MINUTES OF REGULAR BOARD MEETING

May 10, 2018, 7:00 PM

The meeting was called to order at 7:00 p.m., and upon roll call the following members were present: Supervisor Anne Flanigan Bassi, Trustees Pablo Alvarez, Dwayne Douglas, and Amy Zisook.
Absent: Trustee Cindy Wolfson.
Also present: Clerk Gail Feiger Brown and Moraine Township resident Janet Freed.

Public Comment
There was no public comment.

Citizen Advisory Grant Committee Report Dwayne Douglas
The Citizen Advisory Grant Committee Summary and Report was distributed to the Board of Trustees. Thanks to John Ropiequet, Chair and members Wendy Abrams, Laura Biagi, Ginny Schulte and Bill Laegeler.

Approval of Minutes
Trustee Zisook moved, seconded by Trustee Alvarez, to approve the Regular Board Meeting Minutes of April 17, 2018. The motion passed unanimously by voice vote.

Approval of Bills
Trustee Douglas moved, seconded by Trustee Alvarez, approval of the bills for the period April 18 –May 9, 2018 in the following amounts: $16,352.01 General Assistance Fund, $56,924.05 Town Fund. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Alvarez, Douglas, and Zisook; voting Nay: none.

Action Items

  • Semi-Annual Review of Closed Session Minutes
  • Trustee Zisook moved, seconded by Trustee Douglas adoption of the Resolution of the Board of Trustees of Moraine Township Concerning Semi-Annual Review of Closed Session Minutes. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Alvarez, Douglas and Zisook; voting Nay: none.

  • Adoption of Moraine Township Budget and Appropriation Ordinance For the Fiscal Year April 1, 2018 to March 31, 2019
  • Trustee Douglas moved, seconded by Trustee Zisook, Adoption of Moraine Township Budget and Appropriation Ordinance FY2018-2019. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Alvarez, Douglas and Zisook; voting Nay: none.

  • Approval of FY2018-2019 Agency Grants
  • Trustee Zisook moved, seconded by Trustee Douglas, Approval of the FY2018-2019 Agency Grants in the amount of $175,000.00. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustee Alvarez, Douglas and Zisook; voting Nay: none.

  • Acceptance of resignation of Moraine Township Assessor Cynthia Plouché effective June 11, 2018
  • Trustee Alvarez moved, seconded by Trustee Douglas, Acceptance of the Resignation of Moraine Township Assessor Cynthia Plouché effective June 11, 2018. The motion passed unanimously by voice vote.

    • Assessor's Report
    • No report.

    • Supervisor's Report Anne Flanigan Bassi
      • As of June 1, the Township will lease the current office space from Sunset Foods on a day-to-day lease.
      • There will be no change to employees’ Principal dental and life insurance premium costs in the renewal for the Plan year August 1, 2018 to July 31, 2019.
      • The auditors completed their work reviewing our Township’s accounting records for the fiscal year April 1, 2017 to March 31, 2018.
      • Passport processing will begin mid-May. A May 15 Highlander article will promote the new program processing passport applications for first time applicants. Supervisor Bassi is working with webmaster Sarah Lippai and General Assistance Manager Lupe Somerville on procedures and website information.
      • General Assistance Manager Lupe Somerville and Staff Linda Contreras attended program supervisor training on May 9. The vans have continued maintenance issues and may be replaced in August.
      • Supervisor Bassi has received applications for the position summer intern. Phone and in-person interviews will be conducted.


    • Buildout Report Anne Flanigan Bassi
      • Architect Tim Brown will visit and review the buildout site on May 14.
      • Supervisor Bassi is reviewing amendments to the contract with Paul Borg Construction.
      • Thanks to Northern Illinois Food Bank for applying to WalMart on the Township’s behalf to pay for 75% of the cost of a freezer and a refrigerator.
      • IC Signs and Graphics, Highwood, will submit quotes for window and street signs.
      • Thanks to the Don Foundation for their $5,000.00 pledge. As of May 10, the Community Chest has received over $62,000.00 in donations and pledges for pantry equipment.
      • Supervisor Bassi discussed procedures at the new Pantry with the Trustees.


    • Latino Advisory Committee Report Pablo Alvarez
    • The Committee met April 19, and discussed the new office and pantry, issues in the community and schools. The committee will meet quarterly going forward.

    • Food Insecurity Issues Report Amy Zisook
    • Trustee Zisook and Clerk Brown are working on the breakfast/lunch summer bag program and District 113 summer school food.

    • Food Pantry Report Anne Flanigan Bassi
      • Thanks to Trustee Zisook, Staff Debi Gordon and volunteer coordinator Kari Guhl for coordinating the postal drive, which will be held May 12. Thanks to union steward and mail carrier and coordinator Joe Cholewa, who was featured in the Highland Park News. Refreshments will be offered to mail carriers.
      • Thanks to Tommy Alter, who for his Bar Mitzvah requested donations to an Allergy and Special Diet Section of the Food Pantry. As of May 10, $838.00 has been donated.


    • Lake County Coordinated Transportation Services Committee (LCCTSC) Amy Zisook
    • No report.

    • Community Family Center (CFC) Report Amy Zisook
    • Trustee Zisook attended the April 27 CFC Board Meeting. A sub-committee has been formed to evaluate the dissolution of CFC in light of the member agencies’ current and future locations. Trustee Zisook is a member of the sub-committee.

    • Human Relations Commission (HRC) Report
    • No report.

    • Cemetery Report Anne Flanigan Bassi
      • Thanks to Trustee Wolfson and Donna Novickas for their work on the cemetery management system.
      • Trustee Wolfson sent Larry Pasquesi a list of all veterans buried at Daggitt and Mooney cemeteries so that flags can be placed at veterans’ graves in observance of Memorial Day.

    • Fourth of July parade Amy Zisook
    • Trustee Zisook discussed the Township’s participation in the Park District of Highland Park’s Fourth of July parade.

    With no further business to conduct, Trustee Douglas moved, seconded by Trustee Zisook, that the meeting be adjourned at 8:25 p.m. The motion passed unanimously by voice vote.
