting Schedule. The motion passed unanimously by voice vote.
  • Trustee Aguilar entered the meeting at 6:00 p.m.

  • Resolution No. 090916A: RESOLUTION OF THE MORAINE TOWNSHIP BOARD OF TRUSTEES FOR THE ADOPTION OF MORAINE TOWNSHIP CAFETERIA PLAN
  • Trustee Zisook moved, seconded by Trustee Aguilar, Adoption of the Resolution of the Moraine Township Board of Trustees for the Adoption of Moraine Township Cafeteria Plan. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Aguilar, Wolfson and Zisook; Voting Nay: none.
  • Resolution No. 090816B: RESOLUTION OF THE MORAINE TOWNSHIP BOARD OF TRUSTEES TO ELECT TO INCLUDE AS EARNINGS REPORTABLE TO IMRF COMPENSATION PAID UNDER AN IRC SECTION 125 CAFETERIA PLAN
  • Trustee Zisook moved, seconded by Trustee Aguilar, Adoption of the Resolution of the Moraine Township Board of Trustees to Elect To Include As Earnings Reportable to IMRF Compensation Paid Under an IRC Section 125 Cafeteria Plan. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Aguilar, Wolfson and Zisook; Voting Nay: none.

    Reports

    • Assessor's Report
    • Assessor Plouche reported that almost 1000 appeals were filed with the Township Assessor by the September 6 deadline. Of those, 275 requests for assessment changes were handled by the Assessor's office. In addition, residents are visiting the office to file senior exemptions and to discuss other questions. Hearings will begin after September 27.

    • Supervisor's Report Anne Flanigan Bassi
    • Trustees were given copies of the audit of Moraine Township finances for FY15-16. This is the first Township audit that includes the required new Governmental Accounting Standards Board Statement 68 for Pensions.

    • Latino Advisory Committee Report Olga Gomez Aguilar
    • Thanks to departing committee members Tatiana Alonso and Diana Gomez, who will be attending law school this fall, Cindy Camacho who will be attending graduate school, and Erika Moran who will be unable to attend committee meetings. Applications are being accepted for new committee members. The Open House will be deferred until new committee members are in place.

    • Food Insecurity Issues Report Amy Zisook
    • Trustees were given evaluation results for the summer breakfast/lunch bag program and summer school program at District 113. Recipients were appreciative.

    • Food Pantry Report Anne Flanigan Bassi
      • Thanks to Roxanne Kupfer of Building Blocks Childhood Center at Holy Cross Lutheran Church in Libertyville for donations of cleaning supplies.
      • Thanks to Birdie Cohen and Daphne Christopolos for donations from their lemonade stand fundraiser for the Food Pantry
      • Thanks to Ben Wolfe and Jonathan Kayman for stopping by on their way to college to throw out one last bag of garbage, and thanks for their weekly help in the Pantry over the last two years.
      • Namrita Narula and the Seeds of Knowledge Empty Bowls fundraiser to benefit the Food Pantry is progressing nicely thanks to Namrita's efforts. We hope the entire Board will attend the event on October 20 from 5:30 p.m. to 7:30 p.m. at the Highland Park High School cafeteria.
      • A donation button is now operational on the Food Pantry page on the Township website, accepting on-line credit card donations.


    • Pantry Plants Garden Report Anne Flanigan Bassi
    • The garden has been prolific. Sam Piro and the volunteer Master Gardeners will present a report this fall to the Board.

    • Senior Services Task Force Report
    • No report.

    • Lake County Coordinated Transportation Services Committee (LCCTSC)
    • No report.

    • Community Family Center (CFC) Report Gail Feiger Brown
    • Clerk Brown attended the August 24 Board Meeting. Herb Wander announced he will be stepping down as chair of CFC and will be sorely missed. A search for sites continues.

    • Human Relations Commission Report
    • No report.

    • Cemetery Report
    • No report.

    Old Business Anne Flanigan Bassi
    Supervisor Bassi distributed a survey of salaries of elected township officials in Lake County. Salaries for the next term of Moraine Township elected officials was discussed.

    New Business
    None

    Executive Session
    Trustee Zisook moved, seconded by Trustee Aguilar to move into Executive Session pursuant to 5 ILCS 120 (c)(5) to discuss lease, purchase or sale of real property. Entered into at 7:35 p.m.

    Executive session was adjourned at 7:50 p.m.

    The Board Meeting resumed at 7:50 p.m.

    Adjournment
    With no further business to conduct, Trustee Zisook moved, seconded by Trustee Wolfson, that the meeting be adjourned at 7:51 p.m. The motion passed unanimously by voice vote.
