MINUTES OF REGULAR BOARD MEETING

November 15, 2018, 7:00 PM

The meeting was called to order at 7:00 p.m., and upon roll call the following members were present: Supervisor Anne Flanigan Bassi, Trustees Pablo Alvarez, Cindy Wolfson and Amy Zisook.
Absent: Trustee Dwayne Douglas
Also present: Clerk Gail Feiger Brown, Susan Shulman (Highland Park/Highwood Legal Aid Clinic), Robbie Boudreau (Southeast Lake County Faith in Action), and videographer Andrew Henderson.

Agency Presentation
Susan Shulman, Highland Park/Highwood Legal Aid Clinic
The Township was thanked for its grant and continued support, which has assisted 220 Highland Park and Highwood residents with legal services in the areas of housing, domestic violence and immigration in addition to assisting 300 people who work in Highland Park and Highwood. The Clinic is developing a medical legal partnership with Fenix Family Health Center in Highwood which will also serve Township residents.

Robbie Boudreau, Southeast Lake County Faith in Action (SELCFIA)
The Township was thanked for its grant, which helped support volunteer escorted transportation for 86 Moraine Township seniors for medical, dental, grocery, errands and some social programs. This year SELCFIA has received an increase in referrals when clients are released from the hospital, and offers these clients transportation counselling, to help residents assess the various transportation options based on the clients’ needs.

Approval of Minutes
The Minutes will be reviewed for approval at the December 13 Regular Board Meeting.

Approval of Bills
Trustee Zisook moved, seconded by Trustee Alvarez, approval of the bills for the period October 25-November 13, 2018 in the following amounts: $8,876.19 General Assistance Fund, $38,552.87 Town Fund. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Alvarez, Wolfson and Zisook; voting Nay: none.

Action Items

  • Adoption of 2018 Moraine Township Tax Levy Ordinance No. 11-15-18
  • Trustee Wolfson moved, seconded by Trustee Alvarez, Adoption of the 2018 Moraine Township Tax Levy Ordinance No. 11-15-18 in the amount of $1,100,000.00 for the Township Corporate Fund and $245,000.00 for the General Assistance Fund, for a total taxes levied of $1,345,000.00. Voting aye by roll call vote: Supervisor Bassi, Trustees Alvarez, Wolfson and Zisook; voting nay: none.

  • Supervisor's Report Anne Flanigan Bassi
    • • Trustees were given a monthly service report for July, 2017 through October, 2018. Food Pantry and Door-to-Door Van Service usage are up substantially from last year.
    • ACA Health Insurance Enrollment, with four navigator counselors, is underway through December 15. This is the sixth year the Township has assisted with health insurance enrollment.
    • Supervisor Bassi and Staff General Assistance Manager Lupe Somerville applied for and received a grant from North Shore Gas for $1,000.00 to cover the purchase of holiday gift cards for our senior clients.
    • Thanks to videographer Andrew Henderson.

  • Food Insecurity Issues Report Amy Zisook
  • Monthly school food bags for a District 112 school will be distributed from the Township office this month.

  • Food Pantry Report Anne Flanigan Bassi
    • Thanks to Trustee Wolfson for organizing the Food Pantry fundraiser at Sunset Foods on November 30, December 1 and December 2. Shoppers can add money to their bills at checkout. Volunteers will work in 2-hour shifts and ask shoppers to add contributions for the Pantry to their bill at checkout.
    • Thanks to Shari Marcus who is hosting a bake sale with her daughter Jayla and Cindy Guerrero at her home on November 17 to raise funds for the Pantry. Sara Hoffman of the Pampered Chef will present cooking demonstrations.
    • Thanks to Ravinia Festival for donating $1,000.00 to the Pantry in honor of their employees, in lieu of giving employees Thanksgiving turkeys.
    • Thanks to Highland Park Ford Lincoln for donating 100 Thanksgiving turkeys and to Staff Linda Contreras for coming to the office at 6:45 a.m. this morning to receive the turkeys.
    • Thanks to volunteer coordinator Carol Pomerantz and Staff Yolanda Rodriguez for coordinating volunteers to assemble bags of Thanksgiving fixings were assembled by volunteers.
    • Thanks American Legion Post 145 for their donation of $500.00 to purchase Thanksgiving beef and ham for non-turkey eaters.
    • Thanks to Macy’s Northbrook employees for their donation of $1,076.83 through Benevity.
    • Thanks to staff Linda Contreras for coming in early on November 16 to meet the Highland Park High School bus delivering food from their “Stuff the Bus” food drive.

  • Community Family Center (CFC) Report Gail Feiger Brown
  • At CFC’s November 9 Board Meeting, it was reported that Highland Park Community Nursery School and Day Care Center is close to finding a permanent new home. Dissolution of CFC was also under discussion.

  • Human Relations Commission (HRC) Report
  • No report.

  • Cemetery Report Cindy Wolfson
  • Trustee Wolfson and Donna Novickas met with Highland Park Library Staff Nancy Webster and archivist for the Highland Park Historical Society to discuss Daggitt Cemetery. Trustee Wolfson has also communicated with Stonehugger Cemetery Restoration to get on their schedule for the summer of 2019.

Phyllis Santullano Holiday Drive Gail Feiger Brown
The Phyllis Santullano Holiday Drive is underway. Sponsors will provide gifts to District 112 and Highland Park High School students and their younger siblings based on the children’s wishlists. Gifts will be distributed December 14 and 15, along with hats, gloves and gift cards to Sunset Foods and Jewel Foods. Thanks to our generous community and to community volunteer co-chair Sue Kach and to Staff Linda Contreras and Lupe Somerville for their work on this project.

With no further business to conduct, Trustee Alvarez moved, seconded by Trustee Zisook, that the meeting be adjourned at 7:45 p.m. The motion passed unanimously by voice vote.
