MINUTES OF REGULAR MEETING

July 13, 2017, 7:00 PM

The meeting was called to order at 7:00 p.m., and upon roll call the following members were present: Supervisor Anne Flanigan Bassi, Trustees Dwayne Douglas, Cindy Wolfson and Amy Zisook
Absent: Trustee Pablo Alvarez.
Also present: Clerk Gail Feiger Brown.

Public Comment
There was no comment from the public.

Approval of Minutes
Trustee Douglas moved, seconded by Trustee Zisook, approval of the Regular Board Meeting Minutes of June 15, 2017 and approval of the Special Meeting of the Board of Trustess Minutes of June 28, 2017. The motion passed unanimously by voice vote.

Approval of Bills
Trustee Douglas moved, seconded by Trustee Wolfson, approval of the bills for the period June 13-July 10, 2017 in the following amounts: $15,619.82 General Assistance Fund, $67,816.83 Town Fund. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Douglas, Wolfson and Zisook; voting Nay: none.

Action Items

  • Approval of Intergovernmental Agreement between Moraine Township and Park District of Highland Park
  • Trustee Wolfson moved, seconded by Trustee Zisook, Approval of Intergovernmental Agreement between Moraine Township and the Park District of Highland Park.
    Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Douglas, Wolfson and Zisook; voting Nay: none.

  • Adoption of Employee Humana Health Insurance Plan Year 8/1/17-7/31/18
  • Trustee Zisook moved, seconded by Trustee Douglas, Adoption of Medical Insurance for employees for the plan year August 1, 2017 through July 31, 2018.
    Humana IL 80/50 EHDP 17 CPOS OPT 5 Silver (H.S.A.)
    $2,900.00 single/$5,800.00 family deductible HSA 80/50 (80% in-network; 50% out-of-network)

  • Adoption of Employee Principal Dental and Group Life Insurance Plan Year 8/1/17-7/31/18
  • Trustee Zisook moved, seconded by Trustee Douglas, Adoption of Dental and Group Life Insurance for employees for the plan year August 1, 2017 through July 31, 2018 as follows:
    Principal Dental and Group Life Plan for the period August 1, 2017 through July 31, 2018.
    Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Douglas, Wolfson and Zisook; voting Nay: none

  • Contribution to Employee HSA accounts for the Plan Year 8/1/17-7/31/18
  • Trustee Zisook moved, seconded by Trustee Douglas, that Moraine Township contribute $2,000.00 per year for individual employee plans and $4,000.00 per year for family plans to employee HSA accounts to be paid in equal installments August 1, 2017 and February 1, 2018.
    Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Douglas, Wolfson and Zisook; voting Nay: none.

  • Approval of summer utility assistance for LIHEAP eligible seniors and disabled residents
  • Trustee Douglas moved, seconded by Trustee Wolfson, Approval of summer utility assistance for LIHEAP eligible seniors and disabled residents in the amount of $150.00 per eligible household.
    Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Douglas, Wolfson and Zisook; voting Nay: none.

  • Supervisor's Report Anne Flanigan Bassi
    • Trustees were given a monthly service report for for the twelve-month period July, 2016-June, 2017.
    • Family Service of Lake County has lost their funding for their CONNECT/CONECTAR case worker. Liz Chavez has been appointed the director of Family Service's Nuestro Center. Supervisor Bassi and Family Service Executive Director Carrie Callas are exploring the option of Moraine's General Assistance Manager Lupe Somerville serving Moraine residents at Nuestro Center one half day a month on a trial basis.
    • Supervisor Bassi has not yet received the signed lease from tenant ORT, 800 Central Avenue, Highland Park.
    • Supervisor Bassi has talked to landlord John Cortesi about a month-to-month lease at the termination of Moraine's original annual lease at 777 Central Avenue, Highland Park.
    • The Township Assessor's valuation (AV) of the property at 794-800 Central Avenue, Highland Park was reduced to purchase price. Tax-exemption for the property was approved by the Lake County Board of Review. We are waiting for approval by the State Board of Review.
    • Township Officials of Illinois boot camp for township officials is available to any interested trustees.
    • Architect Tim Brown has signed and returned his contract for services at 794-800 Central Avenue, Highland Park.
    • Supervisor Bassi will schedule CPR and defibrillator machine training on premises for staff and elected officials.
    • Opportunity, Inc. has given Moraine an ecology award for the shredding service performed in November, 2016.
    • Trustee Zisook and Clerk Brown are arranging outreach open houses around the township to raise awareness about the Door-to-Door van services.
    • Thanks to everyone who participated in Moraine's entry in the Fourth of July parade: Supervisor Bassi, Trustees Wolfson and Zisook, Door-to-Door van driver Kim Schultz and volunteers. Thanks to Trustee Zisook who coordinated the Township's participation and to Door-to-Door van driver Kim Schultz for driving our van in the parade. Children watching the parade were appreciative of the pinwheels distributed by Moraine.
    • Congratulations to staff Luis Gonzalez, who was recently certified to be a Door-to-Door van driver. Staff Lupe Somerville was certified through her prior employer.
    • 76 seniors were mailed Door-to-Door van service surveys with addressed and stamped envelopes.

  • Food Insecurity Issues Report Amy Zisook
  • The summer vacation breakfast/lunch bag program is underway. 130 bags were picked up June 20-29 and 79 bags were picked up July 5-13.
    Trustee Zisook and Clerk Brown have brought breakfast and snack food for students in three classrooms at District 113 Summer School held at Highland Park High School.

  • Food Pantry Report Anne Flanigan Bassi
    • Thanks to Chantilly Homeowners' Association for their donation of $500 to the Pantry from the sale of all-purpose greeting cards to their residents which indicate a donation has been made to the Pantry.
    • Thanks to Mariano's Northbrook for holding a food drive for the Food Pantry on July 22.
    • Thanks to Cleaning Authority and their customers for their donation of 40 bags of food.
    • Thanks to Rose Ginsberg for her donation of 20 gallons of milk, cheese, apples and oranges.
    • Thanks to Mike Babian, Mike Stroz and the Ravinia Farmer's Market vendors for providing and delivering produce to the Food Pantry at the end of Wednesday market days.
    • Thanks to North Shore Congregation Israel and West School in Glencoe for their donations of produce from their gardens.
    • Staff Contreras, Gordon and Somerville will attend a food safety training at Northern Illinois Food Bank on July 19.

  • The produce is growing nicely every week and is enjoyed by clients.

  • Lake County Coordinated Transportation Services Committee (LCCTSC) Amy Zisook
  • Trustee Zisook attended the June 26 LCCTSC meeting, at which consultants made a presentation on the market transit study

  • Community Family Center (CFC) Report Gail Feiger Brown
  • Clerk Brown attended the June 23 CFC Board Meeting; the search for a site continues.

  • Human Relations Commission (HRC) Report
  • No report.

  • Cemetery Report Cindy Wolfson
  • The gravel drive-offs at Mooney Cemetery were removed and replaced with soil and grass seed.
    A monument foundation at Mooney Cemetery that was misplaced has been corrected
