The meeting was called to order at 7:05 p.m., and upon roll call the following members were present: Supervisor Anne Flanigan Bassi, Trustees Pablo Alvarez, Dwayne Douglas, Cindy Wolfson and Amy Zisook.
Also present: Clerk Gail Feiger Brown and Administrator Debi Gordon.

Public Comment
There was no comment from the public.

Approval of Minutes
Trustee Zisook moved, seconded by Trustee Wolfson, approval of the Regular Board Meeting Minutes of July 27, 2017. The motion passed unanimously by voice vote.

Approval of Bills
Trustee Douglas moved, seconded by Trustee Zisook, approval of the bills for the period July 28-August 23, 2017 in the following amounts: $13,475.44 General Assistance Fund, $60,932.29 Town Fund. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Alvarez, Douglas, Wolfson and Zisook; voting Nay: none.

Trustee Douglas moved, seconded by Trustee Zisook, Appointment of Jim Hartman as Moraine Township Attorney. The motion passed unanimously by voice vote.

  • Supervisor's Report Anne Flanigan Bassi
    • Supervisor Bassi distributed to Trustees a monthly service report for July, 2017 and a fifteen-month service report for May, 2016 through July, 2017. Van and pantry usage both increased during July.
    • Luis Gonzalez has been certified by PACE and is a welcome addition as a driver.
    • Supervisor Bassi distributed to Trustees transportation survey results for the Door-to-Door Van Service. 49% of riders submitted responses; most rated every facet of the service 9/10. Thanks to Luis Gonzalez for compiling the results.
    • On July 31, Supervisor Bassi, Assessor Cynthia Plouche and Administrator Debi Gordon met with City of Highland Park Human Resources personnel to explore an intergovernmental agreement for Human Resources.
    • Administrator Debi Gordon gave Supervisor Bassi and Trustees an update on the progress at the new Moraine office at 794-800 Central Avenue:
      • Ort Resale Shop has completely moved out of the building.
      • The parking lot is closed for safety and construction purposes.
      • Architect Tim Brown is preparing drawings.
      • The waiver by the City of Highland Park of some permit fees is anticipated as the Food Pantry is a 501(c)(3) entity.
      • Starting January 1, 2018, there will be more stringent Food Pantry inspections. Administrator Gordon is developing policies and procedures. The buildout of the Food Pantry will incorporate these new requirements.
      • Sunset Foods is renovating its Lake Forest store. Frank Lomoro of Sunset Foods is working with the Township to see if they can help with used shelving.
      • Administrator Gordon has been scheduling meetings and walk-throughs with contractors and sub-contractors. Thanks to Lake County Construction Manager Donald Dugan and the Lake County JOC contractor Scott Bronson of Paul Borg Construction Company for their assistance.
    • Congratulations to Trustee Alvarez on his appointment to the Highland Park Hospital advisory committee.
    • On August 9, the City of Highland Park Communication Team comprised of local government coordinators held its meeting at the Moraine office.
    • The Audited Financial Report for the period April 1, 2016-March 31, 2017 is final and will be distributed to Trustees at the next Board Meeting.
    • Supervisor Bassi, Staff Linda Contreras and Staff Lupe Somerville held outreach lunches at Peers Housing on Aug 16 and Walnut Place Housing on Aug 18 to introduce the staff and services. Residents were highly complementary of the staff.
    • Staff Somerville is planning LIHEAP enrollments for October 1, November 1 and December 1. She will hold enrollment sessions at Peers Housing and Walnut Place Housing to facilitate assistance for their residents.
    • Staff Contreras and Staff Somerville attended a Community Action Partnership of Lake County (CAP) training meeting in Waukegan on the LIHEAP program.
    • Supervisor Bassi and Staff Somerville met with Barb Miller of the Miller Foundation to discuss their partnership with Moraine which provides eligible residents with emergency assistance.
    • Supervisor Bassi has continued to pursue a passport program at Moraine. If our application is successful, the program would be offered at the new Moraine office after the move.
    • Thanks to Barbara Altman, Terri Olian and Becky Xavier for once again becoming certified navigators for Affordable Care Act health insurance enrollment in the marketplace and Medicaid. The enrollment period is November 1-December 15.
    • Supervisor Bassi and Assessor Plouche met with the Assessor's IT consultant regarding a computer and phone system at the new Moraine office. Assessor computer specifications are determined by the Lake County Assessor's office.
    • Thanks to Ravinia Festival for holding a food drive for the Pantry at Fiesta Ravinia on September 17. Moraine Staff will oversee the collection.
    • Outreach luncheons on the Door-to-Door van service have been scheduled. Residents over 50 years old will receive information by a postcard. Thanks to the Jennifer Dotson and the Highlander for the informational article in the August issue. Thanks to Trustee Alvarez for translating the van publicity.
    • Thanks to Trustee Alvarez for helping to translate appropriate information on the Moraine website into Spanish.
    • Supervisor Bassi submitted a grant application for the Door-to-Door van service to the Healthcare Foundation of Highland Park.
    • Thanks to Trustee Wolfson and Administrator Gordon for filing at the office during the staff transition.
    • Thanks to videographer Debi Gordon.

  • Latino Advisory Committee Report Pablo Alvarez
  • The Committee will meet on September 14. The Committee will work with Trustee Alvarez on look at Spanish translations for the Moraine website. The Committee is looking for new members.

  • Food Insecurity Issues Report Amy Zisook
    • The summer vacation breakfast/lunch bag program has ended and was a success. About 110 bags were picked up each two-week period. Most of the people who participated came in all four times the bags were offered. In response to a survey, parents indicated their children's favorite food was cheese sticks, milk and cookies. Many expressed their gratitude to the Moraine staff.
    • Trustee Zisook and Clerk Brown delivered breakfast and snack foods to Indian Trail and brought food to the drop-in center at Highland Park High School.

  • Food Pantry Report Anne Flanigan Bassi
    • Supervisor Bassi and volunteer Juliann Jeffries met with Northbrook Trader Joe's manager to discuss adding food donations from Trader Joe's to the Pantry.
    • Thanks to resident Rose Ginsberg for again bringing milk, eggs and cheese she purchased at Sunset Foods.
    • Supervisor Bassi is working on scheduling food safety training with the Northern Illinois Food Bank for Pantry volunteers.
    • Thanks to Highland Park Ford Lincoln for once again offering to donate 50 turkeys at Thanksgiving and 50 turkeys at Christmas for Pantry clients.

  • Supervisor Bassi gave Trustees a draft of the Moraine Township 2018 Regular Board Meeting schedule for their review and comments.
    • Executive Session

      With no further business to conduct, Trustee Zisook moved, seconded by Trustee Alvarez, that the meeting be adjourned at 7:59 p.m. The motion passed unanimously by voice vote.
