MINUTES OF REGULAR MEETING
May 11, 2006
The meeting was called to order at 5:10 PM, and upon roll call the following members were present: Supervisor Mari Barnes; Trustees Bryna Gamson and Cynthia Plouché. Also Present: Chief Deputy Assessor Trish Lenzini, Clerk Ellen Gussin; Director General Assistance Tracy Coleman; community members Wendi Ezgur, Helen Dombrow, and Dr. Gerald Burke. Trustees Margoth Moreno and Jeff Zaluda arrived late.
Approval of Minutes
The minutes of the Regular Meeting of April 27 stand as corrected. (Refer to Minutes record filed in office.).

Public Comment

Supervisor's Report
Supervisor Barnes announced that the meeting would be devoted to the report from the Citizens Advisory Committee on Grants.
Transfer of Appropriation
Supervisor Barnes requested a Transfer of Appropriation, in conjunction with closing the books for the last fiscal year, as follows:
Transfer $3,300 from General Assistance Contingencies to various accounts in General Assistance.
Transfer $2,750 from Town Fund Contingencies to various accounts in the Town Fund.
Trustee Plouché moved, seconded by Trustee Zaluda, that the appropriations be transferred as recommended. Upon roll call, motion carried.
Citizen Advisory Committee on Grants
Chair Wendi Ezgur introduced the committee members present, thanked everyone including Judy Datz and Dan Solender who could not be at this meeting for their service, and explained the process the committee had followed to come up with its recommendation to the Township Board of Trustees. A total of $172,950 was requested from the township, and a cap of $80,000 was used in allocating funds for the committee's recommendation to the Board. Six site visits and/or in depth interviews were made by individuals from the committee to Career Resource Center, Family Service/Nuestro Center, Highland Park/Highwood Home Child Care Association, Interfaith Housing Center of Northern Suburbs, Opportunity Inc, and PADS Crisis Services. The committee reviewed many factors in assessing the needs of each request, including dollars requested and granted in the past, number and percentage of Moraine Township citizens served and/or touched by the agency, dollars requested this year and the quality of the program for which the dollars were being requested. The recommendation is attached and is presented in Excel Spreadsheet format. The Board will vote upon this recommendation at a future meeting, most likely in June.
The committee was commended for their diligence and commitment to the process, and Trustee Gamson, who served as liaison to the Citizen Advisory Committee on Grants, recommended the township sponsor a workshop during Fall 2006 for all interested agencies in the greater community to advise of our process. There was consensus among Board members to consider increasing the budget for next year and beginning the process earlier.

On May 30, from 12:30 to 2:30 PM, there will be an Open House at the new Community Health Center in Highland Park.

With no further business to conduct, Trustee Zaluda moved, seconded by Trustee Plouche, the meeting be adjourned at 6:05 PM. Motion carried.
