MINUTES OF REGULAR MEETING

February 22, 2018, 7:00 PM

The meeting was called to order at 7:00 p.m., and upon roll call the following members were present: Supervisor Anne Flanigan Bassi, Trustees Pablo Alvarez and Amy Zisook. Absent: Trustees Dwayne Douglas and Cindy Wolfson.
Also present: Clerk Gail Feiger Brown, Administrator Debi Gordon, Videographer Vic Bassi, and Moraine Township resident Daniel Gold.

Public Comment
Daniel Gold, Co-President of the Direct Giving Lab, introduced the program to the Board of Trustees.

Approval of Minutes
Trustee Zisook moved, seconded by Trustee Alvarez, to approve the Regular Board Meeting Minutes of February 8, 2018. The motion passed unanimously by voice vote.

Approval of Bills
Trustee Zisook moved, seconded by Trustee Alvarez, approval of the bills for the period February 7-20, 2018 in the following amounts: $4,394.43 General Assistance Fund, $33,662.59 Town Fund. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Alvarez and Zisook; voting Nay: none.

Action Items

  • Amendment to Ordinance Establishing a Policy for the Reimbursement of All Travel, Meal and Lodging Expenses of Officers and Employees in Moraine Township, Illinois
  • Trustee Alvarez moved, seconded by Trustee Zisook to table until March 15 the Amendment to the Ordinance Establishing a Policy for the Reimbursement of All Travel, Meal and Lodging Expenses of Officers and Employees in Moraine Township, Illinois. The motion to table the amendment passed unanimously by voice vote.

  • Supervisor's Report Anne Flanigan Bassi
    • On February 21, a meeting was held at the Township office on Senior Services. Thanks to Martin Perez of Catholic Charities and Linda Contreras and Lupe Somerville of Moraine Township for presenting information on services for seniors.
    • Thanks to Highland Park High School student Sophie Drayluck, whose program Cycle Forward is raising funds to donate feminine hygiene supplies to Township residents. Feminine hygiene supplies cannot be purchased with a SNAP card.
    • The Volunteer Income Tax Assistance (VITA) program is ongoing and successful. Thanks to co-coordinators Ron Altman and Donna Novickas, and many volunteers.
    • Thanks to videographer Vic Bassi.


  • Buildout Report Debi Gordon
    • Supervisor Bassi and Debie and Anne met with contractor this week and architect was on the phone. During interior demolition they ran into unanticipated issues which will add to the cost of the project. We should have final figures in the next few weeks and hope to receive permits next week.


  • Latino Advisory Committee Report
  • No report.

  • Food Insecurity Issues Report Amy Zisook
    • Trustee Zisook and Clerk Brown are working on the spring break breakfast/lunch bag program.
    • The Highland Park High School Drop-In Center has experienced increased need for food.
    • The school nurse program is in its second year and several schools have requested additional food.


  • Food Pantry Report Anne Flanigan Bassi
    • Thanks to school food drives and donations from grocery stores, the Pantry is well-stocked.
    • Thanks to Mariano‚Äôs in Buffalo Grove for offering food weekly. Volunteers are needed to pick up the food and transport back to the Pantry.


  • Lake County Coordinated Transportation Services Committee (LCCTSC) Amy Zisook
  • Trustee Zisook attended the LCCTSC meeting on February 21.

  • Community Family Center (CFC) Report Gail Feiger Brown
  • Clerk Brown participated in a CFC teleconference board meeting on February 9. The future of a joined space is unclear. Two agencies are looking for new space, and others have invested in their current spaces.

  • Human Relations Commission (HRC) Report
  • No report.

  • Cemetery Report
  • No report.

New Business

  • Budget Anne Flanigan Bassi
    • Supervisor Bassi distributed to Trustees a preliminary draft of the Budget, cashflow summaries, personnel allocation costs and departmental spending information.

With no further business to conduct, Trustee Alvarez moved, seconded by Trustee Zisook, that the meeting be adjourned at 7:45 p.m. The motion passed unanimously by voice vote.
