Moraine Township

The meeting was called to order at 7:00 p.m., and upon roll call the following members were present: Supervisor Anne Flanigan Bassi, Trustees Pablo Alvarez, Dwayne Douglas, and Cindy Wolfson.
Absent: Trustee Amy Zisook.
Also present: Clerk Gail Feiger Brown and Moraine Township resident Janet Freed.

Public Comment
There was no public comment.

Approval of Minutes
Trustee Wolfson moved, seconded by Trustee Alvarez, to approve the Regular Board Meeting Minutes of June 14, 2018 and June 28, 2018. The motion passed unanimously by voice vote.

Approval of Bills
Trustee Douglas moved, seconded by Trustee Wolfson, approval of the bills for the period June 29-July 11, 2018 in the following amounts: $5,175.81 General Assistance Fund, $35,985.16 Town Fund. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Alvarez, Douglas and Wolfson; voting Nay: none.

Action Items

  • Approval of six-month IT service contract
  • Trustee Douglas moved, seconded by Trustee Alvarez, to table approval of the six-month IT contract until the next Board Meeting. The motion passed unanimously.
  • Approval of amendment to contract with Paul Borg Construction for buildout at 794-800 Central Avenue
  • Trustee Douglas moved, seconded by Trustee Alvarez, to table approval of Amendment to contract with Paul Borg Construction for buildout at 794-800 Central Avenue until the next Board Meeting. The motion passed unanimously by voice vote.


  • Assessor's Report Cynthia Plouché
    • 800 appeals have been submitted on-line and the office has handled many as well.

  • Supervisor's Report Anne Flanigan Bassi
    • The Food Pantry moved over three weeks ago and opened for business last week. The new client-choice program has been well received by clients, but is more staff intensive and requires more volunteers.
    • The Supervisor’s office moved today and the workspace function and design seem to work.
    • A storage space has been rented at Extra-Space Storage, Highland Park for Assessor and Supervisor documents.
    • Supervisor Bassi staffed a table at the June 29 Art Center event for outreach and a food drive.
    • Supervisor Bassi, Trustee Zisook and Staff Debi Gordon attended a meeting on July 5 at Highland Park City Hall hosted by Highland Park City Manager Ghida Neukirch to address parking concerns in the vicinity of the new office. There is inadequate parking in our lot for employees, volunteers, and clients, and there is inadequate parking in the neighborhood.
    • Thanks to Lake Forest College for their donations of food at the conclusion of their school year. Thanks to Matt Pestine for picking up the donations.
    • Van and pantry usage continue to increase.
    • Welcome to Carol Pomerantz, the new volunteer coordinator. She will begin employment at the end of the summer.
    • Supervisor Bassi received a notice from City of Highland Park that the Central Business District intends to establish a special assessment area. The City was informed of Moraine Township’s tax-exempt status.
    • Supervisor Bassi rode in the Fourth of July parade with her granddaughter Lucy Friedline in a car decorated with Moraine Township logos and on loan from Porsche Exchange.

  • Buildout Report Anne Flanigan Bassi
    • We have received an occupancy permit for the office.
    • The Food Pantry is fully operational.
    • Thanks to Staff Debi Gordon, who is a visionary and implementation genius.
    • There is a sewer break in the parking lot that has to be found and repaired.
    • Supervisor Bassi and Staff Debi Gordon are still working to resolve the change order contract amendment with Paul Borg Construction.
    • Architect Tim Brown is out of the country. Once he returns, Supervisor Bassi and Staff Gordon will do a walkthrough with him and the contractor.
    • Donations to the Click to Equip registry are now over $91,000.00 thanks to Trustee Zisook’s fundraising efforts.

  • Food Insecurity Issues Report Amy Zisook
  • Over sixty bags were distributed for the second bag of the summer breakfast/lunch school bag program.

  • Food Pantry Report Anne Flanigan Bassi
  • Clients have had a positive response to the new Pantry. Check-out procedures are time consuming and may be modified. Pantry usage has increased.

  • Pantry Plants Garden Report Anne Flanigan Bassi
  • Volunteers will be working in the garden this weekend. Due to inclement weather delays a lot of work needs to be done.

Old Business

New Business
Supervisor Bassi was contacted by Lake County Board member Mike Rummel and was informed that Libertyville Township also had an assessor vacancy. The Board authorized Supervisor Bassi to contact the Supervisors of Libertyville and West Deerfield Townships for an initial exploration of feasibility and interest in consolidating the three assessment functions.

Executive Session

With no further business to conduct, Trustee Douglas moved, seconded by Trustee Wolfson, that the meeting be adjourned at 7:58 p.m. The motion passed unanimously by voice vote.
