Moraine Township

The meeting was called to order at 7:00 p.m., and upon roll call the following members were present: Supervisor Anne Flanigan Bassi, Trustees Pablo Alvarez, Dwayne Douglas, Cindy Wolfson and Amy Zisook.
Also present: Clerk Gail Feiger Brown, videographer Andrew Henderson, Kristina Phillips (Career Resource Center), Jean Rock and Edie Sue Sutker (Jewish Child and Family Service), Jamie Roberts (PADS Lake County) and Moraine Township resident Janet Freed.

Agency Presentations

  • Kristina Phillips, Career Resource Center (CRC)
  • The Township was thanked for its grant to support employment resources and support clients in obtaining jobs, refreshing and training digital media such as LinkedIn, and helping clients who’ve been out of the job market in relaunching their careers. Last year, 77 clients (or 12% of their clients) were Moraine Township residents. The Township is one of their top served areas.

  • Jean Rock and Edie Sue Sutker, JCFS Chicago
  • The Township was thanked for its grant to support the services of a skilled therapist two full days a week at the Highland Park High School Drop-In Center, which is used by 25% of the student body. This year has seen a growth of visits to the drop-in center as students are experiencing more anxiety and depression and have increased emotional needs. Twenty-seven support groups meet weekly. The Township also stocks a food pantry at the Drop-In Center.

  • Jamie Roberts, PADS Lake County
  • The Township was thanked for its grant to support homeless services, including case management, individualized plans, parenting classes, life skills and budgeting and shelters. PADS offers emergency shelters as well as housing for the chronically homeless. Last fiscal year, twenty-four Moraine Township residents were served at PADS.

Approval of Minutes
Trustee Wolfson moved, seconded by Trustee Douglas, Approval of the September 12, 2019 Regular Board Meeting Minutes. The motion passed unanimously by voice vote.

Approval of Bills
Trustee Douglas moved, seconded by Trustee Alvarez, Approval of the bills for the period September 13-26, 2019 in the following amounts: $2,781.25 General Assistance Fund, $26,429.87 Town Fund. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Alvarez, Douglas, Wolfson and Zisook; voting Nay: none.

  • Trustee Zisook moved, seconded by Trustee Wolfson, Approval of 2020 Regular Board Meeting Schedule. The motion passed unanimously by voice vote.ustees Alvarez, Douglas and Wolfson; voting Nay: none.


  • Assessor's Report Anne Flanigan Bassi
  • Publication will be October 3; this will trigger a 30-day period for Township residents to appeal the assessment of their property.

  • Supervisor's Report Anne Flanigan Bassi
    • Trustees were emailed a copy of the completed audit.
    • Supervisor Bassi completed and filed with the Lake County Clerk the Township Treasurer’s Report for the fiscal year ended March 31, 2019.
    • The Township’s payroll servicer discovered this week that there were missing funds from the bank account where tax deposits were made. Township employees received their paychecks, but funds were missing for payroll taxes in the amount of $7,431.32. Supervisor Bassi and Township Administrator Sanela Abazovic paid the payroll taxes and filed a claim with our insurance company for reimbursement. Supervisor Bassi is interviewing a new payroll vendor.
    • Thanks to Assessor Mark Lindsay for obtaining staff parking for rent at Galilee Methodist Church during the 30-day appeal period.
    • Health insurance open enrollment on the marketplace under the Affordable Care Act will be available November 1 to December 15. Two new CAC volunteers and Staff Linda Contreras and Lupe Somerville are certified to assist with enrollment.
    • The Volunteer Income Tax Assistance program is gearing up. Two new volunteers, who are CPAs, will assist with filing tax returns.
    • Supervisor Bassi, Trustee Zisook and Staff Contreras attended a meeting at Highland Park City Hall on September 16 to discuss flexible transportation. Also in attendance were Highland Park City Council member Kim Stone, Highland Park city staff, representatives from PACE, and researchers from UIC.
    • The food pantry was inspected by the Northern Illinois Food Bank on September 19 and passed the inspection.
    • There is no start date for the roof replacement and repair.
    • Supervisor Bassi, Clerk Brown, Assessor Lindsay and Township staff met with Steve Colaizzi from the Illinois State Archives on September 18 to discuss document retention and disposal requirements.
    • Supervisor Bassi, Trustee Zisook, Clerk Brown, and Staff Somerville attended a meeting of the Welfare Council of Highland Park/Highwood on September 24 to learn about the Lake County Health Department Mental Health First Aid initiative.

  • Latino Advisory Committee Report Pablo Alvarez
  • The Committee met on September 19 and received information about the new 2-1-1- human service emergency help line.

  • Food Insecurity Issues Report Amy Zisook
    • All of the various school programs have begun.
    • An open house for Oak Terrace families will be held in October featuring Oak Terrace and Township personnel. Tours of the Pantry will be offered and there will be activities for children.

  • Thanks to Highland Park Ford Lincoln for once again providing 100 holiday turkeys for our clients at Thanksgiving and Christmas.
