MINUTES OF REGULAR BOARD MEETING

February 14, 2019, 7:00 PM

The meeting was called to order at 7:00 p.m., and upon roll call the following members were present: Supervisor Anne Flanigan Bassi, Trustees Pablo Alvarez, Dwayne Douglas, and Amy Zisook;
Absent: Trustee Cindy Wolfson
Also present: Clerk Gail Feiger Brown and resident Janet Freed.

Public Comment
There was no public comment.

Approval of Minutes
Trustee Zisook moved, seconded by Trustee Alvarez, Approval of the January 17, 2019 Regular Board Meeting Minutes. The motion passed unanimously by voice vote.

Approval of Bills
Trustee Douglas moved, seconded by Trustee Zisook, approval of the bills for the period January 16, 2019-February 13, 2019 in the following amounts: $11,627.52 General Assistance Fund, $43,401.52 Town Fund. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Alvarez, Douglas and Zisook; voting Nay: none.

Action Items

  • Approval of Amendment to Contract with Mark Lindsay
  • Trustee Douglas moved, seconded by Trustee Alvarez, Approval of Amendment to Contract with Mark Lindsay for Assessor services, effective January 1, 2019. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Alvarez, Douglas and Zisook; voting Nay: none.

  • Acceptance of Healthcare Foundation grant of $40,000.00 for Door-to-Door Van Service
  • Trustee Zisook moved, seconded by Trustee Alvarez, Acceptance of Healthcare Foundation grant of $40,000.00 for Door-to-Door Van Service. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Alvarez, Douglas and Zisook; voting Nay: none.

  • Amendments to Employee Handbook: Paid Employee Holidays and Health Partnership Employee Benefit
  • Trustee Zisook moved, seconded by Trustee Douglas, approval of the Amendments to Employee Handbook for Paid Employee Holidays and Health Partnership Employee Benefits. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Alvarez, Douglas and Zisook; voting Nay: none.

  • Supervisor's Report Anne Flanigan Bassi
    • Trustees were given a service report for October, 2017 through January, 2019. Volunteer hours are now being tracked.
    • Welcome to Sanela Abazovic, the new part-time office administrator.
    • Supervisor Bassi received and signed the audit engagement letter with our auditors for $5,800.00 for an audit of the Township for the fiscal year ended March 31, 2019.
    • Thanks to the many great volunteers for the VITA program; the program is off to a great start and is very welcome by our residents.
    • Supervisor Bassi received and accepted a quote on lighting the parking lot in front of the building from Bassett Electrical. The work should be completed in March.
    • Supervisor Bassi is in conversation with Northshore School District 112 about hiring their roofing consultant to assist with assessing repair and replacement options.
    • New computers have been ordered for assessor staff and Volunteer coordinator Carol Pomerantz. Additional monitors have been ordered for Supervisor staff.
    • Trustees were invited to attend Townships of Illinois Topics Day in Springfield on April 3.
    • SNAP benefits will be issued to residents enrolled in SNAP on March 1.
    • All members of Supervisor and Assessor staff will take CPR and AED training at the Highland Park Fire Department on April 8 or May 14.
    • Supervisor Bassi confirmed that the Food Pantry, a 501(c)3, is covered by Moraine Township insurance.
    • Staff Linda Contreras and Volunteer Coordinator Carol Pomerantz are rewriting procedures for community service participants.

  • Food Pantry Report Anne Flanigan Bassi
    • Thanks to Kroger Foundation for their unsolicited donation of $1,000.00.
    • Thanks to Northbrook Macy’s for asking shoppers to round-up their bills March 15-31 and donating the round-up amount to the Food Pantry.
    • Supervisor Bassi went to Ravinia School to speak to students about the Pantry. Thanks for their donation of 207 bags filled with toothpaste, toothbrushes, toilet paper and more for SNAP clients.

  • Character Counts and Humanitarian Awards will be given out at Highland High School on May 15.

  • County forms for tax exempt properties have been delayed; we are following up.

New Business
Taxi coupon program Anne Flanigan Bassi
Staff Rosa Machabanski has been working on issues with the taxi program. There are 10-15 riders and three drivers who seem to be misusing the program. She is evaluating other township taxi coupon programs and considering modifications to our program to minimize abuse.

Budget Anne Flanigan Bassi
Supervisor Bassi presented a Draft Budget to Trustees and a discussion was held. The proposed budget will be submitted to Trustees at the February 28 Board Meeting for approval to be posted.

With no further business to conduct, Trustee Douglas moved, seconded by Trustee Alvarez, that the meeting be adjourned at 8:18 p.m. The motion passed unanimously by voice vote.
