The meeting was called to order at 7:00 p.m., and upon roll call the following members were present: Supervisor Anne Flanigan Bassi, Trustees Pablo Alvarez, Dwayne Douglas, Cindy Wolfson and Amy Zisook.
Also present: Clerk Gail Feiger Brown and Moraine Township resident Janet Freed.

Public Comment
There was no public comment.

Citizen Grant Advisory Committee Report Janet Freed
Janet Freed presented a summary report, including Committee recommended grants, on behalf of the Citizen Grant Advisory Committee.

Approval of Minutes
Trustee Zisook moved, seconded by Trustee Alvarez, Approval of the May 23, 2019 Regular Board Meeting Minutes. The motion passed unanimously by voice vote.

Approval of Bills
Trustee Douglas moved, seconded by Trustee Wolfson, Approval of the bills for the period May 24-June 13, 2019 in the following amounts: $5,848.00 General Assistance Fund, $22,392.29 Town Fund. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Alvarez, Douglas, Wolfson and Zisook; voting Nay: none.

  • Trustee Douglas moved, seconded by Trustee Alvarez, Approval of Fiscal Year 2019-2020 Grants to Agencies. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Alvarez, Douglas, Wolfson and Zisook; voting Nay: none.

  • Appointment of Sanela Abazovic as Moraine Township Deputy Clerk
  • Trustee Zisook moved, seconded by Trustee Douglas, Appointment of Sanela Abazovic as Moraine Township Deputy Clerk. The motion passed unanimously by voice vote.


  • Assessor's Report Mark Lindsay, read aloud by Anne Flanigan Bassi
    • Clean-up of errors in the software system continues, but is getting close to being done. Deputy Assessor Mark McCraren needs to get back into the field to inspect all new properties and additions. Condominiums are approximately 50% input. Apartments have not been started yet.
    • The Tyler software system will not be supporting Commercial properties this reassessment and so much be input individually by Assessor Mark Lindsay. Assessor Lindsay has valued approximately 250 of 400 properties.
    • Assessor Staff met with the new Lake County Assessor Bob Glueckert on June 11. According to Mr. Glueckert, Antioch Township prepared all of their reassessments in the old system before the transformation to Tyler and are ready to go with their posting, but the County is not ready yet.
    • Patty Powers will be limiting her time more and is working with us to prioritize her time.

  • Supervisor's Report Anne Flanigan Bassi
    • Supervisor Bassi distributed to Trustees the service report for March, 2018 through May, 2019.
    • Supervisor Bassi, Township Administrator Sanela Abazovic, Township remote bookkeeper Beth Taveriene, Township accountant Apol Arenas
    • Contribution to employee HRA plans for employees selecting HMO insurance plansnd Horatio Lopez, the Township’s Pro-Data payroll processor, met on May 31 to discuss payroll procedures. An additional meeting is scheduled for June 28.
    • Township accountant Apol Arenas and Township outside bookkepper Beth Tavierne worked at the Township office on May 29, 30 and 31 to prepare for the audit. Auditors Joe Troyer and Katherine Andrus conducted the audit on June 7 and 8. An actuarial consultant was retained to provide a letter stating that the Township is not required to conduct a formal actuarial valuation of retired employee health insurance under GASB #78.
    • Supervisor Bassi and Township Administrator Abazovic met with Township IT consultant Dan Johnson on June 12 to discuss IT issues and contract extension, as well as staff IT training.
    • Supervisor Bassi and Township Administrator Abazovic are seeking proposals from copier vendors to replace the office copier; the copier lease ends August 15, 2019.
    • Roofing consultant Tony Loden will email the Invitation to Bid to Supervisor Bassi on June 14. The Invitation will then be submitted for publication.
    • Two new toilets have been installed in the Township office.
    • Crack in pantry floor still leaking; contractor was out yesterday.
    • Water is seeping into the office kitchen and damaging the floor carpet tiles. The issue may be resolved when the flashing is replaced with the new roof.
    • Welcome to Elizabeth Astudillo, one of last summer’s interns, who returned on June 3 to help out in the office and pantry through mid-September.
    • Supervisor Bassi and Trustees Wolfson and Zisook are assisting with the City of Highland Park 150th Big Bash on July 4. Trustees Alvarez and Douglas will march in the July 4 parade with the Moraine Township banner.
    • Supervisor Bassi shared a letter from a grateful client who thanked Township assistance for improving his life.

  • Food Insecurity Issues Report Amy Zisook
    • Bag packing for summer vacation breakfast/lunch bags will take place on June 14.
    • Trustee Zisook and Clerk Brown brought food to Deerfield High School for the TPI/ESL students attending summer school. Both non-perishable and perishable food will be brought over throughout the summer school term.

  • Food Pantry Report Anne Flanigan Bassi
    • Supervisor Bassi and Trustee Zisook met on June 5 with Nancy Mills and David Reich from the Highland Park Community Foundation to discuss food insecurity in Highwood, in conjunction with the Northern Illinois Food Bank.
    • Thanks to Liberty Prairie for their $750.00 grant to purchase starter garden kits and seedlings for the 21 participants in the garden.
    • Thanks to Vicky Athens from Anton’s for their donation of 12 flats of vegetable seedlings.
    • Thanks to the Highland Park High School (HPHS) PTO for their $1,200.00 contribution to provide yogurt and fresh fruit for students utilizing the HPHS Drop-In Center.
    • The Township purchased an orchid for long time master gardener Sandy Washburn, whose mother died in May.

  • A letter has gone out to donors of restricted funds that CFC is closing and their money can be returned or divided among the partner agencies.

  • Employee Health Insurance Anne Flanigan Bassi
  • Supervisor Bassi has been working with Moraine Township Insurance Broker David Heller to obtain proposals from different health insurance companies. A discussion was held about various plans.

Executive Session

With no further business to conduct, Trustee Douglas moved, seconded by Trustee Wolfson that the meeting be adjourned at 8:10 p.m. The motion passed unanimously
