MINUTES OF REGULAR BOARD MEETING

May 23, 2019, 7:00 PM

The meeting was called to order at 7:00 p.m., and upon roll call the following members were present: Supervisor Anne Flanigan Bassi, Trustees Cindy Wolfson and Amy Zisook.
Absent: Trustees Pablo Alvarez and Dwayne Douglas
Also present: Clerk Gail Feiger Brown, Moraine Township resident Janet Freed, and videographer Andrew Henderson.

Trustee Alvarez entered the meeting at 7:24 p.m.

Public Comment
There was no public comment.

Approval of Minutes
Trustee Zisook moved, seconded by Trustee Wolfson, Approval of the May 9, 2019 Regular Board Meeting Minutes. The motion passed unanimously by voice vote.

Approval of Bills
Trustee Zisook moved, seconded by Trustee Wolfson, Approval of the bills for the period May 10-23, 2019 in the following amounts: $5,576.65 General Assistance Fund, $28,283.10 Town Fund. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Wolfson and Zisook; voting Nay: none.

  • Supervisor's Report Anne Flanigan Bassi
    • Supervisor Bassi, Staff Lupe Somerville and Staff Linda Contreras met with Eric Foot from the Lake County Housing and Community Development on May 21 to discuss Moraine Township’s participation in the ServicePoint Referral Network. The fee is $185.00 per user per year, or $370.00 in total for Staff Contreras and Somerville.
    • Supervisor Bassi is receiving roof specs for roof replacement of the office roof and repair of the pantry roof. Supervisor Bassi is investigating the possibility of solar panels on the pantry roof.
    • Supervisor Bassi has received three bids for hand dryers in the bathrooms.
    • On April 8 and on May 14, Supervisor and Assessor Staff and four of the elected officials had CPR and AED training at Highland Park Fire Department. Remaining employees will schedule their training at a later date.
    • Health insurance renewal premiums for employees increased 30% for PPO plans and 13% for HMO plans for plan year beginning August 1, 2019. Supervisor Bassi is continuing to explore employee health care benefit options.
    • Kudos to Trustee Wolfson who is chairing the Big Bash for the City of Highland Park Sesquicentennial on July 4, in conjunction with the Park District of Highland Park Fourth Fest. Supervisor Bassi is coordinating volunteers to distribute commemorative tote bags and birthday cake, to help with a pie eating contest, kick-dart game, at the selfie tent, and assist with set-up and take-down of tables and chairs.
    • On May 22 there was a meeting at the Township office for the families who have signed up for plots at the Pantry Plants Garden. Planting day is June 1 from 9:00 a.m. to noon. Plots are still available.
    • Ravinia Festival is hosting a pre-concert reception for our volunteers and providing Pavilion tickets on July 20 at Bernstein’s Mass concert.
    • Supervisor Bassi and Trustees concurred that the July 11 and 25 Regular Board Meetings will be cancelled due to conflicts. There will be one Regular Board Meeting in July held on July 18.
    • Thanks to Staff Lupe Somerville for leveraging funding from a variety of sources to assist a client who needed dentures. This has greatly improved his quality of life and his employment.


  • Latino Advisory Committee Report Pablo Alvarez
  • No report; the committee is meeting next on August 22.

  • Food Insecurity Issues Report Amy Zisook
  • With the school year coming to a close we are preparing for vacation breakfast/lunch food for qualified families. North Shore School District 112 and Highland Park High School are sending letters to qualified families inviting them to participate.

  • Food Pantry Report Anne Flanigan Bassi
    • Thanks to Trustee Zisook, Volunteer Coordinator Carol Pomerantz and 70 volunteers for helping receive and sort food from over 1000 bags received from residents and delivered by letter carriers for the May 11 Letter Carrier Food Drive. Foods with waterproof packaging were requested which resulted in very few donations damaged by rain. Residents are continuing to bring bags to the pantry from the Letter Carrier Food Drive.
    • Thanks to MLG Restaurant in Lake Forest for their donation of $493.50 from their Buy a Meal/Give a Meal program in which dining patrons vote on non-profits to receive donations from the restaurant.


  • Pantry Plants Garden Report Anne Flanigan Bassi
  • Thanks to Antons Branch for plant donations, to Pasquesi Home and Gardens for a 25% discount on plants, to the Liberty Prairie Foundation for a grant of $750.00, and to The Organic Gardener for growing seedlings for the garden.

  • Lake County Coordinated Transportation Services Committee (LCCTSC) Amy Zisook
  • Trustee Zisook attended the May 15 LCCTSC meeting. The paratransit market study is available on the LCCTSC webpage.

  • Community Family Center (CFC) Report
  • No report.

  • Human Relations Advisory Group Report
  • No report.

  • Cemetery Report Cindy Wolfson
    • The Stonehugger Cemetery Restoration proposed seven-ten days this summer doing headstone restoration for Daggitt Cemetery not to exceed $15,000.00.
    • The effect of shrub and tree removal at Daggitt Cemetery is apparent and the cemetery grounds look much better.
    • Thanks to Larry and George Pasquesi for putting flags on Veterans’ graves at Daggitt and Mooney Cemeteries in observance of Memorial Day.

With no further business to conduct, Trustee Alvarez moved, seconded by Trustee Zisook that the meeting be adjourned at 7:41 p.m. The motion passed unanimously by voice vote.
