MINUTES OF REGULAR BOARD MEETING

June 28, 2018, 7:00 PM

The meeting was called to order at 7:00 p.m., and upon roll call the following members were present: Supervisor Anne Flanigan Bassi, Trustees Pablo Alvarez, Dwayne Douglas, Cindy Wolfson and Amy Zisook.
Also present: Assessor Cynthia Plouché, Clerk Gail Feiger Brown, videographer Clyde Jennings, Moraine Township resident Janet Freed, and future videographer Andrew Henderson.

Public Comment
Moraine Township resident Janet Freed commended Supervisor Bassi and thanked her for all she does for needy people in the community.

Resolution in Recognition of Moraine Township Assessor Cynthia Plouché

Supervisor Bassi read aloud a Resolution in Recognition of Moraine Township Assessor Cynthia Plouché. The Resolution is attached to the Minutes.

Approval of Minutes
Stricken from the Agenda. Minutes will be approved at the July 12 Regular Board Meeting.

Approval of Bills
Trustee Douglas moved, seconded by Trustee Alvarez, approval of the bills for the period June 13-28, 2018 in the following amounts: $8,567.76 General Assistance Fund, $41,254.83 Town Fund. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Alvarez, Douglas, Wolfson and Zisook; voting Nay: none.

Action Items

  • Approval of Employee Blue Cross/Blue Shield Health Insurance Plan Year 8/1/18-7/31/19 Trustee Douglas moved, seconded by Trustee Zisook, approval of Employee Blue Cross/Blue Shield Health Insurance options for the Plan Year 8/1/18-7/31/19. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Alvarez, Douglas, Wolfson and Zisook; voting Nay: none.

  • Approval of Employee Principal Dental and Group Life Insurance Plan Year 8/1/18-7/31/19 Trustee Douglas moved, seconded by Trustee Zisook, approval of Employee Principal Dental and Group Life Insurance Plan Year 8/1/18-7/31/19. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Alvarez, Douglas, Wolfson and Zisook; voting Nay: none.

  • Approval of Contribution to Employee HSA accounts for the Plan Year 8/1/18-7/31/19 Trustee Douglas moved, seconded by Trustee Zisook, approval of Contribution to Employee HSA accounts for the Plan Year 8/1/18-7/31/18. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Alvarez, Douglas, Wolfson and Zisook; voting Nay: none.

  • Approval of summer utility assistance for LIHEAP eligible seniors and disabled residents in the amount of $150 per household for stand-alone households Trustee Zisook moved, seconded by Trustee Wolfson, approval of summer utility assistance for LIHEAP eligible seniors and disabled residents. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Alvarez, Douglas, Wolfson and Zisook; Voting Nay: none.

Reports

  • Assessor's Report Cynthia Plouché
    • The number of appeals has been at a slower pace than recent years, in part because the Quadrennial Reassessment is next year. Assessment changes made this year will be in place for one year only, as all parcels will be reviewed and reassessed in 2019.
    • To date, we have just under 300 appeals. Additionally we have settled close to 90 appeals in the office and another 100 corrections have been written the large majority of which are for new senior exemptions. The deadline for filing appeals is Monday July 16.


  • Supervisor's Report Anne Flanigan Bassi
    • Welcome to Elizabeth Astudillo, our second summer intern, who has been hired this week on a part-time basis. She is a rising senior at DePauw University in Indiana.
    • Passport processing has rolled out slowly due to the move.
    • Supervisor Bassi reminded Trustees about attending July 19 or Aug 9 TOI seminars.
    • Supervisor Bassi is still working on the audit MD & A.
    • On June 13 Supervisor Bassi attended an emergency preparedness training session at the Highland Park Police Station.
    • Supervisor Bassi and Trustees concurred that Moraine Township should continue its membership in Township Officials of Illinois.
    • Trustee Zisook and Supervisor Bassi met with John Beckwith from the Healthcare Foundation on June 28 to discuss our Door-to-Door van service.
    • Thanks to Clyde Jennings, our volunteer videographer for the last three years. He has just graduated from Highland Park High School and will be attending University of Wisconsin-Milwaukee in the fall.
    • Welcome to Andrew Henderson our new volunteer videographer, who is a rising sophomore at Highland Park High School.


  • Buildout Report Anne Flanigan Bassi
    • The occupancy permit for the new Pantry has been issued.
    • Debi Gordon has professionally and expertly managed our buildout. Her services are invaluable.
    • Thanks to Amy Zisook for helping obtain donations for the new Pantry, which now exceed $87,000.00.


  • Latino Advisory Committee Report
  • No report.

  • Food Insecurity Issues Report Amy Zisook
  • For the first bag of the summer breakfast/lunch bag program, 116 bags were distributed in June. Bag #2 will be packed June 29.

  • Food Pantry Report Anne Flanigan Bassi
    • Condolences to Sam Bernstein on death of his brother Brian David Bernstein. The family has requested memorial donations be made to the Moraine Township Food Pantry.
    • Thanks to the Cleaning Authority for collecting 70 bags from customers to donate to the Pantry.
    • Supervisor Bassi will be attending an event June 29 at The Art Center featuring a food drive for the Pantry.
    • Pantry clients have received flyers in English, Spanish, Polish, Russian and Armenian with new Pantry hours and location. The new Pantry hours will be Tuesdays and Thursdays 9:00 a.m. to noon and Wednesdays 1:00 p.m.-3:30 p.m.
    • Signage for the new Pantry and offices has been installed.


  • Pantry Plants Garden Report Anne Flanigan Bassi
  • Work in the garden has been delayed due to rainy weather.

  • Lake County Coordinated Transportation Services Committee (LCCTSC) Amy Zisook
  • Consultants are coming back in a couple of weeks with market study reports.

  • Community Family Center (CFC) Report
  • No report.

  • Human Relations Commission (HRC) Report
  • No report.

  • Cemetery Report
  • No report.

Old Business

  • Moraine Township Assessor Vacancy Anne Flanigan Bassi
  • A special meeting will be held July 17 to interview candidates to fill the Assessor vacancy. Three applications were submitted; one was withdrawn.

New Business

  • Employee Benefits Anne Flanigan Bassi
  • It has long been the policy of Moraine Township to reimburse employees for health club membership. This was codified in the 2006 Employee Handbook. Supervisor Bassi and Trustees concurred to continue this policy. An updated policy will be brought to the Board at a future meeting.

Adjournment
With no further business to conduct, Trustee Douglas moved, seconded by Trustee Alvarez, that the meeting be adjourned at 7:43 p.m. The motion passed unanimously by voice vote.
