MINUTES OF REGULAR BOARD MEETING

April 17, 2018, 7:00 PM

The meeting was called to order at 7:00 p.m., and upon roll call the following members were present: Supervisor Anne Flanigan Bassi, Trustees Dwayne Douglas, Cindy Wolfson and Amy Zisook.
Absent: Trustee Pablo Alvarez.
Also present: Assessor Cynthia Plouché, Clerk Gail Feiger Brown, Videographer Clyde Jennings, Human Resource consultant Bryan Glancy and Moraine Township resident Janet Freed.

Public Comment
There was no public comment.

Approval of Minutes
Trustee Zisook moved, seconded by Trustee Wolfson, to approve the Regular Board Meeting Minutes of March 15, 2018. The motion passed unanimously by voice vote.

Approval of Bills
Trustee Douglas moved, seconded by Trustee Zisook, approval of the bills for the period March 14-April 17, 2018 in the following amounts: $350,311.69 General Assistance Fund, $21,183.47 Town Fund. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Douglas, Wolfson and Zisook; voting Nay: none.

Action Items

  • Re-appointment of Carolyn Cerf to Ethics Commission for a two-year term
  • Trustee Wolfson moved, seconded by Trustee Douglas to re-appoint Carolyn Cerf to the Ethics Commission for a two-year term. The motion passed unanimously by voice vote.

  • Approval of IT and telephone contract with Lakeshore IT Solutions for buildout at 794-800 Central Avenue
  • Trustee Wolfson moved, seconded by Trustee Zisook to approve the IT and telephone contract with Lakeshore IT Solutions for the buildout at 794-800 Central Avenue for $16, 864.89 plus $82.00 shipping, totaling $16,946.89. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Douglas, Wolfson and Zisook; voting Nay: none.

  • Approval of amendment to contract with Paul Borg Construction for buildout at 794-800 Central Avenue
  • Trustee Douglas moved, seconded by Trustee Zisook to table approval of the amendment to contract with Paul Borg Construction for the buildout at 794-800 Central Avenue until May 10, 2018. The motion passed unanimously by voice vote.

  • Amendment to Ordinance 1110163 Establishing a Policy for the Reimbursement of All Travel, Meal and Lodging Expenses of Officers and Employees in Moraine Township, Illinois
  • Trustee Alvarez moved, seconded by Trustee Zisook to adopt the Amendment to Ordinance 1110163 Establishing a Policy for the Reimbursement of All Travel, Meal and Lodging Expenses of Officers and Employees in Moraine Township, Illinois. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Alvarez, Wolfson and Zisook; voting Nay: none.

    Reports

    • Assessor's Report Cynthia Plouché
      • The Assessor’s staff is conducting property reviews and updates to determine final valuation of residential and commercial properties for the 2018 assessments for Real Estate Tax payable in 2019.
      • The Lake County Treasurer will be mailing tax bills to residents in early, with installments due in June and September. Moraine Township residents are encouraged to call the Assessor’s office with any questions.


    • Supervisor's Report Anne Flanigan Bassi
      • Supervisor Bassi has engaged Human Resource consultant Bryan Glancy to perform an HR audit for the Township. Mr. Glancy was introduced to the Board of Trustees. Mr. Glancy has worked with other townships and is a former Warren Township Trustee.
      • Personnel:
        • Debi Gordon is transitioning from Moraine Township office administrator to part-time employee as of April 1. She will continue to manage the buildout.
        • Donna Novickas is returning on an as-needed basis as cemetery manager for Daggitt and Mooney Cemeteries.
        • Kari Guhl, longtime Food Pantry volunteer, is becoming volunteer coordinator of the 40-50 weekly Food Pantry volunteers and hundreds of casual volunteers. She is helping coordinated volunteers for the postal drive.
        • Moraine Township has advertised for a full-time summer intern to assist with clerical and Food Pantry operations during Debi Gordon’s transition.
        • Luis Gonzalez, a former employee, is available this summer to assist with the new Pantry.
      • Moraine Township is now an official passport agency. We plan to begin processing Passport applications in May.
      • Trustees were given service reports for the 15 month period January, 2017 through March, 2018. Food Pantry and Door-to-Door van service usage have both increased.
      • The Internal Revenue Service conducted a quality review of the Township’s Volunteer Income Tax Assistance (VITA) program and our program scored 100%.
      • The Click to Equip registry for the new Pantry has raised over $56,000.00.
      • Thanks to Trustee Zisook for registering the Township as a participant in the Park District of Highland Park July 4 holiday parade.
      • Congratulations to the League of Women Voters of Highland Park/Highwood for being honored at the July 4 holiday parade on their 90th birthday.
      • Supervisor Bassi applied for a grant from Home Depot for $5,000.00. Thanks to Door-to-Door van service driver Ralph Ortiz for the referral.
      • Thanks to Northbrook Macy’s employees for their donation of $625.00 and thanks to Macy’s for matching the donation.
      • Thanks to Trustee Pablo Alvarez, the Latino Advisory Committee, and Moraine Township webmaster Sarah Lippai for completing the Spanish translation of pertinent information on the Township website.

    • Trustee Zisook met with LCCTSC Chair Kathleen O’Connor, Ashley Lucas of LCDOT, and consultants to discuss expanding Moraine Township’s Door-to-Door Van Service hours.
