Moraine Township

The meeting was called to order at 7:00 p.m., and upon roll call the following members were present: Supervisor Anne Flanigan Bassi, Trustees Pablo Alvarez, Dwayne Douglas, Cindy Wolfson and Amy Zisook.
Also present: Clerk Gail Feiger Brown, Administrator Debi Gordon, Carrie Callas (Family Service), Jori Rosenblatt (JCYS Champ Camp), Susan Shulman (Highland Park/Highwood Legal Aid Clinic), and Township resident Bill Laegeler.

Agency Presentations

  • Carrie Callas, Family Service of Lake County
  • The Township was thanked for its grant to Family Service that helps fund individual and family counseling and the Latino Youth Continuum which includes Nuestro Center. 72% of all agency services are delivered in the Township. The Connect case management program closed this year.

  • Jori Rosenblatt, JCYS Champ Camp
  • The Township was thanked for its grant which funds scholarships at JCYS Champ Camp. 100% of the campers are Township residents; 73 of the 76 campers received scholarships. They are bussed from summer school at Oak Terrace School to camp daily for 5 weeks and make it possible for parents to work. Campers learn to swim, play tennis and other traditional camp activities.

  • Susan Shulman, Highland Park/Highwood Legal Aid Clinic
  • The Township was thanked its grant which helped fund legal services in the areas of housing, immigration and domestic violence. 90% of clients are Township residents. Alicia De La Cruz, formerly of Open Communities, has provided invaluable bilingual housing assistance.

Motion to Amend the Order of Business
Trustee Douglas moved, seconded by Trustee Zisook, to amend the order of business, moving the Buildout Report to be presented after Agency Presentations. The motion passed unanimously by voice vote.

Buildout Report Debi Gordon

  • The building permit has been submitted to the City of Highland Park for review and approval. The review process can take up to 45 days.
  • Several open permits from the prior owners have now been closed out.
  • General Contractor Paul Borg is in the process of being licensed by the City of Highland Park.
  • Thanks to resident Jimmy Mordini for assisting with repairs to a broken water meter owned by the City of Highland Park. The Township paid $350.00 for a new meter.
  • Interior demolition will commence once the City of Highland Park gives permission for pre-demolition.
  • Administrator Gordon will work with the electrical contractor to ensure that fixtures qualify for financial incentives from Commonwealth Edison.

Approval of Minutes
Trustee Zisook moved, seconded by Trustee Douglas, to approve the Regular Board Meeting Minutes of December 14, 2017. The motion passed unanimously by voice vote.

Approval of Bills
Trustee Douglas moved, seconded by Trustee Wolfson, approval of the bills for the period December 12, 2017-January 9, 2018 in the following amounts: $10,601.47 General Assistance Fund, $72,580.68 Town Fund. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Alvarez, Douglas, Wolfson and Zisook; voting Nay: none.

Trustee Zisook moved, seconded by Trustee Wolfson, Adoption of Moraine Township Sexual Harassment Ordinance and Policy. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Alvarez, Douglas, Wolfson and Zisook; voting Nay: none.


  • Assessor's Report
  • No report.

  • Supervisor's Report Anne Flanigan Bassi
    • Supervisor Bassi distributed to Trustees a service report for the fifteen month period October, 2016 through December, 2017. Services increased in December.
    • Welcome to new Door-to-Door Van Service driver Matt Jennings. We are addressing issues with driver recertification.
    • Thanks to local middle school student Grace Rosenberg, who donated over 80 children's birthday bags filled with age appropriate party supplies and toys.
    • Condolences to Deputy Assessor Barb Werhane on loss of her mother-in-law and to General Assistance Manager Lupe Somerville on loss of her grandmother. The Township sent flowers to both funerals.
    • A meeting was held at the office on January 10 for Volunteer Income Tax Assistance (VITA) volunteers. Spanish speaking volunteers or translators are needed; they must undergo Ethics training and agree to weekly shifts for ten weeks.
    • The Township will honor Sunset Foods by resolution at the January 25 Regular Board Meeting.
    • The Township has been approved as a Passport processing site. Supervisor Bassi, Clerk Brown, Administrator Debi Gordon, and Staff Contreras and Somerville will be trained as processors.
    • The implementation of an electronic timekeeping system is moving forward.

  • Latino Advisory Committee Report Pablo Alvarez
  • Trustee Alvarez has forwarded Spanish translations of salient parts of the Moraine Township website to Sarah Lippai, our website administrator.

  • Food Insecurity Issues Report Amy Zisook
  • 70 winter break breakfast/lunch bags were distributed to families over the December school vacation.

  • Food Pantry Report Anne Flanigan Bassi
    • Volunteers and drivers have been recruited for the food drive for the Township at the January 15 Martin Luther King Day of Service. Members of Congregation BJBE will come to the Pantry in the afternoon to assist with unloading and sorting the donations.
    • In 2017, over 3093 bags were donated to the Pantry by community members and through food drives.
    • The Click to Equip campaign for the new Pantry has raised $31,551.00 to date.

  • Senior Services Task Force Report
  • No report.

  • Lake County Coordinated Transportation Services Committee (LCCTSC) Amy Zisook
  • Public meetings on paratransit will be held at four different locations including one at the Highland Park Police Station on Thursday January 25, from 9:00 a.m. to 11:00 a.m.

  • Trustee Wolfson is unable to attend the Domestic Violence Council program for first responders on Elder Abuse.
  • Trustee Alvarez thanked the Township for helping a family in distress this week.

Executive Session

With no further business to conduct, Trustee Douglas moved, seconded by Trustee Wolfson, that the meeting be adjourned at 8:39 p.m. The motion passed unanimously by voice vote.
