MINUTES OF REGULAR BOARD MEETING

September 13, 2018, 7:00 PM

The meeting was called to order at 7:00 p.m., and upon roll call the following members were present: Supervisor Anne Flanigan Bassi, Trustees Pablo Alvarez, Dwayne Douglas, Cindy Wolfson and Amy Zisook.
Also present: Clerk Gail Feiger Brown, Assessor Mark Lindsay, resident Janet Freed, Maddi Brown, and Karen Fay (Center for Enriched Living).
Trustee Wolfson left the meeting at 7:36 p.m.

Public Comment
There was no public comment.

Agency Presentation
Karen Fay, Center for Enriched Living (CEL)
CEL provides programs for people age 12 to 90 with intellectual and developmental disabilities at its Riverwoods and Hoffman Estates facilities. Most of their clients are low-income and 85% are unemployed. Last year, 30 Moraine Township residents were served, which is 7% of their clientele. The township was thanked for its grant which was used to provide scholarships for these residents.

Approval of Minutes
Trustee Zisook moved, seconded by Trustee Alvarez, approval of the Minutes from the August 23, 2018 Regular Board Meeting. The motion passed unanimously by voice vote.
Trustee Douglas moved, seconded by Trustee Zisook, approval of Minutes from the August 23, 2018 Executive Session. The motion passed unanimously by voice vote.

Approval of Bills
Trustee Douglas moved, seconded by Trustee Wolfson, approval of the bills for the period August 22-September 11, 2018 in the following amounts: $7,102.13 General Assistance Fund, $31,613.65 Town Fund. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Alvarez, Douglas, Wolfson and Zisook; voting Nay: none.

Action Items

  • Adoption of updated Door-to-Door Van Service Policy
  • Trustee Zisook moved, seconded by Trustee Wolfson, adoption of the updated Door-to-Door Van Service Policy. The motion passed unanimously by voice vote.

  • Approval of change order amendment to buildout contract with Paul Borg Construction
  • Trustee Douglas moved, seconded by Trustee Alvarez, to table approval of the change order amendment to buildout contract with Paul Borg Construction. The motion passed unanimously by voice vote.

  • Approval of contract with Mark Lindsay, CIAO
  • Trustee Zisook moved, seconded by Trustee Alvarez, approval of the contract with Mark Lindsay, CIAO. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Alvarez, Douglas, Wolfson and Zisook; voting Nay: none.

  • Approval of 2019 Regular Board Meeting Schedule
  • Trustee Wolfson moved, seconded by Trustee seconded, approval of the 2019 Regular Board Meeting Schedule. The motion passed unanimously by voice vote.

Reports

  • Assessor's Report Mark Lindsay
  • Assessor Lindsay has been working here for two weeks. He is accompanying staff to Board of Review Hearings and learning the operations of the office.

  • Supervisor's Report Anne Flanigan Bassi
    • Trustees were given a 15-month report of Township services from June, 2017 through August, 2018. Passports are now added to the schedule.
    • Supervisor Bassi and Clerk Brown met on September 5 with volunteer Wendy Abrams who served on the Grant Committee for the past two cycles to discuss her suggestions for modifying procedures and priorities.
    • Welcome to Rosa Machabanski who will work at the office Tuesday and Thursday afternoons answering phones.
    • Supervisor Bassi is seeking an office manager to work 16-20 hours per week.


  • Buildout Report Anne Flanigan Bassi
    • The rear Pantry floor has been sealed.
    • Paul Borg Construction has continued to fix construction problems from the architect’s punch list.
    • Supervisor Bassi is working with IC Signs & Graphics on the donor wall.


  • Latino Advisory Committee Report Pablo Alvarez
  • The Committee met on September 6. They discussed arrangements for the Township Open House scheduled for October 23. Personnel from agencies, first responders and schools will be invited to come from 3:30 p.m. to 4:30 p.m. and the public from 5:30 p.m. to 7:00 p.m.

  • Food Insecurity Issues Report
  • No report.

  • Food Pantry Report Anne Flanigan Bassi
    • Supervisor Bassi and Clerk Brown shopped for Rosh Hashanah food for clients and for gluten-free food for the allergy section. The allergy section policies continue to be refined.
    • District 112 and Highland Park High School nurses were given bags of food. Several have contacted the Township for replenishment.
    • Trustee Zisook reported that all District 112 schools will hold food drives this fall.


  • Pantry Plants Garden Report Anne Flanigan Bassi
  • Amazing produce continues to be brought in.

  • Lake County Coordinated Transportation Services Committee (LCCTSC) Amy Zisook
  • Trustee Zisook attended an advisory committee meeting on September 5. Short term and long term recommendations on governance were presented.

  • Community Family Center (CFC) Report
  • No report.

  • Human Relations Commission (HRC) Report
  • No report.

  • Cemetery Report
  • No report.

Taxi Coupon Program Anne Flanigan Bassi
Supervisor Bassi and Staff Linda Contreras have been working on modifications to the current program.

With no further business to conduct, Trustee Douglas moved, seconded by Trustee Alvarez, that the meeting be adjourned at 8:36 p.m. The motion passed unanimously by voice vote.
