MINUTES OF REGULAR BOARD MEETING

December 12, 2019, 7:00 PM

The meeting was called to order at 7:00 p.m., and upon roll call the following members were present: Supervisor Anne Flanigan Bassi, Trustees Pablo Alvarez, Cindy Wolfson and Amy Zisook.
Absent: Trustee Dwayne Douglas
Also present: Clerk Gail Feiger Brown, Veronica Accardo and Susan Bell (College Bound Opportunities), Bobbie Hinden (Family Focus Highland Park), and Pam Feinberg (Tri-Con Child Care Center).

Public Comment
There was no public comment.

Agency Presentations

  • Veronica Accardo and Susan Bell, College Bound Opportunities (CBO)
  • The Township was thanked for its grant supporting Moraine Township residents participating in CBO’s mentorship program, which assists high school students with college readiness and applications, support during college, and post-college resume writing, interviewing, networking and other career support. 94% of CBO students graduate from college. 100% of their graduates get a job or go to graduate school within three months of graduating from college. There are 70 CBO high school students; 23 of them are Moraine Township residents. There are 140 CBO college students; 81 of them are Moraine Township residents.

  • Bobbie Hinden, Family Focus Highland Park
  • The Township was thanked for its grant which supports the Right From the Start Program, including prenatal education, home visiting programs and educational support for parents and children in areas such as breastfeeding and nutrition. Parent participants speak English, Spanish and/or Russian. 198 Moraine Township residents are served at Family Focus Highland Park, comprising 67% of their total clientele, as some of their programs are offered off-site in northern suburbs.

  • Pam Feinberg, Tri-Con Child Care Center
  • The Township was thanked for its grant which supports scholarships for early childhood education and child care for low-income families. Eighteen Moraine Township residents who do not qualify for state aid were funded by the grant. 31 children comprising 94% of total agency clients are Moraine Township residents.

Approval of Minutes
Trustee Zisook moved, seconded by Trustee Alvarez, Approval of the Minutes of the November 21, 2019 Regular Board Meeting. The motion passed unanimously by voice vote.

Approval of Bills
Trustee Wolfson moved, seconded by Trustee Zisook, Approval of the bills for the period November 22-December 12, 2019 in the following amounts: $13,493.43 General Assistance Fund, $31,610.67 Town Fund. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Alvarez, Wolfson and Zisook; voting Nay: none.

  • Supervisor's Report Anne Flanigan Bassi
    • Trustees were given service reports for the 15-month period September, 2018 through November, 2019.
    • Trustees were given copies of the Moraine Township newsletter, which will be mailed to residents on December 13.
    • The roof repair and replacement work has been completed.
    • Thanks to Clerk Brown and volunteer for Sue Kach for coordinating the Phyllis Santullano Holiday Drive. Gifts will be distributed December 13 and 14.
    • Thanks to the Highland Park Hospital leadership team for shelving and sorting food at the Pantry on December 6.
    • Thanks to Northshore Gas for a $1,000.00 grant which will be used to purchase gift cards for seniors. Home Instead Senior Care is providing 100 holiday bags. Staff Linda Contreras and Lupe Somerville will deliver the gift bags and gift cards to residents personally in January and February while doing wellness checks on seniors housebound in the winter.
    • Thanks to the First Bank of Highland Park for a $2,500.00 donation, in addition to the quarterly donation of $250 they give in recognition of Supervisor Bassi’s attendance at quarterly Community Board meetings.
    • The Township sent flowers to the family of Staff Linda Contreras on the loss of a close family member.
    • Staff Yolanda Rodriguez has submitted her resignation effective January 15 for personal reasons. She has been an integral staff member for four years and will be missed.
    • Webmaster Sarah Lippai has submitted her resignation effective January 31. She has worked with the Township part-time off-site for over six years and we are grateful for her help.

  • Food Insecurity Issues Report Amy Zisook
    • On December 18 Winter Break Vacation Breakfast/Lunch bags will be packed.
    • Trustee Zisook met with Northwood School social workers and Moraine Township resident Deborah Coven on December 10 to discuss their weekend backpack program.


  • Food Pantry Report Anne Flanigan Bassi
    • Thanks to Staff Linda Contreras for organizing a great system for Thanksgiving turkey, ham, and beef along with lots of side dishes.
    • Thanks to the Highland Park Chamber of Commerce for their holiday drive donation of baking supplies. Supervisor Bassi attended their meeting and picked up the donations.
    • Thanks to David Paushter for donating a $5,000.00 speaking engagement honorarium from Aim Specialty Health to the Pantry.
    • Thanks to two anonymous donors for $3,000.00 and $1,000.00 donations.
    • Thanks to Trustee Wolfson for attending Melissa Kerpel’s Zumba class holiday drive.
    • Thanks to Trustee Wolfson for coordinating the annual Sunset Foods fundraiser on December 6, 7 and 8 and to the many volunteers who assisted. $11,495.00 was raised through cash register donations, which will remain on account at Sunset Foods and be redeemed to purchase dairy and produce throughout the year. $1,980.26 was raised through cash donations to buckets held by volunteers and $625 by check donations; that money will go directly to the Food Pantry. The total amount raised was $14,100.26.
