MINUTES OF REGULAR BOARD MEETING

June 27, 2019, 7:00 PM

The meeting was called to order at 7:00 p.m., and upon roll call the following members were present: Supervisor Anne Flanigan Bassi, Trustees Pablo Alvarez, Cindy Wolfson and Amy Zisook.
Absent: Trustee Dwayne Douglas
Also present: Clerk Gail Feiger Brown and videographer Andrew Henderson.

Public Comment
There was no public comment.

Citizen Grant Advisory Committee Report Janet Freed
Janet Freed presented a summary report, including Committee recommended grants, on behalf of the Citizen Grant Advisory Committee.

Approval of Minutes
Trustee Wolfson moved, seconded by Trustee Alvarez, Approval of the June 13, 2019 Regular Board Meeting Minutes. The motion passed unanimously by voice vote.

Approval of Bills
Trustee Wolfson moved, seconded by Trustee Zisook, Approval of the bills for the period June 14-27, 2019 in the following amounts: $5,933.67 General Assistance Fund, $28,777.22 Town Fund. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Alvarez, Wolfson and Zisook; voting Nay: none.

Action Items

  • Adoption of health insurance plans for full-time employees for the plan year August 1, 2019 through July 31, 2020
  • Trustee Zisook moved, seconded by Trustee Alvarez, to offer a choice of the following insurance plans to full-time Moraine Township employees for the plan year August 1, 2019 through July 31, 2020 with Township/Employee premium contributions as prior year for HMO and PPO Plans.
    • Blue Cross/Blue Shield Direct HMO Plan P5060BCH;
    • Blue Cross/Blue Shield Blue Precision HMO Plan P506PSN;
    • Blue Cross/Blue Shield S507OPT H.S.A. PPO Plan.
    Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Alvarez, Wolfson and Zisook; voting Nay: none.

  • Adoption of Principal Group Insurance Term Life benefits
  • Trustee Zisook moved, seconded by Trustee Alvarez, to offer Principal Group Term Life Insurance benefits to employees in the amount of $25,000.00 and an option for additional voluntary term life insurance. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Alvarez, Wolfson and Zisook; voting Nay: none.

  • Adoption of voluntary dental insurance to full-time employees for the plan year August 1, 2019 through July 31, 2020
  • Trustee Zisook moved, seconded by Trustee Alvarez, to offer Principal Group voluntary dental benefits to employees for the plan year August 1, 2019 through July 31, 2020. Employees are responsible for 100% of the Dental Insurance premium. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Alvarez, Wolfson and Zisook; voting Nay: none.

  • Adoption of an employee HRA (Health Reimbursement Account) plan for the plan year August 1, 2019 to July 31, 2020
  • Trustee Zisook moved, seconded by Trustee Alvarez, to Adopt HRA (Health Reimbursement Account) Plan administered by from FlexSource, LLC for employees enrolling in HMO plans. The Plan will cover employee health insurance plan year August 1, 2019 through July 31, 2020. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Alvarez, Wolfson and Zisook; voting Nay: none.

  • Contribution to employee H S A accounts for employees selecting H S A –qualified PPO insurance plans
  • Trustee Zisook moved, seconded by Trustee Alvarez, to make Township H S A contributions of $4,000.00 for each employee who enrolls for family health insurance coverage, and $2,000.00 per year for each employee who enrolls for individual health insurance coverage in the Blue Cross/Blue Shield S5050PT PPO H S A Plan. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Alvarez, Wolfson and Zisook; voting Nay: none.

  • Contribution to employee HRA plans for employees selecting HMO insurance plans
  • Trustee Zisook moved, seconded by Trustee Alvarez, to make Township HRA reimbursements up to $4,000.00 for each employee who enrolls for family health insurance coverage, and $2,000.00 per year for employees who enroll for individual health insurance coverage for employees enrolling in either the Blue Cross Precision Plan or the Blue Direct HMO Plans. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Alvarez, Wolfson and Zisook; voting Nay: none.

    • Moraine Township Attorney Jim Hartman will a FOIA training session for staff on July 18.
    • INSPEC roofing consultant held a mandatory pre-bid meeting for contractors on June 26. Bids from contractors are due July 10; the responsible lowest bid contract will be approved at the July 18 Regular Board Meeting.
    • Paul Borg Construction repaired the cracked cement near the garage door on July 18.
    • Thanks to volunteers Mike Ogden and Bob Estrich from Lake Forest Christ Church volunteers who came to the office on June 15 to repair drywall, flooring and carpeting, and to paint an interior wall.
    • Thanks to Trustees Alvarez and Douglas for representing the Township in the 4th of July parade.

  • Food Insecurity Issues Report Amy Zisook
  • 126 Summer Vacation Breakfast/lunch bags were distributed. The second bag will be packed by volunteers on June 28.

  • Food Pantry Report Anne Flanigan Bassi
    • Thanks to Elizabeth Astudillo and Jean Maier for visiting the St. James Food Pantry on June 27 and the Northern Illinois Food Bank mobile pantry at the Highwood Recreation Center on June 28 to survey Highwood residents.
    • Thanks to Steve Lippai for requesting Food Pantry donations in honor of his birthday and thanks to his friends for their donations.
    • Thanks to Mariano’s Northbrook for holding a food collection at their store July 15-20. Supervisor Bassi and Trustee Alvarez will pick up the food on Saturday, July 20.
    • Highland Park Christ Church will be holding a free breakfast and mobile food pantry at Everts Park in Highwood on Sunday July 14, from 10:00 am to 12:00 pm. Moraine Township will provide commodities from the Northern Illinois Food Bank, and information about our pantry and other local pantries.


  • Pantry Plants Garden Report Anne Flanigan Bassi
  • Due to rainy weather, planting was delayed to June 15.

  • Lake County Coordinated Transportation Services Committee (LCCTSC)
  • No report.

  • Community Family Center (CFC) Report Amy Zisook
  • CFC is wrapping up its dissolution as of June 29. Monies from restricted funds that donors did not request to be returned will be divided among the remaining CFC agencies. Each agency will receive approximately $5,500.00.

  • Human Relations Advisory Group Report
  • No report.

  • Cemetery Report Cindy Wolfson
    • Stonehugger Cemetery Restoration is still on track to work at Daggitt Cemetery in late August or September.
    • Donna Novickas is working on a burial of cremains
