Moraine Township

The meeting was called to order at 7:00 p.m., and upon roll call the following members were present: Supervisor Anne Flanigan Bassi, Trustees Pablo Alvarez, Dwayne Douglas, Cindy Wolfson and Amy Zisook.
Also present: Clerk Gail Feiger Brown, Assessor Mark Lindsay, videographer Andrew Henderson, resident Janet Freed, and Susan Resko (The Josselyn Center).

Public Comment
Janet Freed led the board and attendees in wishing Supervisor Bassi Happy Birthday.

Agency Presentation
Susan Resko, The Josselyn Center (Josselyn)
The Township was thanked for its grant which funded scholarships for Moraine Township residents. Josselyn is now serving 101 Moraine Township residents, an increase of 22% from the prior year; service hours for our clients has increased 26%. Josselyn provides mental health-outpatient psychiatry, case management, supportive employment, and a therapeutic summer day camp for children working on social skills. Most clients pay a sliding scale: 88% pay a reduced fee. 75% of their clients are Medicaid recipients.

Approval of Minutes
Trustee Zisook moved, seconded by Trustee Alvarez, approval of the Minutes from the September 13, 2018 Regular Board Meeting. The motion passed unanimously by voice vote.

Approval of Bills
Trustee Douglas moved, seconded by Trustee Zisook, approval of the bills for the period September 12-26, 2018 in the following amounts: $5,600.40 General Assistance Fund, $28,852.02 Town Fund. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Alvarez, Douglas, Wolfson and Zisook; voting Nay: none.


  • Assessor's Report Mark Lindsay
    • There have been 1486 formal complaints with the Board of Review, which is 400 less than last year. Assessor Staff still has 150 more hearings to attend.
    • Assessor Lindsay and Assessor Staff Mark McCraren were invited to the Board of Review to review the new software system, which is expected to be implemented in December.

  • Supervisor's Report Anne Flanigan Bassi
    • Thanks to Trustee Zisook for representing Moraine Township at the Highland Park new resident fair on Sunday September 23.
    • The Welfare Council of Highland Park-Highwood came to the Township for a presentation by Supervisor Bassi and Pantry tour on September 24. Thanks to Welfare Council co-chairs Clerk Brown, Janet Freed and Jean Meadows.
    • The Community Chest bank account will be moved from American Enterprise Bank which is closing its Highland Park location.
    • Supervisor Bassi needs to change the January 10, 2019 Board Meeting.
    • The Citizen Advisory Grant Committee is updating the grant application. Welcome to new Committee member Janet Freed who is replacing outgoing Committee member Wendy Abrams.
    • Thanks to videographer Andrew Henderson.

  • Buildout Report Anne Flanigan Bassi
    • There are continued delays in completing the punchlist.
    • Thanks to IC Signs and Graphics and volunteer graphic designer Georgann Humphrey for her assistance with the donor wall, which is nearing completion. IC Signs and Graphics is donating its design work.

  • Food Insecurity Issues Report Amy Zisook
    • Trustee Zisook and Clerk Brown met on September 27 at Highland Park High School with Interim Principal Debbie Finn, Counseling Department Chair Alesia Margetis and Administrative Assistant Wendy Prado to discuss food insecurity issues and the Phyllis Santullano Holiday Drive. They also met with Counseling Department intern Natalie Jueng to discuss Drop-In Center Food Pantry, where there has been increased usage this year.
    • The monthly bag program at a District 112 elementary school has begun. Thanks to Highland Baking for donating loaves of bread. Thanks to produce buyer Karen Reisin. Thanks to partners Am Shalom, Har Shalom, Congregation BJBE, Christ United Methodist Church and Highland Park Presbyterian Church for their donations of food and produce.
