Moraine Township

The meeting was called to order at 7:00 p.m., and upon roll call the following members were present: Supervisor Anne Flanigan Bassi, Trustees Pablo Alvarez, Dwayne Douglas, Cindy Wolfson and Amy Zisook.
Also present: Clerk Gail Feiger Brown, Citizen Advisory Grant Committee member and resident Janet Freed, Kim Ulbrich and Amy Kaufman, representing Community Partners for Affordable Housing, and videographer Andrew Henderson.

Agency Presentation
Kim Ulbrich and Amy Kaufman, Community Partners for Affordable Housing (CPAH)
The Township was thanked for its grant and partnership. In Moraine Township, CPAH owns 40 affordable home ownership properties and 10 rental units. CPAH manages inclusionary zoning for the City of Highland Park; in 2018, 15 apartments were rented. Effective January 1, 2019, CPAH will be merging with Lake County Residential Development Corp. and Affordable Housing Corporation of Lake County. While the main office will be in Libertyville, the Highland Park office will continue to serve our residents locally.

Approval of Minutes
Trustee Wolfson moved, seconded by Trustee Zisook, approval of the Minutes from the September 27, 2018 and October 11, 2018 Regular Board Meetings. The motion passed unanimously by voice vote.

Approval of Bills
Trustee Douglas moved, seconded by Trustee Zisook, approval of the bills for the period October 10-24, 2018 in the following amounts: $4,519.83 General Assistance Fund, $28,005.41 Town Fund. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Alvarez, Douglas, Wolfson and Zisook; voting Nay: none.

  • Approval of Amended 2019 Regular Board Meeting Schedule
  • Trustee Zisook moved, seconded by Trustee Alvarez, approval of the Amended 2019 Regular Board Meeting Schedule. The motion passed unanimously by voice vote.

  • Supervisor's Report Anne Flanigan Bassi
    • Thanks to Staff and Trustees for help making the October 23 Open House a success. Community members, local municipal leaders and staff, and agency representatives toured the Food Pantry and new office space.
    • Supervisor Bassi met with Ravinia School 5th graders on October 25 to discuss the Food Pantry and other Township services.
    • Supervisor Bassi will staff a table at the BJBE Justice Fair on Sunday October 28.
    • Supervisor Bassi distributed to Trustees a copy of the cover story and article in Highland Park News about the new Pantry.
    • ACA Health Insurance Enrollment is November 1-December 15. Supervisor Bassi is making presentations at Highland Park and Highwood City Council Meetings about the program to raise awareness.
    • Welcome to new office manager Hilleri Zander.
    • Supervisor Bassi staffed an information table at Christ Church on October 13 about Township volunteer opportunities.
    • Thanks to videographer Andrew Henderson.

  • Buildout Report Anne Flanigan Bassi
  • Trustees were given final buildout report. The building was purchased for $1,650,000.00; buildout and moving expenses totaled $566,946.71, of which over $105,000.00 was contributed by the community to equip the new Food Pantry. The Supervisor indicated that the workspace is working well. Thanks to Lake County for allowing the Township to piggyback on its JOC contract, which resulted in significant savings.

  • The partner school for the monthly food bag program has requested that the Township alternate with them for distribution of the bags.

  • Food Pantry Report Anne Flanigan Bassi
    • Thanks to the Highland Park Women’s Club for their $2,000.00 donation for Pantry equipment.
    • Supervisor Bassi is in discussion with the Bob’s Pantry liquidator to possibly purchase a cooler for the Pantry.

  • Cemetery Report Cindy Wolfson
  • Trustee Wolfson will contact the Highland Park Historical Society to discuss partnering with the Township to restore Daggitt Cemetery.

Dr. Martin Luther King, Jr. Day of Service Amy Zisook
The Township will once again hold a food drive at the Dr. Martin Luther King Day of Service event on January 21, 2019 at the Highland Park Recreation Center. Members of Congregation BJBE will sort the food donations at the Pantry.

Executive Session

With no further business to conduct, Trustee Douglas moved, seconded by Trustee Alvarez, that the meeting be adjourned at 7:51 p.m. The motion passed unanimously by voice vote.
