Moraine Township

The meeting was called to order at 7:05 p.m., and upon roll call the following members were present: Supervisor Anne Flanigan Bassi, Trustees Pablo Alvarez, Dwayne Douglas, and Amy Zisook.
Absent: Trustee Cindy Wolfson
Also present: Assessor Cynthia Plouche, Clerk Gail Feiger Brown and Administrator Debi Gordon.

Public Comment
There was no comment from the public.

Approval of Minutes
Trustee Zisook moved, seconded by Trustee Alvarez, Approval of the Regular Board Meeting Minutes of August 24, 2017. The motion passed unanimously by voice vote.

Approval of Bills
Trustee Douglas moved, seconded by Trustee Zisook, Approval of the Bills for the period August 24-September 11, 2017 in the following amounts: $12,037.82 General Assistance Fund, $49,852.19 Town Fund. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Alvarez, Douglas, and Zisook; voting Nay: none.

Action Item

  • Approval of 2018 Regular Board Meeting Schedule
  • Trustee Zisook moved, seconded by Trustee Alvarez, Approval of the 2018 Regular Board Meeting Schedule. The motion passed unanimously by voice vote

  • Resolution Awarding a Contract to Paul Borg Construction Company for the Buildout of 794-800 Central Avenue
  • Supervisor Bassi informed the Board that the contract was not ready for approval.
    Trustee Douglas moved, seconded by Trustee Alvarez, removal of the Resolution from the Agenda. The motion passed unanimously by voice vote.


  • Assessor's Report
  • The Assessor's office continues to respond to assessment appeals; some are handled by staff and some have hearings which are in process of being scheduled by Lake County Board of Review. Over 1,200 appeals were filed by Moraine residents.

  • Supervisor's Report Anne Flanigan Bassi
    • Supervisor Bassi distributed to Trustees a monthly service report for the fifteen-month period June, 2016 through August, 2017.
    • The second of five transportation outreach luncheons was held on September 13 attended by 22 residents. Thanks to the Highland Park Police Department for the use of the police station's community room.
    • Trustees were invited to attend the Lake County Townships annual meeting on September 27. Trustee Douglas will represent the Township.
    • Supervisor Bassi has been subpoenaed to be deposed in litigation between the Township Auditor and his prior employer. Moraine Attorney Jim Hartman will accompany Supervisor Bassi to the deposition.
    • Supervisor Bassi has been asked to attend a Highland Park Housing Commission meeting to discuss the City of Highland Park and Moraine Township Emergency Housing Plan, since staff and commissioners are all new since it was last amended.
    • Moraine Township received a legislative survey from Township Officials of Illinois (TOI) and Trustees were asked for their input.
    • Trustees were given copies of Moraine's Audited Financial Report for the year ended March 31, 2017. The auditor opinion is that the financial statements fairly present the financial position of the Township.
    • Moraine Staff, Door-to-Door van drivers, and Pantry Plants Garden master gardeners will receive defibrillator and CPR training at the Highland Park Fire Station on September 29.
    • Northern Illinois Food Bank will hold a food safety training for Moraine Staff and volunteers at the Moraine office on October 20.
    • Supervisor Bassi and Clerk Brown attended an organizational meeting to for our community's hurricane relief efforts at Highland Park City Hall on September 14. Thanks to Yumi Ross and community volunteers for creating the Hurricane Relief Quarter Campaign: #ourcommunitycares.

  • Buildout Report
    • Thanks to Administrator Gordon for initiating the idea for a “Registry” wish list for the large and small items we will need at our new food pantry when we move to the new location at 800 Central Avenue. Lakeview Pantry had a similar successful program.
    • Supervisor Bassi reviewed and discussed with Trustees the cash balances and cash needs projections for the next nine months.
    • Supervisor Bassi reviewed and discussed with Trustees preliminary construction drafts for the buildout of the new office. Cost estimates are not yet available.

  • Latino Advisory Committee Report Pablo Alvarez
  • The Committee met on September 14 immediately prior to the Board Meeting. Thanks to Committee members for reviewing and working on Spanish translations for the Moraine website. The Committee will meet again on October 19.

  • Food Insecurity Issues Report
  • No report.

  • Food Pantry Report Anne Flanigan Bassi
  • Ravinia Festival is holding a food drive on Sunday September 17 at the Fiesta Ravinia.

  • Pantry Plants Garden Report Anne Flanigan Bassi
  • The Garden is closing for the season on September 17.

  • Lake County Coordinated Transportation Services Committee (LCCTSC)
  • No report.

  • Community Family Center (CFC) Report
  • No report.

  • Human Relations Commission (HRC) Report Gail Feiger Brown
  • Clerk Brown met with members of the HRC on September 12 to review and discuss purchase-of-service applications and grants. Unfortunately the meeting with the agencies conflicted with the Township's Board Meeting on September 26.

  • Levy Discussion Anne Flanigan Bassi
  • Supervisor Bassi and Trustees had a preliminary discussion of the direction for General Assistance and Town Fund 2018 Levy.

  • Personnel Policies Anne Flanigan Bassi
  • Supervisor Bassi and Trustees discussed vacation and Paid Time off (PTO) policies for part time employees and Door-to-Door Van Drivers.

  • Martin Luther King, Jr. Day of Service Amy Zisook
  • Moraine will participate in the Martin Luther King, Jr. Day of Service to be held January 15, 2018 at the Highland Park Recreation Center.

  • HP150 Sesquicentennial Celebration Amy Zisook
  • Trustee Zisook was contacted by Marietta Stevens, Volunteer Pool Executive Director, about Moraine's participation in some of the 150 service projects to be scheduled as part of the City of Highland Park's sesquicentennial celebration in 2019.

Executive Session

With no further business to conduct, Trustee Douglas moved, seconded by Trustee Alvarez, that the meeting be adjourned at 8:41 p.m. The motion passed unanimously by voice vote.
