The meeting was called to order at 7:00 p.m., and upon roll call the following members were present: Supervisor Anne Flanigan Bassi, Trustees Pablo Alvarez, Dwayne Douglas, Cindy Wolfson and Amy Zisook.
Also present: Clerk Gail Feiger Brown.

Public Comment
There was no public comment.

Approval of Minutes
Trustee Alvarez moved, seconded by Trustee Wolfson, to approve the Regular Board Meeting Minutes of May 24, 2018. The motion passed unanimously by voice vote.

Approval of Bills
Trustee Douglas moved, seconded by Trustee Zisook, approval of the bills for the period May 23-June 12, 2018 in the following amounts: $10,036.97 General Assistance Fund, $237,113.85 Town Fund. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Alvarez, Douglas, Wolfson and Zisook; voting Nay: none.

Action Items

  • Trustee Douglas moved, seconded by Trustee Zisook, approval of contract with Moraine Township Assessor Cynthia Plouché, under 35 ILCS 200/2-60(b). Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Alvarez, Douglas, Wolfson and Zisook; voting Nay: none.


  • Assessor's Report Cynthia Plouché
    • Reminders have been mailed to commercial property owners regarding assessment reductions; documentation is needed to demonstrate high levels of vacancy.
    • Moraine Township assessment notices are being mailed out on June 13, 2018. The projected publication date will be June 14, 2018; the last day to file complaints is July 16, 2018. Residential properties will have fourteen (14) days from that date in which to file appraisals and commercial/industrial properties will have thirty (30) additional days to file appraisals.
    • For this year, the County Equalization Factor is 1.0058. This means all properties within the Township will see a slight increase, 0.58%, in their 2018 property assessment.
    • The assessor’s office is eager to help residents understand their assessments and answer any assessment or exemption questions.

  • Supervisor's Report Anne Flanigan Bassi
    • Supervisor Bassi distributed the 15 month report on services from March, 2017 through May, 2018. Pantry usage and Door-to-Door van service usage continue to increase.
    • Welcome to the new summer intern Laynie Kuhlman, who has been a great help in the office.
    • Two passports have been processed under the new passport program.
    • Trustees are invited and encouraged to attend the Township Officials of Illinois Educational seminar which will be held August 9 in Naperville.
    • The assessor’s office has a leased copier which may be purchased now or at the end of the lease August, 2019. The Supervisor is assessing the cost/benefit.
    • Supervisor Bassi has received a draft of the audit and is working on the management discussion and analysis (MD & A).
    • A reception will be held prior to the June 24 Board Meeting to honor and thank Moraine Township Assessor Cynthia Plouché.

  • Buildout Report Anne Flanigan Bassi
    • Thanks to Trustee Zisook for her fundraising efforts on the Click to Equip registry. Almost $79,000.00 has been raised to date.
    • Thanks to Walmart for approving our grant for a glass fronted refrigerator/freezer for the client shopping area.
    • The floor of the Pantry need to be painted rather than ground down and polished, at a cost of $8,100.00.
    • A fire alarm inspection was held on June 14 by city fire inspectors and we passed inspection.
    • Supervisor Bassi is working with Georgann Humphrey and others on the Donor Wall which will recognize the donors to the Click-to-Equip capital campaign.
    • Thanks to Debi Gordon for managing the buildout.

  • Food Insecurity Issues Report Amy Zisook
  • Trustee Zisook, Clerk Brown and volunteers will be packing summer vacation breakfast/lunch bags on June 15.

  • Food Pantry Report Anne Flanigan Bassi
    • Thanks to Leslie and Jay Alter, parents of Tommy Alter, for their donation to bring his fundraising for his bar mitzvah contributions to $5,000.00.
    • Thanks to Lakeside Congregation for 100 boxes of cereal.
    • The Art Center of Highland Park has invited Moraine Township to host a table at an event on Friday June 29. Food will be collected for the Food Pantry and others.
    • Thanks to the organic gardeners at Wayne Thomas School and at Green Bay School for their produce donations.

Old Business

  • Moraine Township Assessor Vacancy Anne Flanigan Bassi
  • Supervisor Bassi distributed to trustees packets with applications from 3 candidates for the Assessor appointment to fill the vacancy along with sample interview questions. A discussion was held about process and schedules. Supervisor Bassi will contact the candidates.

    Former Lake County Board Member and Moraine Township resident Steven Mandel emailed Supervisor Bassi, Trustees, Clerk Brown, Lake County Board President Aaron Lawlor, Lake County Board Member Paul Frank and Highland Park Mayor Nancy Rotering suggesting the consolidation of Moraine Township Assessor’s office into the Lake County Chief Assessment office. Supervisor Bassi sent a response outlining our concerns with independence and accountability. Until there is a way to separate the assessment and review process, the Board agreed with the Supervisor that the centralization plan is not in the best interest of our residents.

  • Fourth of July Parade Amy Zisook
  • Supervisor Bassi and Trustees decided not to have Moraine Township participate in the parade this year. Supervisor Bassi will ride in a car at the head of the parade along with other local elected officials. Trustee Zisook will notify the Park District of Highland Park.

New Business

  • Employee Medical, Dental and Life Insurance Anne Flanigan Bassi
  • Supervisor Bassi discussed with Trustees possible medical, dental and life insurance plans for employees for the year beginning August 1. The plans will be on the Agenda for a vote at the next Board Meeting.

Executive Session

With no further business to conduct, Trustee Douglas moved, seconded by Trustee Alvarez, that the meeting be adjourned at 8:31 p.m. The motion passed unanimously by voice vote.
