MINUTES OF REGULAR MEETING

October 26, 2017, 7:00 PM

The meeting was called to order at 7:00 p.m., and upon roll call the following members were present: Supervisor Anne Flanigan Bassi, Trustees Pablo Alvarez, Dwayne Douglas, Cindy Wolfson and Amy Zisook.
Also present: Clerk Gail Feiger Brown, Videographer Clyde Jennings, Head Gardener Sam Piro, and Kristina Phillips (Career Resource Center).
Kim Ulbrich (Community Partners for Affordable Housing) entered the meeting at 7:34 p.m.

Public Comment
There was no comment from the public.

Recognition of Sam Piro, Linda Mihel, and Sandy Washburn for their successful efforts at the Moraine Township Food Pantry Garden, summer, 2017
Sam Piro, head gardener, Linda Mihel and Sandy Washburn, master gardeners, were recognized for their successful efforts at the Moraine Township Food Pantry Garden, summer, 2017 and for over a decade. Sam Piro accepted the recognition on behalf of the three volunteers. He reported that in spite of flooding and standing water, more than 100 pounds of produce were grown and donated to the Food Pantry. Thanks to Anton's for their generosity in donating seedlings. Thanks to the many volunteers, in particular: master gardeners Linda Mihel and Sandy Washburn, Robert Louis and friends who brought compost from the Township office weekly, Saturday regular Joel Schneider and 20 Highland Park High School students.
The Township's partnership with the Lake County Health Department continued, and 24 families farmed their own plots with the help of Sam Piro and the master gardeners.

Agency Presentations

  • Kristina Phillips, Career Resource Center (CRC)
  • The Township was thanked for its grant which helped support the over 73 Moraine Township residents who received employment counseling services at CRC last year. Services include training, coaching, resume and interview assistance, workforce development, job retention, peer support and employer interviews on-site at CRC.

Approval of Minutes
Trustee Douglas moved, seconded by Trustee Zisook, to table approval of the Regular Board Meeting Minutes of October 12, 2017 until the next Regular Board Meeting scheduled for November 9, 2017. The motion passed unanimously by voice vote.

Approval of Bills
Trustee Douglas moved, seconded by Trustee Alvarez, approval of the bills for the period October 11-October 24, 2017 in the following amounts: $4,377.81 General Assistance Fund, $27,577.15 Town Fund. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Alvarez, Douglas, Wolfson and Zisook; voting Nay: none.

Executive Session
Trustee Wolfson moved, seconded by Trustee Zisook, to enter into Executive Session pursuant to 5ILCS 120/2(c)21 for discussion of semi-annual review of closed meeting minutes. Voting Aye by Roll Call vote: Supervisor Bassi, Trustees Alvarez, Douglas, Wolfson and Zisook; voting Nay: none.

Executive Session was entered into at 7:20 pm.

Executive Session was adjourned at 7:33 pm.

The Board Meeting resumed at 7:34 pm. Kim Ulbrich entered the meeting.

Agency Presentations Continued

  • Kim Ulbrich, Community Partners for Affordable Housing (CPAH)
  • The Township was thanked for its grant which assisted Moraine Township residents with access to 58 housing and rental units in the Township. CPAH continues to seek more rental properties, which are needed by Township clients. CPAH is partnering with the City of Highland Park to administer the units made available through Highland Park's Inclusionary Zoning Ordinance which generates affordable units in Moraine Township.

  • Resolution to approve contract for asphalt repairs at 794-800 Central Avenue, Highland Park 102617A
  • Trustee Zisook moved, seconded by Trustee Alvarez, adoption of the Resolution of the Moraine Township Board of Trustees to approve awarding a contract to Paul Borg Construction Company for asphalt repairs at 794-800 Central Avenue, Highland Park, in the amount of $25,416.87. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Alvarez, Douglas, Wolfson and Zisook; Voting Nay: none.

  • Resolution Concerning Addendum to Semi-Annual Review of Closed Meeting Minutes 102617B
  • Trustee Wolfson moved, seconded by Trustee Douglas, adoption of the Resolution of the Board of Trustees of Moraine Township Concerning Addendum to Semi-Annual Review of Closed Session Minutes. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Alvarez, Douglas, Wolfson and Zisook; Voting Nay: none.

  • Supervisor's Report Anne Flanigan Bassi
    • Health insurance enrollment under the Affordable Care Act begins November 1. Supervisor Bassi made presentations to Highland Park City Council on October 23 and Highwood City Council on October 17 and is working on other outreach and publicity efforts.
    • Supervisor Bassi received an email from Larry Pasquesi commending staff for their excellent service and help given to his family member, particularly Lupe Somerville.
    • Supervisor Bassi received a contribution to the Community Chest and lovely note from Gloria Nieman thanking Door-to-Door service van drivers.
    • Supervisor Bassi, Trustee Alvarez and Clerk Brown attended the Highland Park Community Foundation annual grant award reception on October 18. Congratulations to Richard Cortesi who was honored with the Jack Blane Community Service Award.
    • Scott Jewitt of the Northern Illinois Food Bank presented a food safety training program at the Township office on October 20. Supervisor Bassi, Trustee Zisook, Clerk Brown, Administrator Debi Gordon and over 20 volunteers attended. Supervisor Bassi took volunteers on a tour of the site of the future Food Pantry.
    • Thanks to Shari and Jayla Marcus and to Cindy Guerrero who raised over $2,000.00 for the Food Pantry at their October 21 bake sale. Monies raised will be applied to the Breakfast/Lunch Vacation Bag program and school snack program.
    • Supervisor Bassi and Head Gardener Sam Piro attended a dinner for Food Pantry Garden families on October 12.
    • Supervisor Bassi downloaded ITranslate to the Township I Pad on a trial basis, to enable conversations in 87 languages between clients, staff and volunteers.

  • Buildout Report Anne Flanigan Bassi
    • General Contractor Paul Borg is revising cost estimates for the buildout based on changes and deferrals to reduce the cost.
    • Work is continuing on the registry for people to donate to help equip the new Food Pantry.


  • Latino Advisory Committee Report Pablo Alvarez
  • The Committee met on October 19. They are continuing to work on user-friendly Spanish translations for the Township website.

    • Thanks to Trustee Wolfson for organizing the Sunset Foods fundraiser.
    • Thanks to Guaranteed Rate for holding food drives at three locations during the month of November.
    • Thanks to Ginny Glasner and the Highland Park Chamber of Commerce for collecting holiday baking goods at their December 7 gala.
    • Thanks to the Highwood Chamber of Commerce for holding a food drive at their November 18 Holiday Lights Festival.
    • Thanks to the homeowners who live across from Ravinia Festival for collecting food for the Pantry at their home with extravagant Halloween decorations.

Because of timing and revised estimates, Supervisor Bassi may need to call a special meeting at some time in the future to address revised estimates for the buildout of the new Township office at 794-800 Central Avenue, Highland Park.

With no further business to conduct, Trustee Douglas moved, seconded by Trustee Alvarez, that the meeting be adjourned at 8:06 p.m. The motion passed unanimously by voice vote.
