MINUTES OF REGULAR MEETING

April 13, 2017, 7:00 PM

The meeting was called to order at 7:00 p.m., and upon roll call the following members were present: Supervisor Anne Flanigan Bassi, Trustees Olga Gomez Aguilar, Dwayne Douglas, Cindy Wolfson and Amy Zisook.

Also present: Clerk Gail Feiger Brown, Assessor Cynthia Plouche, Administrator Debi Gordon, and videographer Clyde Jennings. Pablo Alvarez entered the meeting at 7:14 p.m.

Public Comment
There was no comment from the public.

Approval of Minutes
Trustee Zisook moved, seconded by Trustee Douglas, approval of the Regular Board Meeting Minutes of March 23, 2017. The motion passed unanimously by voice vote.

Approval of Bills
Trustee Douglas moved, seconded by Trustee Wolfson, approval of the Bills for the period March 24-April 12, 2017 in the following amounts: $10,234.08 General Assistance Fund, $36,695.78 Town Fund. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Aguilar, Douglas, Wolfson and Zisook; voting Nay: none.

Action Items

  • Resolution Concerning Semi-Annual Review of Closed Session Minutes
  • Trustee Douglas moved, seconded by Trustee Zisook, Adoption of a Resolution Concerning Semi-Annual Review of Closed Session Minutes. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Aguilar, Douglas, Wolfson and Zisook; voting Nay: none.
  • Appointments/Reappointments of Ethics Commissioners
  • Trustee Douglas moved, seconded by Trustee Aguilar the following Appointments/Reappointments to the Moraine Township Ethics Commission: Appointment of Keith Brin to serve as a Commissioner and Commission Chair for a two-year term; Appointment of Estavan Carbajal to serve as a Commissioner for a two-year term; Reappointment of Carolyn Cerf to serve as a Commissioner for a one-year term. The motion passed unanimously by voice vote.

Reports

  • Assessor's Report Cynthia Plouche
    • Assessor Plouche and staff are reviewing properties that have had structural changes this year and studying the sales data.
    • The Assessor's office will close their books in June; residents will receive assessment notices in July.
    • Assessor staff members are attending classes on the new Lake County appraisal system.
    • During the week of April 17 notices will be sent to commercial property owners with vacancies.
    • Seniors are reminded to come to the Assessor's office to apply for the senior exemption.


  • Supervisor's Report Anne Flanigan Bassi
    • Trustees were given a monthly service report for March, 2017 and a twelve-month report for April, 2016 through March, 2017. VITA assistance was successful. More than double the amount of VITA clients were served this year in comparison to 2016. Van rides increased.
    • The Lake County Clerk sent Supervisor Bassi a computation of the Township's tax rate, which dropped to .056010% from the prior year .0625% due to the levy reduction.
    • Volunteers will be honored at the Annual Town Meeting on April 25 at 6:00 p.m. at the Highland Park Police Station.
    • Thanks to videographer Clyde Jennings.


  • Latino Advisory Committee Report Olga Gomez Aguilar
  • The Committee is meeting April 20. They will hold an Open House on May 8 at the Township office. Social workers will attend at 4:30 p.m.; the public will attend at 5:30 p.m.

  • Food Insecurity Issues Report Amy Zisook
  • 50 spring break breakfast/lunch bags were distributed during Spring Break. Thanks to staff Yolanda Rodriguez and Linda Contreras for help distributing the bags.

  • Food Pantry Report Anne Flanigan Bassi
  • Thanks to Boy Scouts for their donation of 160 bags from Sunset Foods. A mother and scout came two days after school to help sort the food.

  • Senior Services Task Force Report Cindy Wolfson
  • The City of Highland Park has disbanded the Senior Services Task Force. Trustee Wolfson and Supervisor Bassi will continue to work with the City and social service agencies.

  • Lake County Coordinated Transportation Services Committee (LCCTSC)
  • No report.

  • Community Family Center (CFC) Report
  • No report.

  • Human Relations Commission (HRC) Report
  • No report.

  • Cemetery Report Cindy Wolfson
    • Trustee Wolfson is working with the Eagle Scouts about a potential project a Mooney Cemetery.
    • Trustee Wolfson has held discussions with Engineer Bob Hansen regarding drainage at Mooney Cemetery. The rain gardens are working as designed. Mr. Hansen is evaluating ponding at the tree in the parkway.
    • Thanks to Donna Novickas for completing entry of Mooney and Daggitt Cemetery data into the Cemetery Information Management System (CIMS). The public is welcome to come to the Moraine Township office to access CIMS.

New Business
Supervisor Bassi read a Resolution Honoring Olga Gomez Aguilar and expressing the Board's appreciation for her four years of service.

Executive Session
Trustee Wolfson moved, seconded by Trustee Zisook to enter into Executive Session pursuant to 5 ILCS 120/2(c)(1) to discuss personnel; pursuant to 5 ILCS 120/2(c)(11) to discuss pending or threatened litigation. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Aguilar, Douglas, Wolfson and Zisook; voting Nay: none.

Executive Session was entered into at 7:30 p.m.

The Board Meeting resumed at 7:50 p.m.

Adjournment
With no further business to conduct, Trustee Douglas moved, seconded by Trustee Aguilar that the meeting be adjourned at 7:50 p.m. The motion passed unanimously by voice vote.
