Emergency Assistance

Our Emergency Assistance program provides Moraine Township residents with assistance in alleviating a life-threatening circumstance or job-related expense. Residents experiencing a hardship due to a current emergency such as loss of income, out of pocket medical expenses, reduction in hours, among others are encouraged to apply.

General Assistance

Our General Assistance program provides Moraine Township residents assistance with $400 towards monthly basic living expenses such as rent, utilities, & food. You may be eligible for General Assistance if you are unemployed, have no income, actively seeking employment and don’t qualify for any other government assistance program or you are currently pending a decision on a social security disability claim.

COVID-19 Mail-in Voting Expansions

Due to COVID-19, Governor Pritzker and the Lake County Clerk's office encourage all voters to vote by mail and avoid lines during early voting or on Election Day.


To facilitate a safe election in November, Public Acts 101-641 and 101-642 were signed into law by Governor Pritzker on June 16, changing some provisions to the election process only for the November 3, 2020 General Election.

Changes include establishing an earlier date to start accepting applications to vote by mail, allowing applications to be submitted by email, and sending an Application for Ballot to voters who participated in any election since the November 2018 General Election.

MORAINE TOWNSHIP FOOD PANTRY: The Pantry provides weekly food for residents in need. In addition to healthy shelf-stable food like rice, beans, pasta, cereal, tuna, peanut butter, etc., we use donations to purchase milk/butter/eggs weekly from a local dairy, and meat and produce weekly from Sunset Foods. Highland Bakery donates and delivers healthy multi-grain bread weekly to the Pantry.

  • We provide Walgreen/Target gift cards to Pantry families who have babies.
  • Thanks to our generous community, we distribute grocery gift cards from Jewel and Sunset bi-weekly to registered pantry clients to help Pantry clients purchase some of the items we are not able to provide since we closed the Pantry to shopping in March.
    • Thank you local partners Sunset, Jewel, Highland Bakery! Sunset Foods Highland Park sells gift cards to the Township at a 10% discount; Jewel offers 5% discount, Highland Bakery donates multi-grain bread weekly for Pantry distribution. What an amazing village we are lucky enough to be part of!
MORAINE TOWNSHIP OTHER ASSISTANCE:
  • Rent/mortgage or other emergency assistance;
  • SNAP (AKA Food Stamps) application assistance;
  • Medicaid application assistance;
  • Food Pantry applications;
  • Other needed resources and referrals for help.
  • Moraine Township staff is making wellness calls to low-income Township seniors and Pantry clients.

PROPERTY TAX COVID-19 ONE-TIME PAYMENT DEFERRAL

At its May 12 meeting, the Lake County Board passed an ordinance providing current year tax bills mailed in May to be paid in four installments instead of two as shown on the bills taxpayers received.
The ordinance passed on May 12 provides for a new payment schedule as follows:

  • 50% of the amount shown on the June 8 coupon is payable by June 8;
  • The remaining 50% of the June 8 installment is due within 60 days, but no later than August 7;
  • 50% of the amount shown on the September 8 coupon is payable by September 8;
  • The remaining 50% of the September 8 installment is due within 60 days, but no later than November 9.
Applications for Renewals of Senior Freeze, Disabled Persons and Disabled Veterans Homestead Exemptions Will Not Be Required This Year Due to COVID-19 Pandemic

FREE DRIVE-THROUGH COVID-19 TESTING IN WAUKEGAN
The Lake County Health Department is offering free COVID-19 testing 7-days a week.
  • Hours: Open 7 days a week, 8:00 a.m. to 4:00 p.m., or until 750 tests are completed daily.
    • The Health Department reporting that they are experiencing the heaviest traffic at opening and early morning hours, but by 11 am no lines are usually short.
  • Location: 102 W. Water Street, Waukegan Il.
  • Cost: Free
  • Illinois National Guard Soldiers will be conducting tests
  • Test results within 4-7 days

Who can get tested?
  • Anyone with symptoms (fever, cough, shortness of breath or difficulty breathing, chills, repeated shaking with chills, muscle pain, headache, sore throat, new loss of taste or smell)
  • People in the following groups with or without symptoms:
    • Individuals exposed to confirmed COVID-19 cases
    • Individuals with compromised immune systems and/or chronic medical conditions
    • Healthcare workers
    • First responders
    • Employees of correctional facilities
    • Employees who support Critical Infrastructure (grocery stores, pharmacies, restaurants, gas stations, public utilities, factories, childcare and sanitation)
    • Individuals slated to receive elective surgery within 72 hours

While this is a free service, you will be asked for a photo ID upon arrival. Healthcare workers, first responder, etc. please provide workplace ID. Immigration questions are not asked to receive this free test.

