MINUTES OF REGULAR MEETING

June 15, 2017, 7:00 PM

The meeting was called to order at 7:00 p.m., and upon roll call the following members were present: Supervisor Anne Flanigan Bassi, Trustees Pablo Alvarez, Dwayne Douglas, Cindy Wolfson and Amy Zisook.
Also present: Clerk Gail Feiger Brown and videographer Clyde Jennings.

Public Comment
There was no comment from the public.

Approval of Minutes
Trustee Wolfson moved, seconded by Trustee Zisook, approval of the Regular Board Meeting Minutes of May 11, 2017 and approval of the Special Meeting Minutes of May 10, 2017 and May 11, 2017. The motion passed unanimously by voice vote.

Approval of Bills
Trustee Douglas moved, seconded by Trustee Zisook, approval of the bills for the period May 12-June 12, 2017 in the following amounts: $18,808.46 General Assistance Fund, $259,587.67 Town Fund. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Alvarez, Douglas, Wolfson and Zisook; voting Nay: none.

Action Items

  • Motion to Table Approval of Intergovernmental Agreement with Park District of Highland Park
  • Trustee Douglas moved, seconded by Trustee Alvarez, that the Approval of Intergovernmental Agreement between Moraine Township and the Park District of Highland Park be tabled and moved to the July 13, 2017 Regular Board Meeting. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Alvarez, Douglas, Wolfson and Zisook; voting Nay: none.
  • Approval of Intergovernmental Agreement with West Deerfield Township
  • Trustee Zisook moved, seconded by Trustee Wolfson, Approval of Intergovernmental Agreement between Moraine Township and West Deerfield Township regarding shared case worker services. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Alvarez, Douglas, Wolfson and Zisook; voting Nay: none.
  • Approval of Tim Brown Proposal
  • Trustee Zisook moved, seconded by Trustee Douglas, Approval of Tim Brown Proposal for architectural services for 794-800 Central Avenue, Highland Park in the amount of $9,000.00 and authorize Supervisor Bassi to enter into a contract with Tim Brown. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Alvarez, Douglas, Wolfson and Zisook; voting Nay: none.

  • Assessor's Report Cynthia Plouche
  • Written Report from Assessor:
    Moraine Assessment notices are being mailed out on June 21, 2017. The projected publication date will be June 22, 2017; therefore the last day to file complaints will be July 24, 2017. Residential properties will have fourteen (14) days after the filing deadline to file appraisals; commercial/industrial properties will have thirty (30) days.

  • Supervisor's Report Anne Flanigan Bassi
    • Trustees were given a monthly service report for May, 2017 and a report for the twelve-month period June, 2016-May, 2017. May Pantry usage and van ridership are up substantially over April.
    • On May 12, staff and elected officials received training at the office for the new Visual GA software program. The program will increase efficiency and provide needed data to make informed decisions.
    • On May 12, Supervisor Bassi and Staff Linda Contreras and Lupe Somerville visited the Senior Center of Highland Park, to introduce the staff and describe Township services.
    • Trustees were given a letter sent by Supervisor Bassi to ORT America Resale Shop on May 30 regarding rent abatement and future charges. Supervisor Bassi has not yet received a signed copy of the letter from ORT.
    • The mother of Cemetery Manager Donna Novickas passed away and the Township sent flowers for the church service.
    • On June 14, Supervisor Bassi, Assessor Cynthia Plouche and Administrator Debi Gordon met with architect Tim Brown and inspectors for the City of Highland Park at 794-800 Central Avenue, Highland Park, to discuss the buildout.
    • Supervisor Bassi and Staff Linda Contreras attended the June 15 Healthcare Foundation of Highland Park breakfast.
    • Thanks to videographer Clyde Jennings.

  • Food Insecurity Issues Report Amy Zisook
  • Over 100 families have enrolled in the Summer Vacation Breakfast/Lunch Bag program. Volunteers are packing bags on June 16.
    On June 14, Clerk Brown brought breakfast and snack food from the Township to Highland Park High School for District 113 students in three summer school classes.

  • Food Pantry Report Anne Flanigan Bassi
    • The postal food drive was held on May 13 and was an incredible success. Mail carriers delivered almost 2,000 bags of food to the Township. Many thanks to the mail carriers, over 50 volunteers, elected officials, and staff who helped receive the food and bring to the basement. Thanks to the mail carriers union for supplying shopping bags to many households, resulting in a huge increase in donations.
    • Condolences to the family of longtime Food Pantry volunteer Ann Siegel.
    • On June 12, Supervisor Bassi and Trustees Wolfson and Zisook attend the Rotary Club of Highland Park luncheon to receive a one-time donation of $4,800.00 for the Food Pantry. The funds will be used to help offset the cost of a walk-in refrigerator/freezer at the new facility.
    • Supervisor Bassi was contacted by Nick Pulia, Ravinia Festival, about weekly food collections this summer. The Township will not hold weekly collections, but there will be a food drive as part of the District 112 Foundation Kids Go Classic event to be held at Ravinia on August 6, 2017.


  • Pantry Plants Garden Report Anne Flanigan Bassi
  • Work at the garden is underway. Flattened boxes from the Pantry were given to gardeners for garden paths. There are lots of volunteers and high school students. New this year, produce donations will be weighed with a scale to determine a total donation amount.

  • Community Family Center (CFC) Report
  • No report.

  • Human Relations Commission (HRC) Report Gail Feiger Brown
  • Clerk Brown attended the HRC meeting on June 15. The HRC workplan and objectives were discussed.

  • No report.

Old Business

  • Park District of Highland Park Fourth of July Parade Amy Zisook
  • Trustee Zisook led a discussion of the Township's participation in the Park District of Highland Park Fourth of July Parade. Thanks to van driver Kim Schultz. Patriotic pinwheels will be passed out and need to be assembled. Trustee Wolfson will be the early arrival coordinator. Supervisor Bassi is invited to sit on the reviewing stand. Trustees Douglas, Wolfson and Zisook will participate.

With no further business to conduct, Trustee Douglas moved, seconded by Trustee Alvarez that the meeting be adjourned at 7:50 p.m. The motion passed unanimously by voice vote.
