MINUTES OF REGULAR BOARD MEETING

March 14, 2019, 7:00 PM

The meeting was called to order at 7:00 p.m., and upon roll call the following members were present: Supervisor Anne Flanigan Bassi, Trustees Dwayne Douglas, Cindy Wolfson and Amy Zisook;
Absent: Trustee Pablo Alvarez
Also present: Clerk Gail Feiger Brown.

Public Comment
There was no public comment.

Approval of Minutes
Trustee Douglas moved, seconded by Trustee Zisook, Approval of the February 28, 2019 Regular Board Meeting Minutes. The motion passed unanimously by voice vote.

Approval of Bills
Trustee Douglas moved, seconded by Trustee Zisook, approval of the bills for the period February 28-March 14, 2019 in the following amounts: $6,709.81 General Assistance Fund, $25,208.75 Town Fund. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Douglas, Wolfson and Zisook; voting Nay: none.

Action Items

  • Adoption of Agenda for Annual Town Meeting on April 9, 2019
  • Trustee Wolfson moved, seconded by Trustee Zisook, Adoption of the Agenda for the Annual Town Meeting on April 9, 2019. The motion passed unanimously by voice vote.

  • No report.

  • Supervisor's Report Anne Flanigan Bassi
    • Supervisor Bassi distributed to Trustees the Moraine Township service report for December, 2017 through February, 2019. Passport services have increased significantly.
    • On March 12 the surveyors from INSPEC Engineers/Architects came to take a survey of the roof, take bore samples, and then patch the holes. They will submit recommendations for repair, replacement and assist with the bidding process.
    • The parking lot lighting is now operational.
    • A stand-up desk attachment loaned for trial: Linda Contreras is testing. Several staff have requested.
    • In celebration of the City of Highland Park Sesquicentennial, the Highland Park Historical Society will hold an Open House of all public buildings in Highland Park on Saturday September 28. The Township is invited to participate; the office, Food Pantry and possibly the cemeteries will be open.
    • The Annual Town Meeting and Volunteer Recognition will be held on April 9 at 6:00 p.m. at the Highland Park Police Station.
    • The Township will participate in the Highland Park 4th of July parade. Supervisor Bassi will determine whether one of the Door-to-Door Van Service drivers will be available to drive the van in the parade.
    • Thanks to Trustee Alvarez for representing the Township at the Northshore School District 112 Partnering for Student Success family event on April 24.
    • Supervisor Bassi and Clerk Brown spoke to 5th graders at Braeside School about township services on March 8.
    • Early Voting for the April 2 Consolidation Election will be available March 18-March 30 at the Highland Park Police Station and other Lake County sites.
    • Thanks to Nick Pulia and Ravinia Festival for their offer of a reception and complimentary pavilion and concert tickets for our volunteers at the July 20 performance of Leonard Bernstein’s Mass.

  • Food Insecurity Issues Report Amy Zisook
  • Spring break breakfast/lunch bags will be packed on March 20.

  • Food Pantry Report Anne Flanigan Bassi
    • Supervisor Bassi and Volunteer Coordinator Carol Pomerantz met with Hania Fuschetto and other Highland Park Hospital personnel on March 7 to discuss the donation of prepared and frozen food to the Pantry. A volunteer driver will pick up at the hospital on Mondays.
    • Thanks to Vic Bassi for volunteering at the Pantry on Saturday March 10 to receive 20 bags of food and $20 from the Boy Scouts.
    • Two VITA clients made donations to Pantry for $30 and for $300 to food pantry in appreciation of tax assistance.
    • VITA program going strong thanks to Donna Novickas and Ron Altman.


  • Lake County Coordinated Transportation Services Committee (LCCTSC)
  • No report.

  • Community Family Center (CFC) Report Gail Feiger Brown
  • Clerk Brown attended the March 7 CFC Board Meeting. Dissolution of the CFC was discussed.

  • Human Relations Advisory Group Report
  • No report.

  • Cemetery Report Cindy Wolfson
  • Tree removal at Daggitt Cemetery started but was halted due to the mud.

  • Letter Carrier Food Drive Amy Zisook
  • The letter carrier drive will be held Saturday May 11. Trustee Zisook has been working on the process with letter carrier Joe Cielowa.

With no further business to conduct, Trustee Douglas moved, seconded by Trustee Zisook, that the meeting be adjourned at 7:46 p.m. The motion passed unanimously by voice vote.
