MINUTES OF REGULAR MEETING

May 11, 2017, 7:00 PM

The meeting was called to order at 7:00 p.m., and upon roll call the following members were present: Supervisor Anne Flanigan Bassi, Trustees Cindy Wolfson and Amy Zisook.

Absent: Trustees Pablo Alvarez and Dwayne Douglas.

Also present: Clerk Gail Feiger Brown, videographer Clyde Jennings, Olga Gomez Aguilar, Highland Park High School Principal Dr. Tom Koulentes, Michele Koulentes, and Reese Koulentes.

Public Comment
There was no comment from the public.

Recognition of Dr. Tom Koulentes
Supervisor Bassi read a resolution in recognition of Dr. Tom Koulentes thanking him for his service to the community and for his partnership with the Township on several projects.

Recognition of Olga Gomez Aguilar
Supervisor Bassi thanked former Moraine Township Trustee Olga Gomez Aguilar for her four years of service as a Township Trustee.

Approval of Minutes
Trustee Zisook moved, seconded by Trustee Wolfson, approval of the Regular Board Meeting Minutes of April 13, 2017 and approval of the Executive Session Meeting Minutes of April 13, 2017. The motion passed unanimously by voice vote.

Approval of Bills
Trustee Wolfson moved, seconded by Trustee Zisook, approval of the Bills for the period April 13-May 11, 2017 in the following amounts: $13,904.96 General Assistance Fund, $72,967.99 Town Fund. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Wolfson and Zisook; voting Nay: none.

Citizen Grant Committee Report Gail Feiger Brown and Amy Zisook
Thanks to Chair John Ropiequet and to Committee members Chair Wendy Abrams, Laura Biagi, Bill Laegeler and Ginny Schulte for making difficult decisions in recommending grants to agencies that serve Township residents in need. They heeded the mission of the Township and worked within the budget given to them by the Board. Thanks also to Trustees Douglas and Zisook, and Clerk Brown, for serving as liaisons to the Committee.

  • Adoption of Moraine Township Budget FY2017-2018
  • Trustee Wolfson moved, seconded by Trustee Zisook, Adoption of Moraine Township Budget for FY2017-2018, appropriating Town Fund $1,431,850.00, General Assistance $281,900.00 and Community Chest $50,000.00. Voting Aye By Roll Call Vote: Supervisor Bassi, Trustees Wolfson and Zisook; voting Nay: none.

  • Approval of FY2017-2018 Agency Grants
  • Trustee Zisook moved, seconded by Trustee Wolfson, Approval of FY2017-2018 Agency Grants in the amount of $200,000.00. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Wolfson and Zisook; voting Nay: none.

  • Litigation Settlement
  • Trustee Wolfson moved, seconded by Trustee Zisook, Acceptance of Compromise Agreement in the amount of $13,000.00 regarding 2014 Tax Rate Objections from 1241 Edgewood LLC. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Wolfson and Zisook; Voting Nay: none.

  • Adoption of Prevailing Wage Ordinance
  • Trustee Zisook moved, seconded by Trustee Wolfson, Adoption of the Prevailing Wage Ordinance for 2017. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Wolfson and Zisook; Voting Nay: none.

  • Amendment to Employee Handbook effective May 1, 2017
  • Trustee Wolfson moved, seconded by Trustee Zisook, an Amendment to the Employee Handbook effective May 1, 2017, to make health insurance available to new regular full-time employees on the first day of employment. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Wolfson and Zisook.

  • Motion to table Approval of Intergovernmental Agreement with West Deerfield Township
  • Trustee Zisook moved, seconded by Trustee Wolfson, that the Approval of Intergovernmental Agreement with West Deerfield Township be tabled and moved to the June, 2017 Regular Board Meeting. The motion passed unanimously by voice vote.

  • Supervisor's Report Anne Flanigan Bassi
    • Welcome to the new General Assistance Caseworker Guadalupe (Lupe) Somerville, who began work on May 8.
    • Staff Linda Contreras has taken full responsibility for the Food Pantry and the transportation program. She'll also be working as needed as an additional caseworker.
    • Supervisor Bassi, Staff Contreras and Staff Somerville have been visiting local human service agencies to introduce the staff in their new roles.
    • Trustees were given monthly service report for April, 2017 and a report for the twelve-month period May, 2016-April, 2017.
    • The Township has purchased the Visual GA software program, licenses and cloud back-up. Staff, elected and volunteers will undergo 6-hour training on May 12.
    • The ORT Resale Shop, the Township's tenant at 800 Central Avenue, Highland Park, has entered into a lease at a new location as of July 1, 2017. ORT's lease with the Township originally expired at the end of March, 2018, with an option to extend at market rate. The Township's lease at 777 Central Avenue, Highland Park, expires at the end of December, 2017. The Township indicated they would appreciate ORT leaving before their lease ends if they found an appropriate location. They did and will be moving this summer and asked for a rent abatement for the month they are paying rent for both spaces during the move and Supervisor Bassi recommended it would also benefit the Township to get our work started sooner to avoid additional rent payments on our current lease.
    • The Township will partner with the Lake County Job Order Contracting (JOC) program on the renovation of the new Township office at 794-800 Central Avenue, Highland Park. Supervisor Bassi, Trustees Wolfson and Zisook, Clerk Brown and Township Administrator Debi Gordon had a conference call with the Lake County Finance Director Gary Gordon, Purchasing Director Ruth Ann Hall and Construction Manager Donald Dugan on May 10. Under the JOC program the Township will piggyback onto Lake County's JOC contract. This collaboration would enable the Township to leverage resources and expertise, and save months on the buildout project, and ultimately rent at our current space.
    • Supervisor Bassi recommended cancelling the June 8, 2017 and June 22, 2017 Regular Board Meetings, and scheduling a Regular Board Meeting for June 15, 2017. The Board concurred. The change will be posted on the Township's website and at the office.
    • The Township accountant reviewed the books at the Township office the week of May 1 and the auditors reviewed the books at the Township office the week of May 8.
    • Supervisor Bassi, Trustee Zisook, Clerk Brown and Staff Contreras and Somerville attended the North Shore School District 112 Principals' monthly meeting and discussed Township programs and services. Thanks to Trustee Zisook for facilitating the Township's participation.

  • Latino Advisory Committee Report Anne Flanigan Bassi
  • The Latino Advisory Committee held an Open House on May 8 at the Township office. Thanks to Staff Contreras, Gordon and Somerville, and Latino Advisory Committee members Pablo Alvarez, Nora Barquin and Paulette Margulies for assisting with food, decor, games and tours.

  • Food Insecurity Issues Report
  • No report.

  • Food Pantry Report Anne Flanigan Bassi
    • Supervisor Bassi, electeds and staff have toured Northfield, Lakeview, Libertyville and Wheeling Food Pantries to learn best practices for Food Pantries.
    • Thanks to Rotary of Highland Park for a one time donation of $4,800.00 for the Pantry.
    • Thanks to Haley Levin for her donation of over 250 food and toiletry products as part of her bat mitzvah.
    • Thanks to Rose Ginsberg for her donation of over 25 bags of food and cleaning supplies.
    • Saturday May 13 is the annual mail carriers postal food drive. A postcard and shopping bag were delivered to each household. Volunteers will be at the office from 1:00 p.m. to 6:00 p.m. to unload mail trucks.


  • Pantry Plants Garden Report
  • Saturday May 13 is planting day at the garden. Thanks to Anton's for their donation of two flats of plants.
