Moraine Township

The meeting was called to order at 7:00 p.m., and upon roll call the following members were present: Supervisor Anne Flanigan Bassi, Trustees Dwayne Douglas, Cindy Wolfson and Amy Zisook.
Also present: Clerk Gail Feiger Brown, Volunteer Head Gardener Sam Piro, Citizen Advisory Grant Committee members and residents Janet Freed, Bill Laegeler, and Ginny Schulte, and Kristina Phillips (Career Resource Center).

Trustee Alvarez arrived at 7:43 p.m.

There was no public comment.

Pantry Plants Garden Report Sam Piro
Sam Piro, volunteer head gardener since 2009, reported on the excellent summer at the garden. He suggested that for next year a rain/butterfly garden be planted, a rain trough should be installed, and more volunteers should come on Mondays and Thursdays to water plants. He thanked the following individuals and groups who partnered with him this summer:

  • Master gardeners Sandy Washburn and Linda Mihel
  • Highland Park High School weekly student volunteers
  • Compost movers Mark Hagerty and Robert Lewis
  • Park District of Highland Park for the usage of the land, the tilling and mowing, and the trash pick-up.
  • Lake County Health Department grounds crew who readied the plots of land for planting.
  • Lisa Gambelvo at the Lake County Health Department clinic in Highland Park and their families who managed their own garden plots.

Agency Presentation
Kristina Phillips, Career Resource Center (CRC)
The Township was thanked for its grant which helped our residents with employment and career services, through education, training and support. Last year CRC served 84 Township residents, which comprise over 10% of their clients. This was an increase of the prior year.

Approval of Minutes
The minutes from the September 27, 2018 Regular Board Meeting will be submitted for approval at the October 25, 2018 Regular Board Meeting.

Approval of Bills
Trustee Douglas moved, seconded by Trustee Wolfson, approval of the bills for the period September 27-October 10, 2018 in the following amounts: $4,938.30 General Assistance Fund, $88,988.64 Town Fund. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Douglas, Wolfson and Zisook; voting Nay: none.

  • Approval of Resolution Authorizing Change Order #1 for Buildout of 794-800 Central Avenue Highland Park
  • Trustee Wolfson moved, seconded by Trustee Zisook, Approval of the Resolution Change Order #1 for Buildout of 794-800 Central Avenue, Highland Park. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Alvarez, Douglas, Wolfson and Zisook; voting Nay: none.

  • Semi-Annual Review of Closed Session Minutes
  • Trustee Douglas, seconded by Trustee Alvarez, Approval of the Resolution Concerning Semi-Annual Review of Closed Session Minutes. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Alvarez, Douglas, Wolfson and Zisook; voting Nay: none.

  • Supervisor's Report Anne Flanigan Bassi
    • Trustees were given 15 month service reports from July, 2017 through September, 2018. Usage of services continues to trend upwards.
    • PA-10-0983 law will require that the Township Clerk attest to the signature of the Supervisor on all checks, as of January 1, 2019. Supervisor Bassi has contacted the banks where the Town Fund and General Assistance Fund are located, and has arranged for the new procedure to be implemented.
    • Supervisor Bassi is opening a new account at the First Bank of Highland Park as American Enterprise Bank is closing its Highland Park branch.
    • Trustees were given a legislative survey from the Township Officials of Illinois and asked for input.
    • Supervisor Bassi is making presentation on Township services on October 25 at Ravinia Elementary School.
    • Supervisor Bassi will be staffing a table at Christ Church Highland Park on Sunday October 13 to inform congregants on Township services.
    • Thanks to Carol Pomerantz for her work as volunteer coordinator.
    • Thanks to staff Rosa Machabanski for her work responding to phone and desk inquiries and handling clerical tasks.
    • There are two candidates for the position of office manager. They have been interviewed by Supervisor Bassi, Human Resource Consultant Bryan Glancy, and former Administrator Debi Gordon. Once Bryan Glancy has finished his check on references and confirmation of prior employment dates, an office manager will be hired.

  • Buildout Report Anne Flanigan Bassi
    • The donor wall is almost complete.
    • The leaky roof which had been repaired is now leaking and needs to be repaired again.
    • The asphalt sinkhole in the parking lot which had been repaired has sunk again. The sinkhole will be repaired under warranty.
    • The Food Pantry equipment capital project raised $107,299.03 to date.

  • Food Insecurity Issues Report Amy Zisook
    • Welcome to Christ Church Highland Park, which is joining the monthly school bag program as a new partner.

  • Food Pantry Report Anne Flanigan Bassi
    • A reporter and photographer from the Northern Illinois Food Bank came to the Food Pantry on October 3 to do an article on the Pantry and volunteers for a future newsletter.
    • Thanks to Highland Park Ford Lincoln for their donation of 100 turkeys from Schaul Farms for Thanksgiving and Christmas.
    • Thanks to American Legion Post #145 for their $500.00 contribution towards the purchase of beef and hams for Thanksgiving.
    • Thanks to the Park District of Highland Park for their food drive at the Highland Park Recreation Center.
    • Supervisor Bassi is investigating purchasing equipment from Bob’s Pantry in Highland Park, which has recently gone out of business.

Old Business
Board Meeting Date Change Anne Flanigan Bassi
Supervisor Bassi and Trustees agreed to change the two Board meetings currently scheduled for January 10 and 24, 2019 to one meeting only in January 17, 2019. Clerk Brown will present an amended schedule at the October 25, 2018 Board Meeting.

New Business

  • 2018 Levy Anne Flanigan Bassi
  • A discussion was held about the proposed 2018 Levy and the Board recommended freezing the Levy for existing taxpayers and adding only the Levy for new construction coming online for tax year 2018.

  • Open House Anne Flanigan Bassi
  • A discussion was held about the upcoming open house to be held at the Township on Tuesday October 23, 2018, from 3:30 p.m.-4:30 p.m. for agencies and educators, and from 5:30 p.m.-7:00 p.m. for the community. Tours and refreshments will be offered.

Executive Session

With no further business to conduct, Trustee Douglas moved, seconded by Trustee Alvarez, that the meeting be adjourned at 9:27 p.m. The motion passed unanimously by voice vote.
