The meeting was called to order at 7:00 p.m., and upon roll call the following members were present: Supervisor Anne Flanigan Bassi, Trustees Pablo Alvarez, Dwayne Douglas, Cindy Wolfson and Amy Zisook.
Also present: Clerk Gail Feiger Brown and videographer John Burrell.

Public Comment
There was no public comment.

Approval of Minutes
The Minutes from the July 12, 2018 Regular Board Meeting, the Special Board Meeting of July 17, 2018 and the Executive Session of July 17, 2018 will be submitted for approval at the August 23 Board Meeting.

Approval of Bills
Trustee Douglas moved, seconded by Trustee Zisook, approval of the bills for the period July 12-July 25, 2018 in the following amounts: $7,104.60 General Assistance Fund, $29,816.50 Town Fund. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Alvarez, Douglas, Wolfson and Zisook; voting Nay: none.

Action Items

  • Approval of six-month IT service contract with Lakeshore IT Solutions
  • Trustee Alvarez moved, seconded by Trustee Wolfson, approval of the six-month IT contract for IT and phone maintenance service with Lakeshore IT Solutions in the amount of $500.00 per month. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Alvarez, Douglas, Wolfson and Zisook; voting Nay: none.
  • Approval of amendment to contract with Paul Borg Construction for buildout at 794-800 Central Avenue
  • Trustee Douglas moved, seconded by Trustee Zisook, to table until the next Board Meeting, approval of the contract amendment with Paul Borg Construction. The motion passed unanimously by voice vote.

  • Supervisor's Report Anne Flanigan Bassi
    • Trustees were given a 15-month report of Township services from April, 2017 through June, 2018. Food pantry and Door-to-Door van service usage continue to increase.
    • The client-choice Food Pantry is appreciated by clients. Supervisor Bassi is working with staff on check-out procedures. Scott Jewitt and Tom Hong from Northern Illinois Food Bank toured the Pantry on July 18.
    • Supervisor Bassi and Staff Linda Contreras will visit the Vernon Township Food Pantry on July 27 to observe their check-in and check-out procedures.
    • Staff Lupe Somerville’s weekly office hours at West Deerfield Township will change from all-day Tuesday to Tuesday and Thursday afternoons. This will accommodate the new Food Pantry schedule.
    • Moraine Township signs have been posted on every parking spot in the parking lot to try to discourage people visiting neighboring businesses from parking in our lot.
    • The Assessor staff moved to the new office on July 18.
    • Surveys and self-addressed stamped envelopes were mailed to 115 riders of the Door-to-Door van service. We received over 25 responses within the first week. Most riders rated the services 10 on scale of 1 to 10.
    • Thanks to a generous van rider for her $200 contribution which will be used to subsidize rides for residents who are struggling financially.
    • Supervisor Bassi opened a safe deposit box at First Bank of Highland Park for the Mooney Cemetery historical records, including Mrs. Mooney’s handwritten ledger from the 1800’s and Township index cards from the 1960’s forward. Supervisor Bassi, Trustee Zisook, and cemetery manager Donna Novickas are signatories.
    • The Audit is almost final.
    • Supervisor Bassi is drafting the grant application for the Healthcare Foundation.
    • TOIRMA will be coming out to reassess the insurance for new office as occupied; we will no longer be paying renters’ insurance. Insurance will include the replacement value for entire IT system.
    • An open house for the public will be scheduled this fall. Trustees Wolfson and Zisook and Clerk Brown will schedule the event. Staff Debi Gordon will be recognized for her outstanding efforts on the buildout.

  • Buildout Report Anne Flanigan Bassi
    • We have received an occupancy permit via email.
    • Supervisor Bassi and Staff Debi Gordon talked to contractor Scott Bronson on July 26 to negotiate adjustments to the change orders to the contract. Change orders include walls, doors, outlets, floors and the fire alarm system.
    • The final walkthrough with Architect Tim Brown and contractor Scott Bronson will be scheduled in August.

  • No report.

  • Food Insecurity Issues Report Gail Feiger Brown and Amy Zisook
  • Many bags were distributed for the second bag of the summer breakfast/lunch school bag program. The final bag of the summer program will be packed by volunteers on July 27.

  • Food Pantry Report Anne Flanigan Bassi
    • Volunteers will now be picking up weekly at Jewel Foods Highland Park. Manager Scott Cygan has been very generous. Jewel will also be donating small produce bags.
    • Thanks to Elizabeth Zweiback for transporting perishable food items to St. James Food Pantry weekly on Thursdays.

  • Pantry Plants Garden Report Anne Flanigan Bassi
  • We’ve received fabulous produce from our garden, as well as the Organic Garden, North Shore Congregation Israel and the Ravinia Farmers’ Market.

  • Lake County Coordinated Transportation Services Committee (LCCTSC) Amy Zisook
  • LCCTSC met to review the consultants’ report. Moraine Township is a high need area for transportation services. Expansion of our service into evenings and weekends will be explored.

With no further business to conduct, Trustee Douglas moved, seconded by Trustee Alvarez, that the meeting be adjourned at 7:44 p.m. The motion passed unanimously by voice vote.