Our generous community has provided the Township with resources to help our struggling residents traverse this crisis. It takes a village, and we are grateful to be part of this amazing and caring community of residents who understand we’re all in this together, and want to help each other through it!

  • Food Pantry Tuesdays 10 am until 2 pm
    Thanks to an outpouring of community donations, in addition to distributing shelf-stable food like rice, pasta, beans, tuna, peanut butter, cereal, etc., we are able to add milk, eggs & butter ordered weekly from a local dairy, add meat and produce purchased from Sunset Foods, and add whole grain bread thanks to Rosen Bakery.
    • Call or email if you need food but can’t get to the Pantry because you are sick or quarantined. For the safety of other clients, volunteers and staff, please do not visit the Pantry if you are sick.
    • Pantry visitors are required to wear masks.
  • SNAP: (formerly known as Food Stamps) remote enrollment assistance
  • Emergency Assistance: for rent or other urgent needs.
  • Health insurance and Medicaid: remote enrollment assistance.
  • Free tax return preparation:via video conference for low-income taxpayers who need to file a tax return to confirm stimulus check eligibility.
  • Other Resources: We are available to connect residents with other resources and services.

A big shout out to the heroic Moraine Township staff who give 150% every day to ensure that our residents will be safe, fed, and still in their homes when we emerge from this dark tunnel!

MORAINE TOWNSHIP TEMPORARY SERVICE CHANGES

MORAINE TOWNSHIP DOOR-TO-DOOR VAN PROGRAM

For the safety of our riders and staff, we are temporarily suspending our van transportation program for all riders except dialysis and chemotherapy patients.

EMERGENCY ASSISTANCE / UTILITY ASSISTANCE / OTHER SAFETY-NET PROGRAMS

We will have applications in an envelope on the porch to our office for various assistance programs. Residents can telephone the office for help completing the applications and return completed applications and documents to the locked mail box on our office porch. Wherever possible, we will assist residents via phone with applications for Medicaid, Supplemental Nutrition Assistance Program (SNAP), Temporary Assistance for Needy Families (TANF).
Moraine Township staff will do everything possible to expedite processing applications for emergency assistance.

SENIOR WELLNESS TELEPHONE CHECKS

Our goal is for staff to connect with each of the low-income seniors who have accessed Township services to see how they are doing and what they may need, and try to figure out how to get them critical supplies while they are safely staying home.

TOWNSHIP PROGRAMS TEMPORARILY SUSPENDED

The following Township programs are suspended until further notice:

  • VITA: Volunteer income tax preparation for low-income taxpayers;
  • Passports:Passport application procession;
  • Notary Services;
  • Voter Registration;
  • RTA Discount Card applications;
  • Taxi coupon distribution.

PAPER GROCERY BAGS WITH HANDLES:
Desperately need bags to pack food in since clients are not shopping with their own reusable bags. We will have bins on the porch outside our office for untorn paper grocery bags. We are fortunate to live in a unique and generous community. It takes a village and the Township is grateful for our residents’ genuine concern for their struggling neighbors.

Have You Filed For Your Senior Homestead Exemption?

If you have turned 65 and own a home in Moraine Township that is your primary residence, please make sure you apply for your senior homestead exemption to save money on your property taxes. Applications can be filed online here. Questions??? Call the Assessor’s office 847-432-2100.

Income-qualified seniors may be eligible for property assessment freeze

To qualify, applicants must:

  • Be 65 years of age or older
  • Own the property as their principle residence for the past two January 1
  • Have a total household income of $65,000 or less

  • This exemption must be renewed annually for income qualification

    To find out if you are eligible, or for assistance applying, please bring a copy of your 2019 income tax return to Moraine Township Assessor’s office at 800 Central Avenue, Highland Park or visit this website.
