Moraine Township

The meeting was called to order at 7:00 p.m., and upon roll call the following members were present: Supervisor Anne Flanigan Bassi, Trustees Pablo Alvarez, Dwayne Douglas, Cindy Wolfson and Amy Zisook.
Also present: Assessor Cynthia Plouche, Clerk Gail Feiger Brown, videographer Clyde Jennings and Karen Fay (Center for Enriched Living).

Agency Presentation
Karen Fay, Center for Enriched Living (CEL)
CEL serves adults age 12-90 who have been diagnosed with developmental disabilities. The Township was thanked for its grant which supports our residents' participation in CEL's REACH adult day, social, weekend, summer, and employment programs. Although 7% of CEL's members are Township residents, the entire Moraine Township grant is used for Moraine Township resident scholarships.

Approval of Minutes
Trustee Zisook moved, seconded by Trustee Alvarez, approval of the Regular Board Meeting Minutes of September 14, 2017. The motion passed unanimously by voice vote.

Approval of Bills
Trustee Douglas moved, seconded by Trustee Wolfson, approval of the bills for the period September 12-22, 2017 in the following amounts: $5,668.36 General Assistance Fund, $36,452.73 Town Fund. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Alvarez, Douglas, Wolfson and Zisook; voting Nay: none


  • Assessor's Report Cynthia Plouche
  • Supervisor Bassi and Trustees were given a report of the appeals status for the tax year 2017 for Lake County township property assessments. The Township is second highest for total complaints and hearings in Lake County. Assessor staff have been able to resolve some complaints at the Township office. Hearings will be held through mid-October. Assessor Plouche noted that of the 13,252 parcels in the Township, 12,585 are residential.

  • Supervisor's Report Anne Flanigan Bassi
    • Supervisor Bassi distributed to Trustees the Treasurer's Report and cover letter to be filed with the Lake County Clerk.
    • State of Illinois Annual Comptroller's Report: Township auditors will be filing an extension because the on-line portal is not yet open and the filing date is September 30.
    • Moraine Township has been granted tax-exempt status for the new Township office at 794-800 Central Avenue.
    • Thanks to Staff Luis Gonzalez, who is helping the Township create a database of riders and destinations for the Door-to-Door van program in an attempt to identify duplication and opportunities for synergies with the West Deerfield Township van program.
    • Transportation outreach luncheons were held on Sept 18 and 25. Thanks to Staff Linda Contreras and Lupe Somerville. Residents have been appreciative and several have signed up for the Door-to-Door Van program.
    • Supervisor Bassi, Assessor Plouche and Administrator Debi Gordon met on September 26 with the IT consultant Dan Johnson
    • Affordable Care Act Health Insurance Open Enrollment will be held November 1 to December 15. The Township has three trained and certified navigators. Translation assistance is needed.

  • Buildout Report Anne Flanigan Bassi
    • Early ballpark estimates for the buildout have been high. Modifications to reduce costs, including the deferral of a new roof and modification of the HVAC system are being explored.
    • The registry list for pantry sponsorship opportunities is in process.
    • Floor tiles in the back of building were installed with black mastic and will require remediation.

  • Food Insecurity Issues Report Amy Zisook
    • Trustee Zisook and Clerk Brown will deliver bags to nurses at District 112 schools and Highland Park High School with healthy snacks.
    • The monthly weekend bag program at a District 112 school has begun. Thanks to residents for donating 60-70 bags per month and money for produce.

  • Food Pantry Report Anne Flanigan Bassi
    • Thanks to Ravinia Festival for hosting a food drive at the Fiesta Ravinia concert on September 17. Thanks to Staff Contreras and family for their assistance.
    • Thanks to Marcy Manning at Vintage Bliss and Co for holding a food drive in November.
    • Trader Joe's Northbrook store will not be able to be a pick-up site for the Pantry at this time.
    • Thanks to Michael Stroz and Michael Babian for weekly pickup of produce at the Ravinia Farmer's Market this summer.
    • Thanks to local gardeners and North Shore Congregation Israel for produce donations this summer.
