Moraine Township

The meeting was called to order at 5:30 p.m., and upon roll call the following members were present: Supervisor Anne Flanigan Bassi, Trustees Dwayne Douglas and Cindy Wolfson.
Absent: Trustee Amy Zisook
Also present: Clerk Gail Feiger Brown, Administrator Sanela Abazovic, Assessor Mark Lindsay and INSPEC roof consultant Tony Loden.
Trustee Pablo Alvarez entered the meeting at 5:35 p.m.

Public Comment
There was no public comment.

Approval of Minutes
Trustee Wolfson moved, seconded by Trustee Douglas, Approval of the July 18, 2019 Regular Board Meeting Minutes. The motion passed unanimously by voice vote.

Approval of Bills
Trustee Douglas moved, seconded by Trustee Wolfson, Approval of the bills for the period July 19-August 8, 2019 in the following amounts: $15,401.03 General Assistance Fund, $35,914.66 Town Fund. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Douglas and Wolfson; voting Nay: none.

Discussion and tour of building with INSPEC roof consultant
Supervisor Bassi, Trustees Alvarez, Douglas and Wolfson, Assessor Lindsay and Clerk Brown held a discussion with INSPEC roof consultant Tony Loden. The roof consultant led a tour of the building concentrating on the roof. Trustees Alvarez, Douglas and Wolfson and the consultant went up on top of the roof to survey the condition of the roof. The tour ended at 6:23 p.m. and the discussion resumed.

Action Items

  • Reconsider and Rescind Acceptance of the Bid by Olsson Roofing Company
  • Trustee Wolfson moved to reconsider and rescind award of the bid to Olsson Roofing Company for replacement of the roof at the 794 Central building and repair of the roof at the 800 Central building.
    There was no second to the motion.
    Absent a second, the motion fell to the floor and was not acted on by the Board.

  • Approval of IT contract with Lakeshore IT Solutions
  • Trustee Douglas moved, seconded by Trustee Alvarez, approval of the one-year IT contract with Lakeshore IT Solutions. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Alvarez, Douglas and Wolfson; voting Nay: none.


  • Assessor's Report Mark Lindsay
  • It will take the Assessor’s office two weeks to complete their work. The County has not yet published any of the townships who have closed or submitted their books, so the publication date for Moraine Township assessments is unknown.

  • Supervisor's Report Anne Flanigan Bassi
    • Trustees were given a monthly service report for May, 2018 through July, 2019.
    • Moraine Township’s accountant sent the 990 for the 2018 tax return. Due to the increased funds raised for pantry equipment, a more complex 20-page 990 had to be completed, resulting in an increased accounting expense.
    • Moraine Township received the draft audit for the fiscal year April 1, 2018 – March 31, 2019. In the auditors’ opinion, the financial statements fairly present the financial position of the Township.
    • Administrator Sanela Abazovic was reconciling the First Bank of Highland Park bank statement today and in the process learned that there were four fraudulent checks drawn on our account plus two fraudulent electronic debits. A police report was filed and the bank was notified.
    • The new copier is has been installed. The old copier will be picked up next week.
    • On August 7, Staff Lupe Somerville and Linda Contreras were trained to use the Service Point referral service.
    • The 211 service is set to launch in Lake County in September. Staff Somerville has updated the Township’s information.
    • The City of Highland Park is issuing an HP 150 commemorative book. The Township has a page with photos in the book.
    • The volunteer thank-you party hosted by Ravinia Festival on July 20 was a great success and enjoyed by all. Many thanks to Nick Pulia and Ravinia Festival.
    • On July 31, Supervisor Bassi and Staff Somerville and Contreras met with Linda Gleason from Highland Park Hospital to discuss hospital procedures and assistance for our clients through Charity Care.

  • 92 school vacation bags were distributed for Summer Vacation Breakfast/Lunch Bag 3; Bag 4 distribution is underway.

  • Food Pantry Report Anne Flanigan Bassi
  • Supervisor Bassi, Trustee Alvarez and Moraine Township resident Vic Bassi picked up a pallet of food at Northbrook Mariano’s on Saturday July 20. Thanks to the generous customers and staff.

  • Cemetery Report Cindy Wolfson
    • Thanks to Cemetery Manager Donna Novickas for handling the transactions this week when two deed holders exchanged grave plots.
    • Trustee Wolfson met Mario at Mooney Cemetery this week to weed and remove buckthorn. Mario will repair the fence as needed.
    • Trustee Wolfson and Cemetery Manager Novickas surveyed six cemeteries about cremains fees and cemetery rules regarding cremains. The Township is exploring constructing a cremains circle next to the rain garden at Mooney Cemetery. Plot ownership and burial would be limited to residents and could not be resold.

Old Business

New Business
Supervisor Bassi indicated that since pertinent business had been addressed at this Special Meeting, the previously scheduled Regular Board Meeting of August 22, 2019 was no longer necessary.
Trustee Wolfson moved, seconded by Trustee Douglas, to cancel the Regular Board Meeting scheduled for August 22, 2019. The motion passed unanimously by voice vote.

Executive Session

With no further business to conduct, Trustee Wolfson moved, seconded by Trustee Alvarez that the meeting be adjourned at 7:28 p.m. The motion passed unanimously by voice vote.
