Moraine Township

The meeting was called to order at 7:00 p.m., and upon roll call the following members were present: Supervisor Anne Flanigan Bassi, Trustees Pablo Alvarez, Cindy Wolfson and Amy Zisook.
Absent: Trustee Dwayne Douglas
Also present: Clerk Gail Feiger Brown, Lisa Adelmund (Highland Park Community Nursery School and Day Care Center) and Micky Baer (JCYS Champ Camp) and Moraine Township resident Janet Freed.

Agency Presentations

  • Lisa Adelmund, Highland Park Community Nursery School and Day Care Center (Community)
  • The Township was thanked for its grant which supported scholarships for children from low to moderate income families who live and work in Moraine Township. Community offers early childhood education and care for children age 2-5. Total enrollment at Community is 93 full and part-time students; 94% are Township residents. Community hopes to be in its new facility behind West Ridge School by the end of October.

  • Micky Baer, JCYS Champ Camp
  • The Township was thanked for its grant which supported scholarships for low income children. 100% of the 70 Champ Camp campers are Township residents; 69 campers receive scholarships. Campers are bussed from summer school to the camp or taken by their parents to the 5-week long camp. Children receive Red Cross swimming lessons, USTA tennis lessons, nutrition/cooking and traditional camp activities.

Approval of Minutes
Trustee Wolfson moved, seconded by Trustee Douglas, Approval of the September 26, 2019 Regular Board Meeting Minutes. The motion passed unanimously by voice vote.

Approval of Bills
Trustee Wolfson moved, seconded by Trustee Alvarez, Approval of the bills for the period September 27-October 10, 2019 in the following amounts: $5,737.09 General Assistance Fund, $27,131.47 Town Fund. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Alvarez, Wolfson and Zisook; voting Nay: none.

  • Trustee Wolfson moved, seconded by Trustee Zisook, approval of the Resolution Concerning Semi-Annual Review of Closed Session Minutes. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Alvarez, Wolfson and Zisook; voting Nay: none.


  • Assessor's Report Anne Flanigan Bassi
  • The quadrennial valuation of real property in the Township was published today and residents received cards in the mail today. Assessor staff will open the office to serve residents on the Columbus Day Holiday.

  • Supervisor's Report Anne Flanigan Bassi
    • Trustees were given a copy of the monthly service report for July, 2018-September, 2019.
    • Supervisor Bassi has invited Lake County Township Supervisors and General Assistance managers to attend a Mental Health First Aid Training at the Township office on Fridays October 25 and November 1 from 9 a.m.-1:00 p.m. If there is available space, contacts from local agencies will be included.
    • The payroll tax fraud process continues. The Township has paid all taxes due for employees.
    • Repair and replacement of the roof will start on October 14.
    • The City of Highland Park has not had room in its Highlander publication to publish press releases from the Township. If the Township were to pay an annual fee, placement would be guaranteed.
    • Health Insurance Enrollment through the Affordable Care Act begins November 1. Navigators include longtime CACs Barbara Altman, Terri Olian, Becky Xavier, plus Staff Linda Contreras and Lupe Somerville and two new volunteers. The Township’s license was renewed. Lucite stands with flyers have been placed around Highland Park and Highwood.
    • Supervisor Bassi shared with Trustees a beautiful thank you note she received from a client complimenting the friendly attitude of staff.

  • Latino Advisory Committee Report Pablo Alvarez

  • Food Insecurity Issues Report Amy Zisook
    • The Oak Terrace Elementary School open house is being planned. Trustee Alvarez and the Latino Advisory Committee has offered to assist.
    • Trustee Zisook and Staff Yolanda Rodriguez went to Oak Terrace Elementary School to help with for distribution of first monthly food bag and put Moraine Township flyers in each bag.
    • Trustee Alvarez inquired whether it’s possible to expanding Door-to-Door Van Service to other Township residents, for example to take clients to and from the Pantry or to school or after school activities.

  • Food Pantry Report Anne Flanigan Bassi
    • Thanks to Sunset Foods for holding a fundraiser for the Pantry on December 6, 7 and 8. Volunteers will be clad in Moraine Township Food Pantry Vests at store entrances. Patrons can add a donation to their bill at checkout or give directly to the volunteers.
    • Supervisor Bassi has talked to Frank Lomoro of Sunset Foods about using the funds raised at the fundraiser to purchase ground beef and chicken for clients, in addition to eggs, cheese and produce.
    • Thanks to Sunset Foods for selling gift cards at a 10% discount. The Township gives gift cards to families participating in the Phyllis Santullano Holiday Drive, and to clients year-round.
    • Supervisor Bassi had a new Pantry poster printed at IC Graphics depicting Pantry volunteers and services at the new Pantry.
    • Staff and volunteers surveyed patrons at the Highwood mobile food pantry and at the St. James Food Pantry. A follow-up survey is being developed.
    • Staff Linda Contreras attended a training at the Northern Illinois Food Bank on new electronic enrollment and sign-in procedures for clients.
    • Supervisor Bassi is hosting a table with ideas for B’Nai Mitzvah projects at Congregation BJBE in Northbrook on Sunday October 27.

  • The Board concurred to change the November 14, 2019 Regular Board Meeting to November 21, 2019 at 7:00 p.m.
  • Trustee Alvarez has been contacted by Erin Drury, Executive Director of Direct Giving Lab, about partnering with the Township.

Executive Session

With no further business to conduct, Trustee Zisook moved, seconded by Trustee Alvarez that the meeting be adjourned at 9:16 p.m. The motion passed unanimously by voice vote.
