MINUTES OF REGULAR MEETING
June 28, 2007
The meeting was called to order at 7:46 PM, and upon roll call the following members were present: Supervisor Mari Barnes; Trustees Bryna Gamson and Cynthia Plouché. Also Present: Director of General Assistance Tracy Coleman and Chief Deputy Assessor Trish Lenzini. Absent were Trustees Margoth Moreno and Jeff Zaluda and Clerk Ellen Gussin.
Approval of Minutes
The Regular Meeting Minutes of June 14, 2007 stand approved as written.
Approval of Bills
Board discussed the bills. Trustee Gamson moved, seconded by Trustee Plouché, approval of the bills, and upon roll call, motion carried.
Budget Hearing
Motion for a budget hearing was made by Trustee Gamson and seconded by Trustee Plouché. Upon roll, motion carried. Supervisor Barnes explained revisions to the 2007-2008 Budget, many of which are increased allocations toward contingencies. A motion to change the 2007-2008 Budget in accordance with the written document distributed to the Board in advance of the meeting was made by Trustee Plouché and seconded by Trustee Gamson. Upon roll call, motion carried. A motion to close the public hearing was made by Trustee Plouché and seconded by Trustee Gamson, and upon roll, motion carried.

Assessor’s Report
Chief Deputy Trish Lenzini stated that two office employees, Patty Powers and Sheila Platt, are finishing training classes to become deputy assessors, which will make them eligible for a stipend from the State. She also reminded citizens who qualify for the senior freeze to complete the form and mail back to the County Treasurer’s Office in Waukegan.
Supervisor’s Report
Supervisor Barnes announced plans for next week’s 4th of July parade including the decoration of one of the Township’s Door-to-Door vans.
Many residents have been in to the Township office to sign up for the Circuit Breaker Program. Tracy Coleman explained how the Circuit Breaker program works and the income qualifications.
Committee Reports
Website: Trustee Gamson reported that the re-design of the Township website is being completed and will be available on the web at the same address, www.morianetownship.org. A new hosting service replaces the old NorthStarNet service ending on June 30, 2007.
Transportation: Supervisor Barnes reported that both Door-to-Door transportation vans are on the road and very busy with at least 6 to 8 pick ups daily; a new driver was hired this week.
Pantry Plants Garden: Supervisor Barnes advised the garden needs tending and encouraged volunteers to call the Township.
Pantry: Supervisor Barnes reminded all that this Sunday July 1st, is the Ravinia Festival event at which the Township is the recipient of all donated canned foods brought to the park by patrons. Volunteers will collect the donations and bring them back to the Township for pantry stocking.
Human Relations Commission: Trustee Plouché reported that the committee is in the process of establishing an outreach program, predominantly geared toward the Latino Community. The Township has a similar effort to establish a Citizens Advocacy Committee to address social service needs particularly in the Latino communities within Highwood and Highland Park. The Talk of the Township newsletter article invited interested volunteers from the community to serve.
Lake County Coordinated Transportation Services Committee: Supervisor Barnes reported that the Lake County Coordinated Transportation Services Committee must raise $20,000 as the "public" component to match a larger grant funding the work of consultants, now underway. The LCCTSC sent a letter requesting that every township in Lake County contribute $1,000 to achieve $18,000 of this match. The RTA has awarded Lake County a grant for the study and work plan to determine the best strategies for implementation of a borderless transit system. The Board approved the $1,000 grant.

Supervisor Barnes informed the Board about the prevailing wage ordinance, which the Township is required by law to adopt on a yearly basis.

With no further business to conduct, Trustee Plouché moved, seconded by Trustee Gamson, the meeting be adjourned at 8:37 PM. Motion carried.
