MINUTES OF REGULAR BOARD MEETING

May 24, 2018, 7:00 PM

The meeting was called to order at 7:00 p.m., and upon roll call the following members were present: Supervisor Anne Flanigan Bassi, Trustees Dwayne Douglas, Cindy Wolfson and Amy Zisook.
Also present: Assessor Cynthia Plouché, Clerk Gail Feiger Brown, and videographer Joe Hmieleski.
Trustee Pablo Alvarez arrived at 7:24 p.m.

Public Comment
There was no public comment.

Approval of Minutes
Trustee Douglas moved, seconded by Trustee Zisook, to approve the Regular Board Meeting Minutes of May 10, 2018 and the Public Hearing of May 10, 2018 regarding the Moraine Township Budget and Appropriation Ordinance for the Fiscal Year April 1, 2018 to March 31, 2019. The motion passed unanimously by voice vote.

Approval of Bills
Trustee Douglas moved, seconded by Trustee Wolfson, approval of the bills for the period May 10-24, 2018 in the following amounts: $8,695.29 General Assistance Fund, $136,613.21 Town Fund. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Douglas, Wolfson and Zisook; voting Nay: none.

Action Items

  • Approval of amendment to contract with Paul Borg Construction for buildout at 794-800 Central Avenue
  • Trustee Zisook moved, seconded by Trustee Wolfson to Table to a future Board Meeting. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Douglas, Wolfson and Zisook; voting Nay: none.

  • Approval of Moraine Township Prevailing Wage Ordinance
  • Trustee Wolfson moved, seconded by Trustee Douglas, Approval of Moraine Township Prevailing Wage Ordinance. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Douglas, Wolfson and Zisook; voting Nay: none.

Reports

  • Assessor's Report Cynthia Plouché
  • The assessor staff is preparing to close the Township Assessment books June 8. Publication (resident blue cards) are scheduled for June 21. Residents are encouraged to come to the Assessor’s office with any questions about their assessments.

  • Supervisor's Report Anne Flanigan Bassi
    • Supervisor Bassi distributed the 15 month report on services from February, 2017 through April, 2018. Pantry usage and Door-to-Door van service usage have both increased.
    • Supervisor Bassi is working with the insurance broker on employee health insurance.
    • HR consultant Bryan Glancy was in the office the week of May 21 reviewing personnel files and will provide feedback on employee handbook and policies.
    • Passport processing will begin May 26. Thanks to Victor Bassi for the loan of a screen for passport photos.
    • Supervisor Bassi interviewed candidates on May 24 for the summer internship.
    • Supervisor Bassi, Trustees, Assessor Plouché and Clerk Brown received email from former Lake County Board Representative Steve Mandel regarding the assessor vacancy. Supervisor Bassi had several concerns about overstating savings and underestimating costs and about the county independence and accountability if it were to have the dual role of both determining assessments and reviewing assessments. Convenient and fair service to our residents is of utmost importance.

  • Buildout Report Anne Flanigan Bassi
    • Supervisor Bassi is working with the City of Highland Park about permit delays with the fire alarm system.
    • Issues with painting the pantry floor are being resolved. Pantry walls have been painted.
    • The IT equipment has arrived.
    • We are still waiting for notification on grant applications submitted to WalMart and Home Depot for pantry equipment.
    • Thanks to Trustee Zisook for following up on individual soliciations.

  • No report.

  • Food Pantry Report Anne Flanigan Bassi
    • Thanks to Trustee Zisook and Staff Debi Gordon for help with Postal Drive on May 12. The conference room is stacked with boxes organized by food types. Thanks to the numerous volunteers.
    • Thanks to Lakeside Congregation for their donation of almost 100 boxes of cereal.
    • Thanks to Tommy Alter and his family and friends for their donations as of May 24 of $2,614.00 to his Bar Mitzvah project creating a food allergy and special diet section.
    • Thanks to Anton’s for their donation of four flats to the Pantry Plants Garden. The garden will be planted Saturday June 2 at 9:00 a.m. at Woodridge Park.

  • Cemetery Report Cindy Wolfson
    • Thanks to Larry and George Pasquesi for displaying flags at veterans’ graves at Daggitt and Mooney Cemeteries.
    • In the last fiscal year there have been three sets of cremains buried at Mooney Cemetery and one monument installed at Mooney Cemetery.

With no further business to conduct, Trustee Alvarez moved, seconded by Trustee Douglas, that the meeting be adjourned at 7:26 p.m. The motion passed unanimously by voice vote.
