The meeting was called to order at 7:00 p.m., and upon roll call the following members were present: Supervisor Anne Flanigan Bassi, Trustees Dwayne Douglas, Cindy Wolfson and Amy Zisook.
Absent: Trustee Pablo Alvarez.

Also present: Clerk Gail Feiger Brown and videographer Clyde Jennings.

Public Comment
There was no comment from the public.

Approval of Minutes
Trustee Wolfson moved, seconded by Trustee Douglas, approval of the Regular Board Meeting Minutes of July 13, 2017. The motion passed unanimously by voice vote.

Approval of Bills
Trustee Douglas moved, seconded by Trustee Zisook, approval of the bills for the period July 11-July 27, 2017 in the following amounts: $10,398.82 General Assistance Fund, $48,331.11 Town Fund. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Douglas, Wolfson and Zisook; voting Nay: none.

  • Supervisor's Report Anne Flanigan Bassi
    • Supervisor Bassi learned July 21 of a minor sinkhole in the parking lot of the property at 794-800 Central Avenue. A civil engineer inspected the property on July 25, and based upon his initial visual inspection, determined that a portion of the parking lot needed to be closed to ensure safety, while he continued to evaluate the sinkhole.
    • ORT executed the Letter of Intent to terminate the lease with Moraine Township. The last day ORT Resale Shop will be open for business is August 19. On August 20, a removable bar will be erected blocking the entrance to the parking lot, to allow access by ORT movers and Moraine contractors. There will be a sign on the bar indicating ORT Resale Shop's new location.
    • Supervisor Bassi and Moraine Attorney Jim Hartman are completing execution of the JOC contract. The contract will be presented to Trustees at the August 24 Board Meeting.
    • Supervisor Bassi has executed a lease amendment with Sunset Foods for the current site. As of January, 2018, Moraine will lease the property on a month-to-month basis if the new facility is not ready for occupancy at that time.
    • On July 31, Supervisor Bassi, Assessor Cynthia Plouche and Administrator Debi Gordon will meet with Highland Park City Manager Ghida Neukirch and Human Resources Chair Emily Taub to discuss a potential Human Resources intergovernmental agreement.
    • Outreach lunch meetings have been scheduled to introduce the Door-to-Door Van Service. Meetings will be held August 30-October 4 at Highwood Recreation Center, Highland Park Police Station, Highland Park Public Works, Moraine Township office and Full Circle Architects in Ravinia. Information will be published in the Highland Park Highlander and on the Moraine website.
    • Supervisor Bassi, Staff Linda Contreras and Staff Lupe Somerville have scheduled lunch meetings at Peers and Walnut Senior Housing in Highland Park to introduce staff to residents and inform residents about Moraine services.
    • Supervisor Bassi attended Nuestro Center's grand opening on July 24.
    • Supervisor Bassi, Trustee Zisook and Clerk Brown met with Father Court Williams of Trinity Episcopal Church on July 25 to give him a tour of the Food Pantry and discuss Moraine services.
    • Supervisor Bassi met with John Beckwith of the Highland Park Healthcare Foundation, State Senator Julie Morrison, Southeast Lake County Faith in Action Director Robbie Boudreau, West Deerfield Township Supervisor Alyson Feiger and Trustee Amy Zisook to explore opportunities for synergies and collaborations between the Moraine and West Deerfield transportation programs.
    • The West Deerfield Township Board of Trustees passed and executed the Intergovernmental Agreement regarding a shared General Assistance case worker.
    • Supervisor Bassi and Staff Somerville attended a Townships of Illinois General Assistance training program in Rockford on July 21.
    • Responses to the Door-to-Door Van Service survey are still being submitted. 44% of recipients responded. Most surveys indicated a high level of satisfaction with the service.
    • Supervisor Bassi is wrapping up the Healthcare Foundation grant application due July 31.

  • Food Insecurity Issues Report Amy Zisook
  • The summer vacation breakfast/lunch bag program is continuing. 105 bags were picked up for the period July 18-27.

  • Food Pantry Report Anne Flanigan Bassi
    • Thanks to Mariano's Northbrook staff and customers for their donation of 159 bags of food on July 22. Thanks to Trustee Wolfson, Volunteer Roxie Stefinko and Supervisor Bassi for picking up the donations and bringing to the Moraine office on a Saturday.
    • Thanks to generous donor Rose Ginsberg, who is donating large quantities of milk, yogurt, and eggs to the Pantry on a monthly basis.
    • Administrator Gordon, Staff Contreras and Staff Somerville attended a food safety training at Northern Illinois Food Bank on July 19. They were joined by Trustee Zisook and Clerk Brown to meet with Food Bank Staff to discuss the possibility of obtaining higher quality meat.

  • Pantry Plants Garden Report Anne Flanigan Bassi
  • Trustees were shown photos of volunteers and the fabulous garden produce yield, including tomatoes, asparagus, eggplant, tomatillos, green beans, chard zucchini, cucumbers, lettuce, beets, peppers and broccoli. There have been eighteen volunteers this summer, the most of any summer. 77 pounds of produce have been harvested to date this season.
